1. Call to Order.
Martyn Dibben called the meeting to order at 8:01 a.m. and declared a quorum present.
2. Consideration of approving minutes from January 16, 2015 meeting.
Brian Stumpf noted a couple typos to the minutes which will be corrected.

3. Consideration of adding to and approving the agenda.

PAT SAWATZKE MOVED TO APPROVE THE AGENDA WITH THE ADDITIONAL
ITEMS AS NOTED. MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED

4. 2015 Purchase Update Regarding Board of Adjustment Approval.
Marc Mattice stated that Angela Schumann was attending the Board of Adjustment hearing this
morning to get approval for the split of the 40 acres and the adjustment of the 10.62 acres to allow
for a 33' wide access to the YMCA property. Mattice explained that with the closing of Phases VII
and VIII, the unacquired property owned by the YMCA would be landlocked, which is not in
compliance with the Wright County Ordinance. Due to this, the County requested a 33' access be
provided along the 10.62 acre portion (bringing that down to 9.61 acres) as an easement was not
acceptable. Mattice noted that this adjustment does not affect the grant funding and the local match
will just be reduced slightly.

5. 2016 Legacy Grant Recommendation to Secure Local Match Funds.
Marc Mattice said the grant was approved for Phase IX in the amount of $1M and the local match
funding request will be brought to the City Council and County Board for approval. The total
acquisition is $1.4M + appraisal and closing costs. The local match will be $200,090 + appraisal
and closing costs.
WES OLSON MOVED APPROVE THE GRANT FUNDING AND TO RECOMMEND THE
LOCAL MATCH TO THE CITY AND COUNTY BOARDS FOR THE PHASE IX
ACQUISITION. MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED
UNANIMOUSLY, 10 -0.
6. Natural Playground Monticello Rotary Update.
Marc Mattice informed the Advisory Council that the Rotary's grant application has been approved
for the Natural Playground implementation at Bertram with $5,000 base funding from the
Monticello Rotary and another $7,000 from the district grant. Donations for the playground have
also been received in the amount of $1,000 from the Friends of Bertram, $5,050 from the LaVallee
donations, $250 from the Women of Today, and additional funds will be raised at the Rotary Fish
Fry. The county is purchasing the equipment to save the sales tax for the Rotary and the Rotary
will reimburse the county for the costs. County staff will grade the area and City staff will pour
the concrete edging around the playground. The intent is to start the second weekend in May and
have it planned out from there and completed by June 29tH
Duane Gates from the Monticello Rotary said that the Rotary is looking at implementing the
playground in phases. The first phase will be implemented by the end of June this year which will
include the structured play environment with the climbing wall, slide and swings along with other
natural play elements such as rocks and stumps. Anything they are unable to purchase with the
first phase, they will look into for a second phase. Mattice noted that he is working with an Eagle
Scout on creating a couple of pods off of the playground such as a "build your own fort" areas with
sticks and such, etc.
7. Joint Powers Agreement.
Marc Mattice noted that the draft Joint Powers Agreement between Wright County and the City of
Monticello was included in the agenda packet for review. Mattice said that the County Attorney
would like to add in an Operating Memoranda that covers the roles of the maintenance at the park,
and he noted that the County Risk Manager has a few concerns. O'Neill said the City Attorney and
staff still needs to review the agreement. The agreement will be brought back to the next Advisory
Council Meeting for review.
8. 2015 Outdoor Recreation Grant Submittal.
Tom Pawelk said that the Athletic Complex Steering Committee will meet at the end of the month
and plan to have an RFP to the City Council in April. The first phase must be in place by July 2017
to meet the grant requirements.

Marc Mattice explained that with the Outdoor Rec Grant, the funding currently only allows for a
maximum grant award of $100,000 and the local match is substantially higher than what the city
and county boards are used to seeing. Mattice said the GMRPT is working on getting better funding
for that grant program.
9. Recreation Trail Grant Program Submittal.
Marc Mattice said he had to go directly to the County Board to get approval for the recreation trail
grant submittal due to the timeline with the deadline being the end of February. Mattice explained
that the grant was applied for with the goal of expediting the mountain bike trail construction within
the existing property boundaries as right now the trail building is done with all MORC volunteers
and it is all hand work. The County Board authorized the grant application and Mattice applied for
the $150,000 grant to cover 6 miles of trails. MORC and IMBA all support the project which will
be evaluated by the MN Recreational Trail Users Association. That grant money can be used for
motorized/non- motorized trails or a combination of the two. Marc said there is a lot of competition
out there for this grant and the funding is from the Federal Highway Administration. If the grant
is approved, a contractor will be hired for the main trail work and then MORC volunteers will come
in and do the finish work. The grant awards will be announced in July.
10. Sienne — On Site and Directional.
Included in the agenda packet for review was a map indicating the areas for sign placement within
the park as well as the proposed direction signs to the park. Marc Mattice said that if approved, the
signs will be ordered and put in place. Pat Sawatzke asked about the YMCA contributing to a
portion of the signage since the directional signs will be advertising their camp. Mattice said that
he will review the ground lease and the cost shares and will invoice them accordingly. Tom Pawelk
asked about adding signage on Hwy 25 and 90th Street, etc. Pawelk will mark up a map showing
the proposed areas and send it to Mattice.

