IEDC Minutes 11-01-2016MINUTES INDUSTRIAL & ECONOMIC DEVELOPMENT COMMITTEE (IEDC) Tuesday, November 111 2016 — 7:00 a.m. Boom Island Room, Monticello Community Center Present: Steve Johnson, Joni Pawelk, Wayne Elam, Dick Van Allen, Darek Vetsch, 011ie Koropchak - White, Andrew Tapper, Pete Gardner Absent: Luke Dahlheimer, Jim Johnson, Don Roberts, Don Tomann, Jason Kisner, Mari Lou McCormic Liaisons: Brian Stumpf, Jacob Thunander, Jim Thares, Marcy Anderson, Dave Tombers 1. Call to Order Steve Johnson called the meeting to order at 7:00 a.m. 2. Approve Minutes a. October 4, 2016 OLLIE KOROPCHAK -WHITE MOVED TO APPROVE THE MINUTES OF THE OCTOBER 4TH, 2016 IEDC MEETING. DICK VAN ALLEN SECONDED THE MOTION. MOTION CARRIED, 8 -0. 3. Consideration of adding items to the agenda None. 4. Consideration of a report - possible housing study status and future update Jim Thares stated the City of Monticello's housing study is outdated and will be brought to the EDA during a future regular scheduled meeting. The purpose of the study will be to identify market demand for various types of housing throughout Monticello. Thares noted there may be possible funding sources to help pay for the study and WSB may be able to assist with the project. Steve Johnson noted that the current housing study was last completed in the 1990's and since then two or three potential project contractors have been looking for an updated set of housing plans before developing. 5. Consideration of a report — Downtown Small Area Study Jim Thares noted the EDA is seeking proposals for a Small Area Study for the downtown. Submissions are due on November Yd, 2016, with review and selection of finalists by the EDA on November 9'. Thares noted the budget for this plan update would be a maximum of $50,000. The IEDC asked for clarification on the objective of the plan. Thares stated the current Embracing Downtown is outdated and needs to be updated to reflect the current vision of City Staff, City Boards, and citizens. Steve Johnson also added that many of the elements of the existing Embracing Downtown Plan have been included in the City of Monticello's Comprehensive Plan. He also mentioned that the contractor would help to bring developers to market test the updated plan for effectiveness. Dick Van Allen asked if the study would bring opportunities for small businesses to locate downtown. Thares stated that the study was primarily being completed from a land use perspective. Steve Johnson mentioned the plan would identify the highest and best use of the land in the downtown. Reports: (Verbal Reports) a. Economic Development Report Jim Thares provided the Economic Development Report to the IEDC. He mentioned the following projects and updates: • Aspen Dental has received their Certificate of Occupancy and is now open for business. • Camping World has purchased the previous Quality RV lot and has begun renovating the interior of the office space, which will be used for sale, retail, and service operations. They expect to open December, 2016 and hire 50 employees within the first year of being open. • Dahlheimer Beverage has started their 100,000 square foot expansion and have the wall structures in place. • Mills Fleet Farm has begun pouring the footings for the store. They will be having a ground breaking ceremony on November 9t', 2016 at 9:00 a.m. • IRET — Monticello Crossings has received a temporary Certificate of Occupancy for their east wing of the complex. They also are expected to complete construction of the west wing in December. • Monticello Public School District has received their grading permit and will soon be receiving their construction permit to start building the soccer /track/lacrosse field, football stadium, and plaza. • Sherburne State Bank is having a preconstruction meeting on November 2"d, 2016 with City Staff and will be receiving their building permits soon after. • Washburn is working on remodeling their office space. • Walmart will be renovating their building slightly to include educational areas to learn about retail. It will be the regional training center and cost around $400,000. • Nail Salon is now open. • Domino's has been completing renovations to the exterior and interior of their building. 2 Thares also mentioned that a closed meeting is scheduled for November 9th, 2016 to discuss three real estate parcels. 011ie Koropchak -White asked about the status of Groebner, Inc. Thares noted he has been in contact with the owner and suggested keeping all storage indoors so that they could locate in Otter Creek Business Park. It was noted that they are on the market for a new location and are beginning to look outside of Monticello. b. Planning Commission Agenda — Report Jim Thares noted the Planning Commission is being held on November 1St, 2016 at 6 p.m. There are two public hearings scheduled to include Camping World and the Bertram Chain of Lakes. c. City Council Mayor Brian Stumpf provided an update regarding City Council. He stated the City of Becker has joined the Highway 25 Coalition. d. Chamber of Commerce and Industry Marcy Anderson updated the IEDC regarding the Chamber. She mentioned the Halloween Trick or Treating was successful, but was looking to include more area businesses future years. She also said the Chamber is preparing for their 2nd Annual Banquet, which is scheduled for Friday, December 2"d, 2016. Russell's on the Lake will be catering with the 2016 Business of the Year recipient being announced. Anderson also noted the November, Good Morning Monticello has been cancelled. 6. Consideration of an update regarding 2016 City Construction Projects (Verbal Report) Jim Thares stated the 2016 Street Reconstruction is wrapping up. Work on Highway 25 and 7th Street will begin in Spring, 2017. 7. Other None. 8. Adiournment DAREK VETSCH MOVED TO ADJOURN THE MEETING AT 7:58 A.M. DICK VAN ALLEN SECONDED THE MOTION.
