Adjournment DRAFT MEETING MINUTES MONTICELLO TRASNPORTATION ADVISORY COMMITTEE Regular Meeting, Thursday, March 5, 2015 — 7:30 a.m. Academy Room, Monticello Community Center Members Present: Luke Dahlheimer, Lloyd Hilgart, Don Roberts, Brian Stumpf, Bill Tapper Members Absent: Brad Fyle, Rich Harris Other Attendees: Jeff O'Neill, City Administrator; Chuck Rickart, WSB; Bret Weiss, WSB 1. Call to Order. The meeting was called to order at 7:32 a.m. 2. Approval of minutes from February 12, 2015 Special Meeting. LUKE DAHLHEIMER MOVED TO APPROVE THE MINUTES OF THE SPECIAL TAC MEETING ON FEBRUARY 12, 2015. MOTION SECONDED BY LLOYD HILGART. MOTION CARRIED UNANIMOUSLY, 5 -0. 3. Consideration of adding items to the agenda. None. 4. Fallon Avenue Overpass. A. Evaluation Criteria: Chuck Rickart reviewed the evaluation criteria with the group. After discussion, based on the criteria for ranking the alternatives, Luke Dahlhiemer and Don Roberts both mentioned a preference for the double roundabout design (Option 3A). Opportunity for phasing, cost, separation of neighborhood traffic, and property owner support were cited as specific reasons for support of 3A. Bill Tapper stated that he preferred the single roundabout (Option 5) as he said it is the best option long term, especially in light of the potential for a future bridge crossing. Overall, the majority view is to support Design Option 3A; however, Design Option 5 will be included as an alternative when presenting design options to the City Council. B. Alternative Discussion: The group also discussed the connection at Chelsea Road and determined that future review needs to incorporate potential adjustments to this intersection necessary to support the additional traffic flow. It could occur that the project may need to include improvements to the Chelsea/Fallon Avenue intersection as well. It was determined that the adjustments to the matrix and plans will be provided to the TAC at their next meeting. O'Neill was asked to contact the property owners to let them know that Design Option 3A is preferred and that a decision along with presentation materials will be provided to the TAC at their next meeting.