11. Friends of Bertram Update.
Jim Lindberg said the Snow Sculpture Event went well. There were four blocks carved and all four
teams received prizes. The next Friends Event being planned is the Annual Spring Cleanup which
is scheduled for Saturday, May 2, 2015 from 9am -Noon. The Friends are also planning a summer
celebration at the park with the opening of the natural playground. The Friends will assist with
building the natural playground.

12. Discussion of added items.
A. North Side: Marc Mattice said that it will be necessary to block off the north side entrance
road to the beach with barricades where the road grading began last fall as it will be too soft
this spring and the road will rut up. The barricades will be removed after the freeze /thaw
cycle is complete, most likely later in April.
B. YMCA Publications: Sandra Theros received a brochure from the YMCA advertising their
summer camps but Theros noted that the information on Camp Manitou does not reference
the Bertram Chain of Lakes Regional Parks. Theros noted that she recalled that being part
of the agreement with the YMCA in all of their advertising.

ELECTRONIC MEDIA TO REFLECT THIS. MOTION SECONDED BY JIM HAYES.

13. Schedule Next Meeting — April 3, 2015.
Discussed the conflict of having the next meeting on Good Friday due to area schools being on
spring break and members possibly being out of town.

Program: The Fungus Among Us
Speaker: Dr. Martyn J. Dibben, Wright County Parks Commissioner
Location: Robert Ney Regional Park, Maple Lake, MN
Time: 9:00 a.m. —10:30 a.m.
This is an introductory class relating to the identification, ecology, and biology of woodland fungi in central
Minnesota. In this workshop you will examine fresh mushrooms from the field and learn how to differentiate
between tasty edibles and deadly poisonous fungi. Find out where and how to locate wild fungi and how to
properly collect and preserve mushrooms.

Program: Minnesota Master Naturalist — Big Woods Big Rivers
Instructors: Arne Myrabo and Ken Bachofer, Minnesota Master Naturalist Volunteer Instructors
Join us to learn more about the Big Woods Big Rivers biome at the Robert Ney Regional MI�J�1 4TA
Park and Environmental Education Center in the heart of the BWBR. Come learn about '•I
the plants, animals, history, geology, hydrology and ecology of Minnesota's forests and
waterways.
You will gain valuable tools for exploring the natural world and sharing it with others, and
we will spend significant portions of each class outside learning and practicing those MA67M
skills. The course runs from May 18 to May 23, Monday through Friday, 8:30 a.m. to 4:00 N4Tu1L16T
p.m. and Saturday 8:30 a.m. to noon. One all -day (Thursday) and four short field trips are included in the
schedule and will feature Wright County Parks and Lake Maria State Park. Participants will do a group capstone
project - project suggestions will be provided. Graduates then volunteer 40 hours each year to remain an active
Master Naturalist Volunteer.

A great family activity! Canoes can hold 2 adults and 1 -2 children. Single person kayaks. Meet at Montissippi

provided back to Montississippi Park. Paddle time is approximately 2 hours, depending on river conditions.
Pack a water bottle and cell phone in a waterproof case. Life jackets are provided.

Stand Up Paddleboard (SUP)
Dates: Tuesday, July 7 — 6:30 -8 p.m.; Friday, July 17 — 6:30 -8 p.m.; Tuesday, August 4 — 6:30 -8 p.m.;
August 18 — 6:30 -8 p.m.; Thursday, August 27 — 6:30 -8 p.m.; Wednesday, September 2 — 6:30 -8 p.m.
Costs: Cost: $20 /person. Must be 8 or older, and ages 8 -15 must be accompanied by a paid adult.
Enjoy a peaceful evening paddling on serene Bertram Lake. SUP is
a cross between a kayak and a surfboard and is one of the fastest
growing sports. All equipment provided by Clearwater Outfitting.
Yoga Stand Up Paddleboard
Dates: Monday July 20 — 6:30 -7:45 p.m.;
Monday, August 3 — 6:30 -7:45 p.m.;

Costs: Cost: $30 /person. Must be 16 or older.
Special yoga boards and an experienced instructor make this
fusion of yoga and SUP an experience you will not forget. Yoga

Great family activity! Evening paddle on Long Lake. Park at the south entrance
and follow portage signs to south Long Lake access. Canoes can hold 2 adults
and 1 -2 children. Single person kayaks. Children 12 & under ride free in a canoe
with 2 paid adults. Life jackets provided.
Kids Fishing Clinics
Dates: Saturday, July 18 — 9:00 -11:30 a.m. or Saturday, August 1— 9:00 -11:30 a.m.
Cost: $6 /person.
Learn the basics of fishing and then catch some fish on the piers at Bertram and
Long Lakes. Equipment and instruction provided by the DNR's MinnAqua
program. Meet at the parking lot at the south entrance, which is a 5 -10 minute trail
walk to the piers. Fishing licenses required for those 16 years of age and older.

Couples will park at the Otsego County Park and be transported to a landing on the Mississippi River. Canoes,
paddles, and life jackets are included, so sit back and enjoy an evening on the river. At the completion of the canoe
trip, a picnic dinner will be served in the park. After dinner, plan on staying and watching the movie "HITCH" on the
large outdoor movie screen. You will have VIP seating (please bring your own chairs or blankets). Cost is $80 per
