StaffattendedaCMMAmeetingonMay26,2011.EconomistCameronMachtpresented greatstatisticsrelatedtomanufacturinginthecentralandsouthwestregions.Attachedishis presentation.Itappearsmanufacturingisanimportantindustryinthecentralregioncompared totheTwinCities.StaffwillcontinuetoattendCMMAmeetingstoformrelationshipswith variousmanufacturingcompaniesinthehopestheywouldsomedayrelocatetoMonticello. AcommercialbrokerbreakfastwasheldonJune1,2011.Approximately20peoplewerein attendance.StaffprovidedageneraloverviewofvariousprojectstheCityhasbeenworking onthepastyear.TheEconomicDevelopmentDirectoralsoaskedforfeedbackfromthe brokersonwayswecanpartnertogethertoassistinmakingprojectscometofruition. AttendeeswereverycomplimentarytoCityStaffonthemanyprogressiveandforward thinkingprojectsbeinginitiated.Brokersalsoappreciatedthenewwebsitewithmany resourcesinonelocationandthephilosophyofworkingtogethertomakethingshappen. Aroplaxbeganconstructingan18,000warehouseexpansiononMay31st. StaffismeetingwithTimZipoyfromtheWorkforceCenterandJimMcklenburgfrom ProjectLeadtheWayonMay20,2011.Thepurposeofthemeetingistogaininsightfrom JimonthesuccessesandstruggleswithinitiatingPWLinMonticello.Staffisstillhopefulto meetwithJimJohnsonfromtheSchoolDistrictinlateJuneoncegraduationceremoniesare over. TheupdatingoftheParkandPathwayPlanistieddirectlytoaccomplishingthegoalsof theCity’sadoptedComprehensivePlan.The2008ComprehensivePlancited“An unequaledsystemofparks,trailsandrecreationfacilitiesincludingtheuniqueassetsof theMonticelloCommunityCenter,theMississippiRiverandcontinuedfocusonthe potentialconversionofYMCACampManitouintoaregionalpark”asakeyfactorin achievingthecommunity’svisionformove-uphousingandemployment.Anupdated parkplanfacilitatesthatfocusandactsasaguidingdocumentalongsideotherplanning toolssuchastheTransportationPlan,theNaturalResourceInventory&Assessment,and therevisedZoningOrdinance. WhileMonticellohasastrongexistingparkandpathwaysystemandcontinuesto physicallyexpandthatsystem,thecommunitycurrentlylacksacoordinatedvision connectingcurrentandfutureparkresourcesandactivelypromotingtheiruse.Monticello lastupdateditsPark&TrailsPlanin1996.Sincethattime,thecommunityhasgrownby over50%,basedonrecentCensusdata.Throughoutthisgrowth,thecommunityhas addedtoitsexistinginventoryofparksandtrailsbyacquiringnewopenspaceandpaths throughparkdedicationandeasementrequirements,buthasnotputthesepiecestogether withinthecontextofalarger,long-termframework. Inadditiontopastgrowth,theCityofMonticelloandMonticelloTownshiphaveagreed toanOrderlyAnnexationprocessallowingtheCitytoplanforfuturegrowthwithina 10,000acreboundary.Additionally,theCityofMonticelloandWrightCountyhave partneredtodevelopa1,200acreregionalparkattheBertramChainofLakes,just outsidethecurrentcitylimits. Withthesefactorsinplace,Monticellohasatremendousopportunitytofostercommunity accesstoafirst-classparkandtrailsystemthroughtheadoptionofanupdatedPark& PathwayPlan. ThedraftPark&PathwaySystemsPlandocumentpresentedistheresultoftheworkand planningcompletedoverthelasteightmonths.Theplanencompassesacoordinatedpark andpathwaysystemwhich: Buildsonexistingassets Incorporatesneededinfrastructure Providesrecommendationsforfuturedevelopment IEDC:06/07/11 2 Integratesarea-widefacilitiesandresources Detailsopportunitiestoprovideresidentswithmore/betterinformationonpark andtrailfacilities Thedraftplanisa guide documentandimplementationtool.Itdoesnotprovidea detailedcapitalimprovementplanforeachofthesystemparksandtrails.Instead,the planprovidesanoverallvisionwithaccompanyingpolicystatements.Theplanthen detailsspecificobjectivethatsupportsthestatedvision.Theplangivesentitiessuchas theParksCommissiontheabilitytoformulatedetailedparkplanninginresponseto changeandneeds. Todevelopaplanthattrulyservedthecommunity’slong-rangeinterests,publicinput fromavarietyofstakeholderswascriticaltotheprocessandhasbeenafounding componentoftheplan’sdevelopment.Thedepthoftheplanrequiredconsultationwith citizen-ledadvisorygroupssuchastheParksCommissionandtheMCCAdvisoryBoard. Theintenttoprovideregionalconnectivityrequiredthattheprojecthavedirect involvementfromtheMonticelloPublicSchoolDistrict,andtheWrightCountyParks Department.Finally,andmostimportantly,theprojectinvolvedtheinputandfeedback ofthecommunityat-large,includingvariousparkuser-groupsandlocalrecreational associations. PendingPlanningCommission’srecommendation,thefinalPark&PathwaySystems PlanwillbeconsideredbytheCityCouncilforincorporationbyreferenceasan AppendixtotheComprehensivePlan,similartotheTransportationPlan.Boththe adoptionofthePlandocumentandthetextamendmentstotheComprehensivePlan requireasupermajorityvoteofapprovalbytheCityCouncil. B.ALTERNATIVEACTIONS NoactionisrequiredbytheIEDC,butcommentiswelcomed. C.STAFFRECOMMENDATION Staffwillberecommendingadoptionofthe2011ParkandPathwayPlan.Theplan providesaneededguidetothefuturedevelopmentoftheCity’sparkandpathway system. ThePark&PathwayPlanrepresentscompletionofaclearpolicydirectionfor Monticello’sparkplanningeffortsinboththeshortandlongterm.Theplanwillallow Monticellotobetterutilizeexistingresourcesandmoreeffectivelyplanforfutureneeds. TheMonticelloBusinessRetentionandExpansionprojectconclusionsnotedthestrong linkbetweencommunityassets,suchasastrongparkandpathwaysystem,andtheability toattractandretainemployment.Qualityoflifemattersinbothsitingbusinessand attractingemployees.ThisdocumentwillassisttheCityinmaintainingandbuildinga qualityparkandpathwaysystemthataidsinthoseefforts. Theplanprovidesabalancebetweenbroadpolicystatementsandspecificobjectives designedtoassistinaccomplishingthegoalsoftheplan.TheplanalsoofferstheCity flexibilityinhowbesttoachievethegoalsoftheplan.Asparkserviceareasandneeds change,theCitywillbeabletoadapttheplantobetterserveusers,whilemaintainingthe overallsystemvision.
