A. REFERENCE AND BACKGROUND:
Representatives from the Wright County Sheriffs Office will update the Police Advisory
Commission on recent crime statistics, trends and other law enforcement issues affecting the
City of Monticello, and will respond to questions and /or concerns from the Police Advisory
Commission and others in attendance.
Attached is the Wright County Sheriffs Office 2 "d Quarter Summary Report for 2012, as
well as the 2011 Calls for Service Summary Report for Kjellberg's Manufactured Home
Parks. These are being provided in response to questions previously asked by PAC
members.

5. Update on 2013 Law Enforcement budget. (BW)
A. REFERENCE AND BACKGROUND:
On September 10a' the City Council approved the City's preliminary budget for fiscal year
2013 including $1,148,290 for law enforcement services in 2013 per our current contract
with the Wright County Sheriffs Office, and per the Police Advisory Commission's
recommendation.
Our current contract with Wright County runs through December 31, 2013 and provides for
18,980 hours of law enforcement services in 2013 at a rate of $60.50 per hour for 24 -hour
call and general service. The contract does allow the City to provide written notification to
the County prior to August 15t1i if a change in the number of contract hours is to be requested
for the following year, but the City Council voted unanimously to leave the number of
contract hours for 2013 as is.

6. Consideration of recommending appointment of Jim Roberts to the Police Advisory
Commission. (BW)
A. REFERENCE AND BACKGROUND:
On May 15, 2012, Leila McCarty resigned her position on the Police Advisory Commission,
and the PAC seat vacancy was posted on the bulletin board in the Monticello Community
Center on May 18th.
On July 1St" the Police Advisory Commission discussed whether to advertise the vacant
position in the Monticello Times due to a lack of response to the posting on the MCC bulletin
board. At that time it was decided that the Commissioner's would try contacting people
personally in an attempt to fill the vacant position as cost - effectively as possible.
Commissioner Fyle subsequently contacted Mr. Jim Roberts, who previously served on the
PAC from January 2007 to July 2010. Mr. Roberts resigned his position in 2010 due to his
pending military deployment overseas, which he has since returned from. Mr. Roberts has
subsequently submitted his application, which is attached for reference.
At this time the PAC is asked to consider recommending Mr. Roberts' PAC appointment to
the City Council. Due to Mr. Roberts' previous appointment to the PAC it is assiuned that
the PAC will not require a formal interview. However, since Commissioner Fradella never
served on the PAC with Mr. Roberts he may wish to request that a formal interview process
be followed. If so, the PAC can either hold a special meeting to conduct the interview or the
item can wait until the next PAC meeting in January.
Pending the PAC's recommendation, Mr. Roberts will be asked to submit to a criminal
background check. Upon passing a background check, the PAC's recommendation will be
presented to the City Council for ratification at the next regularly scheduled City Council
meeting.
Since the term of the vacant seat that Mr. Roberts' is seeking to fill expires on December 31,
2012, staff will request Council ratification of his appointment through December 31, 2015.

7. Consideration of Police Advisory Commission member term expirations. (BW)
A. REFERENCE AND BACKGROUND:
The City Council will consider the ratification of all Board, Commission and Committee
appointees during their first regular City Council meeting in 2012. As such, all Board,
Commission and Committee members with terms expiring in 2012 are being asked at this
time to indicate their interest in whether they would like to be reappointed for another term
on their respective Boards, Commissions and Committees, or whether they intend to resign
their position at the end of their current term. In the event of a resignation, City staff will
begin the process of soliciting new candidates to fill the vacated seat.
Commissioner Roubinek's current tern expires December 31, 2012. As such, he is asked to
indicate his interest in whether he would like to be reappointed for another 3 -year term, or
whether he wishes to resign his position on the Police Advisory Commission. Then, based
on Commissioner Roubinek's response, the Police Advisory Commission should recommend
to the City Council whether the Council should ratify his reappointment for another 3 -year
term as covered under alternative action #1 below, or accept his resignation per action #2.
B. ALTERNATIVE ACTIONS:
Motion to City Council recommending the reappointment of Commissioner Jason
Roubinek to the Monticello Police Advisory Commission, with a new term expiration
date of December 31, 2015.
2. Motion to City Council recommending the acceptance of the resignation of
Commissioner Jason Roubinek, effective January 1, 2013.
