Embracing Downtown
Thanks to each of you for attending the Embracing Downtown Open House on October 24th.
The full quorum of the Planning Commission was present and I greatly appreciate your
attendance.
The power point presentation from the meeting has been included with your packet for
reference. In addition, I would encourage the Commission to review the other documents
posted regarding the project which are available on the City’s website. These include a video
of the full presentation and the draft Design Guidelines and concept plans.
It is expected that the Commission will receive the formal request for approval of the plan,
with corresponding Comprehensive Plan amendment in December.

PUD Ordinance Workshop
For budget reasons, the draft ordinance amendments for the Planned Unit Development code
will be presented to Planning Commission after January 1st, 2011. Planning Commission will
be asked to table the item until that point.
Bertram Chain of Lakes
The third phase acquisition is scheduled to occur before year end. City and County staff and
elected officials on the negotiations team are working with the YMCA to refine details of a
shared use agreement which will allow the use of a landing for fishing activities (non-
motorized). The City Council will receive the purchase agreement, shared use agreement and
MOU in November. Staff are also working to put together information relative to potential
maintenance, operations and programs costs for the property jointly owned by the City and
County.
The YMCA team has also been asked to develop a plan illustrating a potential layout and site
use if the base YMCA day camp facilities were to be located on the north side of Bertram
Lake. That plan will be brought forward to the Bertram Lakes Advisory Board in December.
The plan will help the Advisory Council and negotiations team better define future shared use
agreements.
In an important development, the Senate Environment and Natural Resources Committee will
visited the Bertram Chain of Lakes on Thursday, October 20th as part of their research on
developing grant and funding strategies aimed at regional parks that serve greater Minnesota.
Senate Majority Leader Amy Koch was also be present.

Monticello-Big Lake Pet Hospital
The Monticello-Big Lake Pet Hospital closed on the Quad Development lot on October 18th.
Building Department Presentation
The Building Department presented the City Council with a staff update during their October
24th meeting. A copy of the presentation is attached. Kudos to the Building Department for
their hard work this year!
CSAH 75 Pedestrian Underpass Improvements
The box culvert for the CSAH 75 pedestrian underpass has been installed, including the
lighting conduit and light bases. However, the fixtures themselves will not be installed until
the pathway connections are made and the underpass is useable. Fencing will soon be
constructed around the ends of the underpass to prevent pedestrians, including snowmobilers,
from falling into the open ends of the underpass. Staff is continuing to look for additional
funding sources to fund construction of the connecting trails. We have been told we should
receive word in late December or early January regarding whether we were awarded grant
funding per our grant application to the Local Trail Connections Program.
TH 25 / CSAH 11 / CR 14 Intersection Improvements (Mn/DOT project)
Due to on-going scheduling challenges with their contractors, who are still trying to catch up
on their work following the State shutdown, Mn/DOT currently estimates that work on this
project will continue through mid-November.
