BERTRAM CHAIN OF LAKES (BCOL)
REGIONAL PARK ADVISORY COUNCIL
Friday, April 1st, 2011 8:00 a.m.
Advisory Council Members Present: Martyn Dibben, Jim Lindberg, Pat Sawatzke, Sandra

Advisory Council Members Absent: Janice Bergstrom, Gene Emanuel, Larry Hance, Clint

1) Call to order
Martyn Dibben called the meeting to order at 8:00 a.m. At this point there was not a
quorum. Members present agreed to have discussion without actions being taken.
2) Approval of March 4, 2011 Meeting Minutes
Minutes were accepted for discussion but could not initially be approved as a quorum
was not yet present. Approval of the minutes was revisited after two more Advisory
Council members arrived.
GLEN POSUSTA MOVED TO APPROVE THE MARCH 4, 2011 MEETING MINUTES.
MOTION WAS SECONDED BY JIM LINDBERG. MOTION CARRIED 7 -0.
3) Consideration of adding items to agenda
a) Update on the review appraisal
b) Review preliminary resource and restoration concept components
c) Family Fun Day
d) State Park Funding Changes
e) 2013 Funding Conclusion
GLEN POSUSTA MOVED TO APPROVE ADDING ITEMS TO THE AGENDA AS
NOTED. MOTION WAS SECONDED BY JIM LINDBERG. MOTION CARRIED 7 -0.
4) Review Meeting with YMCA regarding Day Camp
Pat Sawatzke and Marc Mattice provided an update about the meeting held with
representatives from the YMCA concerning day camp needs and location. The meeting
went well and both the Y and the BCOL representatives developed an understanding of
the issues. In order to help further evaluate the feasibility of having camp operations on
BCOL Regional Park Advisory Council Minutes: 04 /01/11
the north side of Bertram Lake, it was suggested that the Advisory Council take a tour of
Lake George Regional Park/Guy Robinson Day Camp in June. In addition it was
suggested that Y representatives, along with members of the Advisory Council, do a site
evaluation on the North End of Bertram Lake in the spring/early summer to assist with
spatial considerations. No action was taken.
5) Consideration of items added to agenda
a) Update on the review appraisal
Marc Mattice mentioned that the draft review appraisal has been completed
and distributed to those on the negotiations committee. A meeting with the
appraiser, the Y and the negotiations committee has been scheduled for
Monday, April 4, 2011 at 1:00 p.m. at Monticello City Hall.
b) Review preliminary resource and restoration concept components
Graham Sones reported on his research regarding natural resource and
restoration efforts. He specifically discussed pre - settlement vegetation and
ecotypes. He will continue to compile data and hopes to schedule a Technical
Resources committee meeting soon to review a draft concept.
c) Family Fun Day
The Advisory Council discussed the issue of providing food at the upcoming
Family Fun Day on June 11, 2011 at BCOL Park.
WES OLSON MOVED TO RECOMMEND THAT THE MONTICELLO
LIONS CLUB PROVIDE FOOD SERVICE AND MANAGE THE SALE OF
ITEMS DURING THE FAMILY FUN DAY AT BCOL PARK ON JUNE 11,
2011. THE LIONS WOULD DONATE ANY PROFIT TO THE FRIENDS
OF BCOL PARK. MOTION WAS SECONDED BY GLEN POSUSTA.
MOTION CARRIED 7 -0.
d) State Park Funding Changes
Pete Stupar questioned whether proposed legislative changes to state park
funding would have any negative effect on BCOL proposed money sources.
Marc Mattice explained that BCOL was not seeking any DNR or other public
access monies that would open the regional park to future hunting other than
management control.
e) 2013 Funding Conclusion
Pete Stupar asked whether the intended 2013 conclusion to the park purchase
was still a realistic deadline. Marc Mattice indicated (and others agreed) that
BCOL Regional Park Advisory Council Minutes: 04 /01/11
the current fiscal hiatus would likely require an extended acquisition deadline
for the completion of the regional park land purchase.
6) Adiournment
PAT SAWATZKE MOVED TO ADJOURN THE MEETING AT 9:30 AM. MOTION
WAS SECONDED BY JIM LINDBERG. MOTION CARRIED 7 -0.
