BCOL Advisory Council Minutes 01-04-2013MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Fridayjanuary 4, 2013 8:00 a.m. Bridge Room, Monticello Community Center Advisory Council Members Present: Tom Jahnke, Jim Lindberg, Pete Stupar, Lyle Trunnel, Marlyn Dibben, Glen Posusta, Pat Sawatzke, Larry Nolan, Jim Hayes, Clint Herbst, Sandra Theros Advisory Council Members Absent: Rose Thelen, Wes Olson Staff Present: Angela Schumann, Tom Pawelk, Jeff O'Neill, Marc Mattice, Stacy Marquardt, Kitty Baltos 1) Call to order Marlyn Dibben called the meeting to order at 8:00 a.m. 2) Consideration of approving the November 2, 2012 Meeting Minutes PAT SAWATZKE MOVED TO APPROVE THE M -TUTES OF THE NOVEMBER 2, 2012MEETINGWIT I THE MINOR CHANGES ON ITEM 4 AND 5 AS INDICATED.MOTION SECONDED BYSANDRA THEROS.MOTION CARRIED UNANIMOUSLY. 3) Consideration of adding to and approving agenda SANDRA THEROSMOVED TO APPROVE TIIE JANUARY 4, 2013 AGENDA. MOTION SECONDED BYJIM LINDBERG.MOTION CARRIED UNANIMOUSLY. 4) Election of Officers — Chair and Vice Chair PAT SAWATZKE MOVED TO NOMINATE MARTYN DIBBEN AS CHAIR. MOTION SECONDED BY JIM LINDBERG. SANDRA THEROS MOVED TO NOMIATED GLEN POSUSTA AS VICE CHAIR. MOTION SECONDED BY PAT SAWATZKE. TOM JAFIl XE MOVED TO CLOSE NOMINATIONS. MOTION SECONDED BY JIM LINDBERG. No votes needing to take place as there was no opposition. Bertram Regional Park Advisory Council: Jan 4, 2013 5) Report by City Administrator regarding MYSA membership discussions Jeff O'Neill apologized for not getting the email out to the BCOL members with the vote from the MYSA. Jeff said that the vote did not pass over 50% for the project for a variety of reasons. It didn't have as much to do with the site as it did for what their mission and vision is and they need to come together as one to make such a big leap. Jeff said there remains quite a bit of support and the MYSABoard still likes the site. Jeff said he doesn't think they have given up on it and right now they are still looking at their options, so there's a chance that this may come up again in the future. At the county level it was dismissed because there was no longer an application from the soccer club. Further discussion regarding MOA and their opposition to the project as it is not covered by their ordinance at this time. Jeff explained that this site is a 160 - acre parcel owned by the City of Monticello that is currently used for biosolids application. As the City's Wastewater Treatment Facility updates and expands, the process for land application will no longer be needed Therefore, after the WWTP improvements are complete, this site will be available for other use. Pete Stupar said that there may be support at the township level for annexation into the City to absorb this site and the maintenance of the roads that adjoin the property. 6) Monticello Lions — Adopting the Green Shed Clint Herbst said that Wes Olson brought this to the Lions as an update. If the BCOL Advisory Council formally asks the Lions to look at it then they will take it further. This is a shared use building with the YMCA at this time. After 2014 they would have to schedule it but until that time they can use it as needed. Martyn Dibben said this should come back before the board in the spring for action. 7) Winter Park Use Update Kitty Baltos said that she is still working with Broadway Cycle regarding the triathlon. They haven't set the date or worked on the trail run. Kitty said she spoke with Dan Meers at Clearwater Outfitters and he said he is buying paddle boards this winter; so they will be available for rental at Long Lake in addition to canoes and kayaks. Kitty said she believes that will be very successful. Marc Mattice said they are grooming the trail at the esker. They haven't been able to set a track yet. The esker trail is approximately 1.7 miles and it is groomed (packed base). They are getting a few skiers, people snow shoeing and walkers out there. They are getting ice fishing out there as well. Marc said they have been working with the YMCA on trying to control the snowmobiles that go across their property that have been coming into ours. Marc said they posted the entire north boundary with orange "No Snowmobiling" signs. He said they a request by two users to plow the east parking lot; so now they are keeping the east parking and south parking lots open as well as the lake access open. Marc said they do have the signs up for no motorized vehicles but is difficult to control. 