BCOL Advisory Council Minutes 06-06-2014MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, June 6, 2014 8:00 a.m. South Trailhead Parking Lot, Bertram Chain of Lakes Regional Park Advisory Council Members Present: Mark Daleiden, Martyn Dibben, Tom Jahnke, Jim Lindberg, Larry Nolan, Wes Olson, Scott Peterson, Glen Posusta, Pat Sawatzke, Sandra Theros, Lyle Trunnell. Advisory Council Members Absent: Jim Hayes, Clint Herbst Staff Present: Angela Schumann, Jeff O'Neill, Tom Pawelk, Dalton Lammers, Marc mattice Others Present: Tim Hennagir, Monticello Times, Graham Sones 1. Call to Order. Martyn Dibben called the meeting to order at 8:10 a.m. and declared a quorum present. 2. Consideration of approving minutes from April 11, 2014 meeting. LYLE TRUNNEL MOVED TO APPROVE THE MINUTES OF THE APRIL 11, 2014 REGULAR BCOL ADVISORY COUNCIL MEETING. MOTION SECONDED BY PAT SAWATZKE. MOTION CARRIED UNANIMOUSLY, 11 -0. 3. Consideration of adding to and approving the agenda. Added items as follows: A. Signage for Lake Access B. YMCA Proposed Building Plans LYLE TRUNNEL MOVED TO APPROVE THE AGENDA WITH THE ADDED ITEMS. MOTION SECONDED BY PAT SAWATZKE. MOTION CARRIED UNANIMOUSLY, 11 -0. 4. Review recent closing on Phase 5 and 6. Marc Mattice noted that the closing for the acquisition of Phases 5 and 6 took place on Thursday, June 5th. With the closing, the park now encompasses 721 + /- acres which includes the Bertram Lake Beach, the 40 acres for athletic fields, and the property that holds the 12 -acre YMCA bubble. The YMCA Ground Lease will go into effect and they will continue to operate their programming on the old site through the end of the 2014 season and will begin transitioning to their new camp in 2015. BCOL Regional Park Advisory Council Meeting Minutes: June 6, 2014 5. 2015 Budget and cost share discussion for operations, improvements and maintenance. Marc Mattice distributed and reviewed the preliminary budget for Bertram Park operations for 2015. Marc explained that the budget does not include staff time, fuel and general administration expenses. Marc noted that the Wright County Parks Department and Highway Department will work on establishing an entrance road, parking lot and beach improvements this fall. Marc explained that the preliminary estimated budget will drop in 2016, as this budget includes the initial start-up maintenance and operating costs for the park and the beach. Marc noted that Monticello Park Superintendent Tom Pawelk and he are in the process of working out a cost sharing agreement for operations, improvements and maintenance. Jeff O'Neill stated that his understanding is that the original cost share agreement with the City is that Wright County would maintain the passive areas with the City maintaining the active areas of the park. Going forward as the park becomes fully functional the cost sharing will need to be brought to the City Council for approval. Pat Sawatazke said that ideally once the park is fully functional down the road, they will not need to cover operational costs in the budget but just capital expenditures as the goal would be for the campground to generate enough revenue to offset the operational costs. 6. Friends update. The last Friends board meeting was held on April 18, 2014. Jim Lindberg noted that there were over 20 volunteers at the Spring Park Cleanup in May. Jim said the Friends will be present at the Walk n -Roll event on June 14th, which is the City's annual park and pathway celebration, and this event offers a great opportunity to get the word out about Bertram. Everyone is welcome to attend, the event starts at 9 a.m. and volunteers can meet at the booth at East Bridge Park. Jim noted that with the transition of the park going from the acquisition phase to now owning and operating the majority of the park, the Friends are looking into what other Friends groups do in their parks and for their parks. The next Friends board meeting is scheduled for July 18, 2014. 7. Greater Minnesota Regional Parks and Trails Commission District Planning Committee Meeting June 10, 2014. Marc Mattice shared information about the MRPTC District Planning Meeting which is scheduled on June 10th at the Becker Community Center from 3pm -6pm. The purpose of the meeting is to organize a District 4 Planning Subcommittee to gather and accept information about current and future parks and trails from within the district that have potential regional or statewide significance to be included in district wide system master plan. The subcommittee team will start setting priorities for future use of legacy funds. Volunteers are requested to complete an application form if they're interested in joining the subcommittee team which should be organized by the end of June. Advisory Council members are encouraged to attend the meeting. 2 BCOL Regional Park Advisory Council Meeting Minutes: June 6, 2014 8. Discussion of added items. A. Signage for Lake Access: Marc Mattice distributed a copy of the proposed signs which will be ordered and placed at all lake access points within the park. Marc said that with owning the land and the new Water Surface Use Ordinance in place, Wright County Peace Officers now have authority to enforce the ordinance by tagging and issuing citations to violators. Discussed modifications to the proposed signs including: On picture of "No Motor Boats" move the (9 sign to over the motor and not over the entire boat. Also, change the wording to "No Operation of Petroleum Motors ". For the "No Vehicles" sign, change the wording to "No Vehicles Except on Designated Roads ". Add a "No Snowmobile" picture. B. YMCA Proposed Building Plans: Marc Mattice distributed and reviewed the proposed YMCA architectural building plans for the YMCA Bubble. The majority of the buildings will be seasonal with the exception of the Trailhead Building which will be used year - round, being shared by the City /County with the YMCA. At this time the YMCA is planning to cover the expense of all buildings and is not asking for a cost share. Construction on the buildings will start this summer with the buildings to be in place and usable for their day camp by June 2015. 9. Cancel July Meeting and set next meeting date for August 1, 2014. MARK DALEIDEN MOVED TO CANCEL THE JULY MEETING FOR THE BETRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL. MOTION SECONDED BY SANDRA THEROS. MOTION CARRIED UNANIMOUSLY 11 -0. The next regular Bertram Chain of Lakes Advisory Council Meeting will be held on August 1, 2014, at 8 a.m. in the Bridge Room at the Monticello Community Center. 10. Walking tour, MORC trail work, possible improvements to take place in the fall. Marc Mattice invited the BCOL Advisory Council members to stay after the meeting to participate in a guided walking tour of the park, viewing new trail work by MORC and future planned road and beach improvements in the fall. 3 BCOL Regional Park Advisory Council Meeting Minutes: June 6, 2014 11.
