MEETING MINUTES

1) Call to order
Glen Posusta called the meeting to order at 8:00 a.m.
2) Approval of November 5, 2010 Meeting Minutes
LARRY HANCE MOVED TO APPROVE THE NOVEMBER 5th, 2010 MEETING
MINUTES. MOTION WAS SECONDED BY WES OLSON. MOTION CARRIED 9 -0.
3) Consideration of adding to and approving agenda
a) Consideration of Appointing Positions of Chair, Vice Chair and Treasurer
b) Meeting for Open House for MN Youth Soccer Association Visit
ROSE THELEN MOVED TO APPROVE THE JANUARY 7, 2011 AGENDA. MOTION
WAS SECONDED BY PAT SAWATZKE. MOTION CARRIED 9 -0.
4) Consideration of items added to the agenda
The Advisory Council decided to handle the added items at this point in the agenda.
a) Consideration of appointing the position of Chair, Vice Chair and Treasurer

THE BCOL ADVISORY COUNCIL FOR 2011. MOTION WAS SECONDED BY
ROSE THELEN. MOTION CARRIED 9 -0.
ROSE THELEN MOVED TO NOMINATE GLEN POSUSTA AS VICE CHAIR OF
BCOL Regional Park Advisory Council Minutes: 01/07/11
THE BCOL ADVISORY COUNCIL FOR 2011. MOTION WAS SECONDED BY
PAT SAWATZKE. MOTION CARRIED 9 -0.
Martyn Dibben took over as Chair of the meeting. There was brief discussion about
the need for a treasurer now that the logistics of funding had been worked out.
WES OLSON MOVED TO TABLE THE NOMINATION OF A POSITION OF
TREASURER OF THE BCOL ADVISORY COUNCIL UNTIL ACTIVITIES
NECESSITATE SUCH A POSITION. MOTION WAS SECONDED BY GENE
EMANUEL MOTION CARRIED 9 -0.
b) MN Youth Soccer Association (MYSA)
Jeff O'Neill reported on a meeting with Candace Daly of the MN Youth Soccer
Association. MYSA, which numbers over 75,000 in memberships and hosts numerous
tournaments at the regional and national level, is looking to purchase, design and
develop a 22 field home site. The current Bertram Park design accommodates ten
fields. He provided MYSA an overview of the broad vision of Bertram Park to
determine if it might be useful to consider exploring a partnership with the
organization. He emphasized that the Park Master Planning was underway and that the
inclusion of athletic fields would be just one aspect of that vision. He pointed out to
the Advisory Council that incorporating MYSA into the Bertram vision would likely
create a broad economic impact for Monticello as a state recreation hub as a result of
its central geographic location and access to the freeway. He indicated that there would
be many issues to consider including dealing with handling the sludge from the
wastewater treatment plant if the plan were to be expanded.
Angela Schumann noted that MYSA project timing would also need to align with the
acquisition and development goals of the Bertram plan if it were determined to be a fit.
LARRY HANCE MOVED TO RECOMMEND THAT A REPRESENTATIVE BCOL
SUBCOMMITTEE PUT FORTH QUESTIONS AND CONDUCT AN OPEN HOUSE
MEETING WITH THE MYSA TO BE SCHEDULED IN JANUARY 2011. MOTION
WAS SECONDED BY ROSE THELEN. MOTION CARRIED 9 -0.
The Advisory Council agreed to select representatives from Athletic Fields, Park Use,
Technical Resources, and the Friends subcommittees to help determine questions
related to the long -term intention of the MYSA, the fit of such a project within the
Master Plan, and any financial considerations prior to a meeting.
Marc Mattice recommended retaining the services of Graham Sones as consultant should
the scope of the project expand.
5) Progress on Master Planning Efforts
Friends Update: Rose Thelen reported that the Bertram Snow Sculpture Contest
scheduled for Feb 12th will take place on the front lawn of the Community Center along
Walnut Street. The prize is a three month family MCC membership. Clean snow will be

dumped onsite to accommodate the activity. Friends t -shirts and hot chocolate will be for
sale. She also indicated that the Friends would make a presentation to the Wright County
Economic Development Partnership as part of an Economic Development Stewardship
panel in March.
Athletic Fields Update: Marc Mattice stated that the subcommittee would like to see
modifications to the design plan including field alignment, more centralized parking, and
different transportation routes. He noted that landscape architect Graham Sones is
working to further visually define the concept plan. The committee determined that there
is great need in the community for ball fields according to growth models used.
6) YMCA Meeting Update
YMCA representatives Brian Kirk and Cathy (last name not known) asked to integrate day
camp with public spaces on north end of Bertram Lake in order to share facilities rather
than developing new infrastructure. This issue will be discussed at the Park User
Subcommittee meeting.
7) 2011 Grants Cycle
The Wright County Board approved applying for $1.1 million in Legacy and non -metro
regional park grant funds for Phase 4 acquisition. The City of Monticello will bring a
similar request forward to City Council on January 24th. The next step would be to start
working on grant applications for submission in March.
The Y has agreed to pay half of the cost of the reevaluation of the land base and the city
and county would split the other half at a cost of $1,875 each. This appraisal is key to
purchasing Parcel 7 as part of the Phase 3 acquisition. City staff may also apply for an
Outdoor Recreation grant.
8) 2011 Family Fun Day Review
Kitty Baltos presented a scaled down event plan and budget for the June 11, 2011 Family
Fun Day in response to the previous request of the Advisory Council. The scope of the
plan had been based on the assumption that it would be funded with an anticipated $1500
from the Norseman Motorcross Race rather than relying on sponsorship dollars. She
noted that the plan maintains the most popular events but eliminates the more pricey
luncheon ($1500) and the wagon ride ($500). She also proposed that the time frame for
the event be shortened to 12 -4 p.m. as no lunch would be served. She noted that families
could bring picnic lunches and that smores would be provided.
There was some discussion about options for funding the event. The Friends or the Lions
may be interested in offering paid concessions as a fundraiser. It was suggested that some
events might be added to the schedule as sponsorships were obtained. Pat Sawatzke
mentioned the option of utilizing sponsorships to fund the cost of the event and saving the
Norseman race money for future use. Kitty Baltos agreed to bring forward a proposal to

solicit sponsorships from local organizations such as Excel, Cargill and FiberNet in order
to enhance the event schedule.
The Advisory Council decided on an 11 am -4 pm schedule to accommodate the many
events.
9) Update regarding City of Monticello and Wright County Trail Planning Efforts
Marc Mattice reported that the County is conducting a trail and plan online survey which
can be accessed on the County's homepage. Six other communities are also conducting
trail plans throughout county. All are funded through the State Health Improvement
Program. Wright County will have a joint open house with Howard Lake, Albertville,
and Buffalo. A meeting had not yet been scheduled.
Angela Schumann reported that the City of Monticello is also doing a park and trail plan
utilizing Live Wright grant funding. She noted that the Bertram Park would be
incorporated into the plan. Monticello's online survey, which focuses on planning as well
as land use, would be available for use the following week.
