- Item 1/Public Hearing. - Community Develooment Block Grant Aoolication.
At our January 26 meeting four possible projects for application
were mentioned:1�1
(1) Senior Citizen's Center
(2) Acquisition of land for a new city hall
(3) Street lighting for whiteway system from I-94 interchange into
downtown on Minnesota State Highway 25
(4) Ground reservoir water storage system
Possible Action: After conclusion of hearing, council should decide
on particular project or projects to pursue and adopt resolution to
that effect indicating the dollar amount.
Item 2T Consideration of building o�rmits for Kentuckv Fried Chicken and
Jovner's Monticello lanes. Inc.
The Planning Commission has recommended a building permit be issued to
Kentucky Fried Chicken and Joyner's Konticello Lanes Inc. (See Planning
Commission minutes of 1-20_76 and 2-2-76 enclosed.) Plans for both
establishments are available for review at city hall.
Possible Action: If council concurs with rocommendations of Planning
Commission a motion would be in order for council approval which is
lrequired by Monticollo City Ordinance Section 4.1-2.
Item 3. Public Hearing - consideration of intoxicating liouor license to
Jovner's Monticello Lanes. Inc.
Joyner's Monticello Lanes, Inc. has applied for an intoxicating liquor
license for their proposed establishment. The facility includes n bar,
lounge, dining area, game room, offices, kitchen, and nursery in addition
to the bowling alley. According to the application for a license, the
total amount of investment, exclusive of land, will exceed $100,000
thus meeting the requirements of Monticello City Ordinance Section 3-7-7.
Additionally, I have investigated the references listed by Mr. Al Joyner
and all responses have been good.
Possible Action: After conclusion of hearing motion to approve or deny
request for license. If auproved, effective date would be data occupancy
(certificate issued.
Item 4. Consideration of conditional usn nnrmit - Kontuckv Fried Chicken.
Since the Kentucky Fried Chicken establishment proposed Is situated in
a A_3 zoning district and is a convenience food operation a conditional
use permit is necessary. As noted in the minutes of the Planning
Commission's meeting of February 2, 1976, a public hearing was held And
the commission's recommendation was to approve the oermit.

Possible Action: If council concurs with recommendation of Planning
Commission, a motion would be in order for council approval of
conditional use permit.
Item 5. Consideration of amendments to State Building Code.
Item 6. Consideration of increasing building nermit fees.
Item 7. Consideration of deletion of conflictine ordinances relative to size
reouirements of sinvle family dwelling and 2 car earave reouirements.
The supplement for the January 26, 1976 meeting contains the background
on these items which were tabled at that meeting.
Possible Action: If council concurs: Item 5 - Adoption of the state
building code amendments (these will be effective under state regulations
anyway).
Item 6 - Adoption of the building per. -At fee as outlined in the
State Building Code.
Item 7 - Deletion of conflicting ordinances on square footage
and 2 car garage requirements.
Item 8. Progress renort - Linuor Store construction.
Phil Pesol.a with Design Managen•ent Construction Co. will be here Monday
to discuss the progress on the new liquor store. Mr. Posolo indicates
the color scheme should be determined relatively soon as well as the
interior fixturing.
Item 9. Consideration of adoption of Buildinn Trades Contractors' ordinance.
Enclosed you will find a proposed ordinance requiring annual registration
fee of $15 and proof of insurance of all building trades contractors.
This ordinance would reply co current sections 3-8-1 through 3-11-8 dealing
with licensing and permit requirements. Purpose of registration in to
protect citizens from possible loss due to negligence on the part of
the contractor.
In their meeting with building; trades contractors Jay Miller and
Stan Hall said one of the complaints regarding our current licensing
and permit ordinance is that in those trades so specified, a contractor
would be constantly running to the building inspector for a permit for
every little fob. Both Jay and Stan have reviewed and approved the
proposed ordinance. Additionally our city attorney has reviewed and
approved it.
Possible Action: If council concurs, adoption of the ordinance.
