REGIONAL PARK ADVISORY COUNCIL
Friday, May 6th, 2011- 8:00 am

Advisory Council Members Present: Martyn Dibben, Jim Lindberg, Lyle Trunnel, Larry Hance,

1) Call to order
Martyn Dibben called the meeting to order at 8:05 a.m. Clint Herbst and Glen Posusta
arrived later in the meeting.
2) Approval of April 1, 2011 Meeting Minutes
JIM LINDBERG MOVED TO APPROVE THE APRIL 1, 2011 MEETING MMS UTES.
MOTION WAS SECONDED BY PETE STUPAR. MOTION CARRIED 8 -0.
3) Consideration of adding to and approving agenda
a) Cargill Employee Program
JIM LINDBERG MOVED TO APPROVE THE MAY 6, 2011 AGENDA. MOTION
WAS SECONDED BY SANDRA THEROS. MOTION CARRIED 8 -0.
4) Update on City of Monticello Park and Trail Plan
The Park and Trail Plan Community Workshop is scheduled from 7 -9 pm on May 17, 2011 at
the Monticello Community Center. The Plan includes the results of a community survey which
indicated that the Bertram Park is one of the most utilized parks in the system. The goal of the
Plan will be to set some general policy statements rather than define in a narrow way what will
be developed at the parks. The City is scheduled to review the Plan in June.
5) Update from MN Youth Soccer Association
Angela Schumann reported that Jeff O'Neill had not yet heard back from the MYSA as to
their potential interest in the property north of Bertram Park. The MYSA had
preliminarily indicated that they would discuss this option with their board and be back in

touch in April. She suggested that Jeff O'Neill would follow up with the MYSA and
report back to the Advisory Council.
6) Update of YMCA Day Camp Operations /Site Development options
The original date for this site visit was rescheduled. The revised site visit date is Tuesday, May
l & at 12:30 pm at the chalet at Bertram. The group will look at the sites currently in use by the
Y, as well as those of possible shared interest, and ask specific questions about the camp's
space needs.
7) Status of Phase 3 purchase from April 4th negotiations meeting with Y
Pat Sawatzke reported that the reappraisal of the Bertram property would require some
resequencing of the plan for purchasing the Park. Parcel 7, which was scheduled to be the next
City /County purchase, was appraised at a higher value than the other parcels. There will be an
opportunity to purchase a portion of Parcel 7 but the next acquisition will not, unfortunately,
include the beach. Bertram representatives may work to negotiate an agreement for the use of
the beach. The MOU will be amended and the Y will likely ask for a lease agreement.
8) Status of Park and Trail Legacy Fund/State Legislature
Graham Sones summarized state legislation funding report as provided by Marc
Mattice.The Park and Trail Legacy split in the House bill was 40% exclusive funding
to the DNR, 40% exclusive funding to Metro Parks and 20% non - exclusive funding
to the statewide grant program to which Metro counties can apply. The Park and
Trail Legacy split in the Senate was 37% exclusive funding to the DNR, 37%
exclusive funding to Metro Parks, and 26% funding to statewide grant programs
exclusive to Greater MN. The Greater MN Regional Parks and Trails coalition
supports the Senate language however is urging House members to vote for the
House plan as the best deal. The top priorities of the conference committee are
exclusive appropriations to Greater MN and a more representative percentage
breakdown.
9) Family Fun Day
Kitty Baltos indicated that $2500 had been donated for Family Fun Day at Bertram Park
scheduled for June 11, 2011. The budget for the event is expected to be about $2000.
She asked the Advisory Council to consider assisting with the purchase of the food that
the Lions plan to sell at the event. The Lions have agreed to donate any profit to the
Friends. Some volunteers for Family Fun Day have signed up but more are needed.
10) Friends Committee Report
Sandra Theros reported that the Pancake Breakfast fundraiser at Applebee's made over
$700 for the Friends of Bertram. They will host another such fundraiser the first

Saturday in October.
The Friends will host the Farmer's Market Community Table once a month through
market season. They will sell Friends of Bertram t -shirts and food and provide info about
Bertram Park.
The Friends meeting times have been changed to the second Wednesday of every month
at 6:30 pm in the Academy Room at the Monticello Community Center.
The Bertram Park Clean Up will be held on at 10 am -1 pm on Saturday May 14th.
There was some discussion about the importance of contacting the township to request
that a no parking sign be posted along a curve outside the park.
11) Set date and time to tour Lake George Regional Park and Guy Robinson Day
Camp in June
The Advisory Board tentatively agreed to tour the shared facility at Lake George
Regional Park after the on -site Day Camp started up in mid -June.
12) Consideration of items added to the agenda
a) Cargill Employee Program
Cargill Kitchen Solutions employees selected the Bertram Chain of Lakes Regional
Park as the 2011 environmental project to which they will donate funds. The project
involves the removal of invasive species and the restoration of oak savannah. Cargill
employees will apply to their corporate office for matching funds. Once a donation
amount has been determined staff will obtain a proposal for a firm to develop a
restoration and remediation plan for that area.
13) Adjourn
PETE STUPAR MOVED TO ADJOURN AT 9:00 AM. MOTION WAS SECONDED BY
LARRY HANCE. MOTION CARRIED 10 -0.
