Before he can start his business he needs to get a conditional use permit from the City. The business owner is able to meet all site plan requirements and it appears proper to grant the permit. However, 10 irate property owners appear at the public hearing and demand that the City deny the conditional use request because it may result in additional traffic on a nearby highway. How would you vote on this matter and why?
