questions the city may have relative to this _issue
At this point, I would be somewhat hesitant to recommend
approval of the .increased coverage. It would appear that
the current police, protection is more than just adequate
for a communi-ty of 2,500 and Mon ticc] Io has had very few
complaints rcgnrding the necessity of increased coverage.
Although it should not be the major factor in consider-
ing this item the budget set for 1976 is $38, S30. If
the city went with the additional. service, our police
protect;ion would cost $39,252 for the year and be
vrry close to the budget. llowcvcr, the addi t:iona I cost
is $108 per weekor $Q'- annual ly and the itarn should

Item 3. Consideration of transfer of funds.
In accordance with the bond agreement for the 1964
Water Revenue Bonds, a transfer of $5,000 from the
Water Operating Fund to the 1964 Water Revenue Sinking
Fund is necessary to maintain a minimum balance of
S -S,000.
POSSIBLE ACTION: Approval of transfer. It should be
noted that although this is just an accounting procedure,
all transfers have to be approved by the city council.
Stem 1. Preliminary review of proposed sanitary sewer and water -
main improvement hearing.
John Badalich will have a preliminary report on the pro-
posed sanitary sewer and watermain improvement hearing
to be held Tuesday night.
9'his will afford the council the opportunity to review
the proposal before Tuesday evening's hearing.

Both I AA and MDA officials stressed fisca l responsi bi.l i.ty
and proposed a "regional." airport concept as opl"sed to
three Separate airports for Buffalo, Maplc Lake and Monti.-
ce.11n-Big lake.
Donald Stock -dale indicated the proposed Maple Lake site
could not be espa0ded and it-, would not have a chance of
obtaining fAA support.
James Popp stated the FAA looks at 30 minutes of driving
Lime to an airport as a rule -of -thumb in federal funding of
a site. All three airport: improvements are within 30 minutes
driving time and thus quite unlikely that all three would
be. funded.
Franklin Ben.snn asked the communities to project; ahead for
twenty Nears and ask if three separate airports would bo
practical when neither one could service even a small
leas, jet. lle stressed that, this may seem unrealistic to
think about today; in twenty years, with the growth of the
communities. the capabilities of landing fael.lit•ies for such
it jet is very realistic.
One possible site mentioned was between Buffalo and Monticello

Monticello - Big Lake Airport Committee Meeting
March 11, 1976 - 3:15 P.M.
In attendance: Gene Walters, Nick Flynn, John Bondus, Dr. Bauer.
Curt Snesrud - Big Lake City Administrator and
Gene Lindholm - Ellison Pihlstrom.
Committee members were briefed on the outcome of the joint
Big Lake, Buffalo, Maple Lake and Monticello Airport Meeting
held at the St. Paul Downtown Airport on March Q, 1976.
At this meeting, the State Department of Aeronautics had
indicated that state and federal funding for three separate
community airports; would seem unlikely. A Regional. Airport
located somewhere between Maple Lake, Buffalo and Monticello
would probably receive favorable consideration.
Bei'ore the State Department of Aeronautics would consider
the t'unding of any of the three airport improvements, they
have requested that each respective City Council pass a
resolution indicating whether or not they would be in favor
of it ,joint regional facility or continue, to pursue the funding
of a local Facility for each community.
The concensus of the committee want to recommend that a
resolution be. passed by the Big Lake and Monticello City
Councils indicating their willingness to pursue a joint
regional facility if agreeable to the other communities in-
vol%ed. if the respective cities would not be in favor of
such an airport, efforts will be continued supporting an
airport .located between Monticello and Big Lake per our
original- Airport Study proposal.

RESOLUTION TO CONSIDER REGIONAL AIRPORT FACILITY
WHEREAS, the City of Monticello is desirous of improving
airport facilities within the area
WHEREAS, the City of Monticello is interested in a
public airport concept
WHEREAS, pursuant to a meeting hold March 41 1976 at the
St. Paul Downtown Airport with Federal Aviation Administration,
Minnesota Department of Aeronautics, City of Big Lake, City of
Maple Lake, City of Buffalo and City of Monticello officials,
a discussion was held relative to consideration of a regional
airport serving the communities of Big Lake, Maple Lake, Buffalo
and Monti -cello.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
MONTICELLO: that consideration should be given to a regional
airport facility, centrally located to the above communities.
BE IT FURTHER RESOLVED: If the feasibility of a regional
airport is not possible the City Council. of Monticello would
pursue the Joint Monticello - Big Lnkc Airport Development,
Adopted by the City Council

Some time ago the City Council considered additional patrol time in excoss of
the present daily 16 hours. It has been the position of this department to
advise against the additional hours as we felt that the county roving squads
were able to supplement the local patrol sufficiently.
Times are changing and business is picking up, our roving squads do not have
the time to adequately assist the Monticello squads on Friday and Saturday nights.
We feel that comnencing in April Monticello should have (2) squads on duty during
the high crime hours on Friday and Saturday nights.
If you agree to this then I would suggest that the schedule run as follows:
let. squad 9:00 AM to 6:00 PM 2nd. Squad 6:00 FM to 3:00 AM 3rd. Squad 9:00FM
to 6:00 AM.
This would give us double coverage from 9:00 PM to 3:00 AM on Friday and Sat. Nights.
The cost of this would be the same as the contract price of $6.00 per hour and
it would be assessed monthly and added to the present contract price.
