Adj ournment AA %_ MEETING MINUTES MONTICELLO TRASNPORTATION ADVISORY COMMITTEE Regular Meeting, Thursday, May 14, 2015 — 7:30 a.m. Academy Room, Monticello Community Center Members Present: Luke Dahlheimer, Lloyd Hilgart, Don Roberts, Brian Stumpf, Bill Tapper Members Absent: Brad Fyle, Rich Harris Other Attendees: Jeff O'Neill, City Administrator; Chuck Rickart, WSB Merrill Busch, Steve Johnson 1. Call to Order. Jeff O'Neill called the meeting to order at 7:30 a. in. 2. Approval of minutes from March 5, 2015 Regular Meeting. BILL TAPPER MOVED TO APPROVE THE MINUTES OF THE REGULAR TAC MEETING FROM MARCH 5, 2015. MOTION SECONDED BY LUKE DAHLHEIMER. MOTION CARRIED UNANIMOUSLY, 5 -0. 3. Consideration of adding items to the agenda. None. 4. Fallon Avenue Overpass. A. Alternative Update Review: Chuck Rickart reviewed the decision criteria matrix to assist in selecting a recommended option. B. Chelsea Road Intersection Control: The group determined that a roundabout at Chelsea road should be added to the project. C. St. Henry's Appraisal Update: There is no new infonnation available on the Church of St. Henry's appraisal progress at this time. D. Recommendation to City Council: The majority is in agreement with alternative design 3A with the two roundabouts; however, Bill Tapper noted that he preferred the single roundabout design. The City Council will review the TAC's recommendation at the upcoming work session on May 25, 2015. LUKE DAHLHEIMER MOVED TO RECOMMEND ALTERNATIVE DESIGN 3A WITH THE TWO ROUNDABOUTS INCLUDING THE ROUNDABOUT AT CHELSEA ROAD & FALLON AVENUE. MOTION SECONDED BY DON ROBERTS. MOTION CARRIED 4 -0; OPPOSED 1: BILL TAPPER TAC —May 14, 2015 Page 1 of 2 5. Other proiect updates. Chuck Rickart provided updates on the projects listed below with no formal action taken. • TH 25 at CSAH 75: Rickart provided a brief summary of the project. • TH 25 at 7th Street: Rickart said that WSB is working on getting approval from MnDOT to allow the protected permissive left turn lane from 7th Street East traveling south onto TH 25. • TH 25 Expansion: Rickart provided a brief summary of the project. • Interchange Study: Rickart said that WSB will be meeting with the Federal Highway Administration (FHWA) to discuss possible future interchange locations in Monticello and to determine the justification study requirements. • TH 25 Corridor Coalition: Rickart said that a joint powers agreement is currently in the process of being prepared. • School Boulevard Alignment: Rickart said that an upcoming work session is being planned with the City Council to discuss alignment options. The consensus of the Bertram Chain of Lakes Advisory Council was to deny the extension of School Boulevard through the Bertram Chain of Lakes Regional Park property. 6. Approve next meeting date and time. The next regular TAC Meeting is scheduled for Thursday, July 9, 2015, at 7:30 a.m. in the Academy Room at City Hall. 6.
