AGENDA SUPPLEMENT
Itcm I. Civil Defense Comprehensive Plan.
Doug Pitt, Civil Defense Director, is preparing a Compre-
hensive Civil Defense Plan as required by city ordinance
section 2-2-6. This plan will. indicate the procedures to
be taken on a step by step basis in case of an actual,
emergency.
Doug will be presenting the plan to the city council- at
Monday's meeting along with an update of the Civil Defense
Program.
Possible Action: Eventual.l.y the Comprchens.i.vc Plan
should be adopted by resolution, however .it remains to
be seen .if the plan can be approved at Monday's meeting
since the council may want more time to review .it.
Another .item to be brnught up would be the monthly salary
of $75, whether Doug feels this is adequate, or more or
less than adequate for his duties and time spent.

Monies on the 1975-1 Improvement Project.
1. have talked with Hood, Inc. Is attorney, Lee Hanson, and
he has indicated that.11ood will settle for $15,000 (nothing
less) on the extra items in the sewer and watermai.n construc-
tion on the 1975-1 Improvement Project.
Ilood feels they made- a good fa'i'th reduction .in thcii.r re-
quest for additional. items from $21,558.43 to $15,000.00
and they disagree with John Bacialich's letter of Pobruary
23, 1976 (copy enclosed) wh'i'ch eliminates $4,897.86 auto-
matically and splits the difference between the remainder
of extras requested $16,160-57 and John's orig'i'nal recommen-
dation approved by the c'i'ty of $6,767.59 or $11,464.08.
Poss'i'ble Action:
( I ) Approval of $15,000 .in additional items as
requested.
(2) Approval of $11,464.08 Ln additional items as
recommended by John Ilada.l..ich.

and Street Improvements.
Enclosed you will find a resolution that should be adopted
so that the March 23, 1976 meeting can be publi.shcd as a hearing
for the improvements mentioned.
As you may recall, March 23, 1976 is the same evening we are
holding an informational meeting on proposed improvements Ln
1976. 1 would suggest holding the public hcami.ng at 7:00
P. M. and the informational meeting at, 8:00 P. M.

Item 7. Consideration of Council rcuresenLative for Union negot:.int.i.ons.
I think it would be well to appoint n member of the council to
serve as the city connci.l's representative in the forthcoming
union negot.i.nt.itnis.
Reasoning for this would be to get council .input; nn varimis
items of negotiations in addition to input. from the city
administrator and attorney.
Passible Action: If council concurs, appointment of rounci.l
representative.
NOTE: Time commitments may prohibit; this representative from
attending all mcrt.f.ngs on this .item; however, representative
would he updnted as to results of mect:.ings, etc.

judge) as it well should be from a control standpoint..

RESOLUTION AMENDING ENGINEERING AGREEMENT
WHEREAS, pursuant to the agreement entered into on 1'curuary'10,
1975, the city of Monticello engaged the firm of Orr-Schelen-Mayeron
a Associates, Inc., (OSM) to provide engineering servicestothe cit,
of Monticello, and
WHEREAS, the city of Monticello has applied to the U. S.
Environmental Protection Agency (EPA) for a Step I Facilities
Planning Grant by submission of a document entitled "Application
For Step I Grant Facilities Planning Report For Monticello,,
Minnesota, Amended November 6, 1975", prepared by OSM and,
WHEREAS, rules and regulations of the rPA, Part 30 of Title
40 of Federal Regulations, Section 30.235 and Appendix C, published
in the May 8, 1975, issue of the Federal Register, requires dis-
closure of information under the Freedom of Information Act,

Minnesota as follows:
I. Petitions have been filed with the City Council of +lnnri-
cello and in accordance with Minnesota Statutes .129.0.13
their adequacy has been determined on the following im-
provements:
Extension of sanitary sewer and watermain from south-
westerly portion of Sandy Lane to and along County Road
#75 to Lot i t of Doerr Estates in Monticello, Minnesota.
Extension of sanitary sewer and watermain and black -
topping to and along the entire length of Oak View Circic,
and Craig Lane of Ritzc Manor in City of Monticello, MV.
Extension of sanitary sewer and watermain and blacktoppint;
to and along the entire length of Mississippi Drive,
II Lund Addition, in the City of Monticello, Minnesota.
Extension of sanitary sewer and watermain extension from
western edge of iii llcrest Road and along public ru,ad
running northwest and then west to County Road #75 in
City of Monticello, Minnesota.
2. These aforementioned petitioner have been referred to
John Uadal.ieh, consulting city engineer, with firm of
Ori-Sehelen-Mayeron and Associates, Inc. and he is in-
structed to report to the council March 23, 1970 advising
as to the feasibll.l.ty of proposed improvemenl,s.

10. Community School Education Program.
Since the city has contributed funds toward support of
the community schoo.l and summer recreation projects, the
Community School Advisory Board has recommended that the
city be represented at Advisory Board Meetings.
Notion by Walters, seconded by Ball and unanimously carried
to have Rick Wolfsteller, administrative assistant, aLLend
Community School Board Meetings as a council represwUl.ivc.