2 Bertram Regional Park Advisory Council: Jan 4, 2013 8) Funding Update a. Park and Trail Legacy Grants and Non -Metro Regional Park Grants: Marc Mattice said Angela received a grant for 40.17 acres of the ballfields. The match was passed previously at the City and the County has passed their local match in December. Phase 5 is starting to move forward. b. Phase 4 acquisition and time frame: The County Board signed the shared use agreement and the purchase agreement and that will be going to the City council on Monday, Jan 14th for their signatures. Marc said theyare waiting on the 4th Addendum to the MOU which was to approve the YMCA's ground lease. Marc said he tried to contact Brian Kirk to see what his review of that is but he is out of the office until January 11th. Until that document is done Phase 4 cannot close. They are hoping to close mid - February. Marc said the appraisals are all done and they are going to start working on title work. Marc showed a map of Phase 4 and said it's the south end of Bertram and up along the east side. c. Phase 6: Marc said we received notification that we did receive grant funds totaling $1.86 million. We were awarded the largest Park Legacy Grant out of the whole state and we received the only grant from the Non -Metro Regional Park Grant. Marc showed the overview of Phase 6, the remaining portion of 7 which includes the beach and the remaining portion of 5, and a portion of 8; so that will incorporate the whole north end of Bertram. This is 124.13 acres of land area.Marc said the grant gives us 65% of the acquisition cost so that leaves us with 35 %. Phase 6 must be complete by June 30, 2014. The total cost match will be $488,371 per partner (County /City). Marc said the next application that he puts together will be a 90/10. This is a big legislative session for the legacy funds. They negotiated a six year agreement for the division of the funds. This six year agreement that has to be adopted and there is talk that the metro may fight it. If passed it would secure greater MN with $8 million for the next six years. Pat Sawatzke has been attending those meetings representing greater MN. Angela said they will be applying jointly for the balance of Parcel 8 which is the small sliver left after acquisitions 5 and 6, and Parcel 2. That is the Outdoor Rec Grant which is the only funding source for recreation land. That grant is due in March. We will apply this year and typically we will know by the end of summer if we are successful with that grant. The Park Legacy Grant will be opened up again in the summer and is typically due in October. Marc said they will divide up the remaining and do a two -phase application again. There is no limit on the grant but we need to be respectful towards what they have. The purchase agreement with the YMCA expires in 2013. By the end of 2013 we should have discussions with the YMCA on how we negotiate the MOU. 3 Bertram Regional Park Advisory Council: Jan 4, 2013 Martyn Dibben said he would like to propose that the BCOL Advisory Council go on record thanking Angela and Marc for their work and dedication with the grant applications. It is significant to recognize the work that these two have done. Martyn also wanted to recognize Pat Sawatzke for his work with the GMPTC. GLEN POSUSTA MOVED FOR THE BCOL ADVISORY COUNCIL TO GO ON RECORD FORMALLY THANKING MARC MATTICE AND ANGELA SCHUMANN FOR THEIR HARD WORK AND DEDICATION WITH THE GRANT APPLICATIONS FOR THE PARK LAND ACQUISITIONS AND THANKING PAT SAWATZKE WITH FOR HIS PRESENCE AT THE LEGISLATIVE MEETINGS REPRESENTING THE GREATER MN PARKS AND TRAILS COMMISSION. MOTION SECONDED BY JIM LINDBERG. MOTION CARRIED UNANIMOUSLY. 9) Friends Update Angela Schumann said in December the Friends had a very productive core group meeting and outlined their work plan for 2013. Essentially they will lean a lot on the Community Center with their programs expertise. The MCC staff will develop a calendar of activities at the park. In turn, the Friends will supplement the MCC's efforts with volunteer support for those events. Angela said they will wait for the MCC to put their calendar together and thenwill be e- mailing the entire Friends membership to serve as volunteer support for those events. In addition to those events the Friends will continue to work at the farmer's market and will broaden the farmer's market reach beyond Monticello this year and try to get into Buffalo and Annandale as well. The group will attend many expos in the various communities throughout the county. Rose Thelen has started working on that. The Friends will work with the MCC on whether or not some of the proceeds from the larger events could support future acquisitions or park development. The Friends voted to continue to support the Greater MN Parks and Trails Council and have renewed their membership for 2013. Angela said they have contacted a youthgroup through the school called Interact, and they're hoping they may be able to enlist them helping with activities in the park. The Friends are looking for more members so anybody that's on this council can join if they are interested. Angela said she will include the BCOL Advisory council in the emails when they're looking for volunteers for the activities. 10) Next meeting scheduled for Friday, February 1, 2013 The next meeting is scheduled for Friday, February 1, 2013, at 8 a.m. in the Bridge Room at the Monticello Community Center.
