City Council Resolution 2016-44CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2016 -044 Date: June 27, 2016 Resolution No. 2016 -044 Motion By: Charlotte Gabler Seconded By: Glen Powsta A RESOLUTION OF THE MONTICELLO CITY COUNCIL ADOPITNG ORDINANCE NO. 648, AN AMENDMENT TO THE MONTICELLO CITY CODE ALLOWING BULK FUEL STORAGE IN INDUSTRIAL ZONING DISTRICTS BY CONDITIONAL USE PERMIT WHEREAS, the Rocky Mountain Exchange Group has submitted an application for approval of a zoning amendment to accommodate bulk fuel storage on their industrial property; and WHEREAS, the property in question is guided for industrial uses under the "Places to Work" category in the Monticello Comprehensive Plan; and WHEREAS, the current zoning ordinance language does not permit bulk fuel storage on industrial properties; and WHEREAS, the proposed amendment would provide for a common accessory use in industrial areas, as well for the expansion of industrial and warehousing uses in the district; and WHEREAS, the Planning Commission held a public hearing on June 7, 2016 on the application and the applicant and members of the public were provided the opportunity to present information to the Planning Commission, and WHEREAS, the City Council has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the City Council of the City of Monticello hereby makes the following Findings of Fact in relation to the recommendation of approval: 1. The proposed project complies with the intent of the use, and furthers the objectives, for the area within the City Comprehensive Plan. 2. The proposed amendment meets all applicable requirements of the City's Zoning Ordinance. 3. The addition of bulk fuel storage on industrial property as an accessory use is consistent with the City's community and economic development objectives. 4. The project contributes to a reasonable expectation and density of land use on the property. 5. The project will not overburden the City's public service capacity in the area. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello, Minnesota: The Monticello City Council hereby adopts Ordinance No. 648, an ordinance amending the zoning ordinance to allow bulk fuel storage as a Conditional Use in industrial zoning districts, as recommended by the Planning Commission, subject to compliance with related codes and regulations for such use.
