After five meetings since commencing the work on the project, the Street and Park Commission has reviewed and recommends to the council the adoption of the Park Devel- opment Plan prepared by Howard Dahlgren and Associates. Arve Grimsmo. chairman of the Commission, will be at Monday's meeting to present the recommendations of hi -s commission. EssentiaL:% thty include in addition to the adoption of the park plan the establishing of priorities as follows: Priority `I. Grading and planting program for bridge parks and 4th Street' park with emphasis on bridge parks. Priority ?^-. Playground eyuilanent for the parks. Average estimated cost for variety of shade trees 2" - 21't in diameter and 15 feet in height would be $35 - $40, bal led and burlapped or $25 for a bare root tree. These prices in- clude planting. In 1074 and 1975 almost 140 trees were removed as a part of the Dutch Elm Disease Control. Program and it i,--; antici- pated that about 100 will be removed .in 1976. Average cost to the city in removing a tree was $150 in 1075 and assuming this will be in the neighborhood of $165 for 1070, adding the cost of a replacement tree of $35 would bring the total. cost to $200. County Road 439• Zn Wly of 1973 the Monticello City Council received a petition from property owners along Nest County Road 39. west of the NSP building for sewer and water extensions. At the Lime of the pet.i.Li.on, the comprehensive plan for rrt.ili.ties had not been completed and it was felt this should be clone before a hearing was held as i t appeared a iiPt station was necessary for the sanitary sewer. Now that the comprehensive plan is completed, it indicates it IM station would be needed until such time as the pro- posed sanitary sewer corridor was to be constructed. Since the Cosi: of a .l.i.ft station is yo to costly, approx- imately $30,000, Johtt Iladal-ich recommends the project he delayed until the sewer corridors can he completed .in the :e -ea. Ifowever, since filo petition has been s.i gtted try owners of more than 35 per cent of the frontage, a hcariug is required C ou the project. As you may recall, the council appointed Stan Hall and Jay Miller as a committee to review a revised ordinance with local. contractors on registration rcqu.ircments. At a subsequent meeting, Stan Hall reported that: the local contractors were unreceptive to the regi.strati.on require- ments and felt that the proposed ordinance and the current ordinance on I.i.censing requirements for local contractors Would be eliminated, except for excavation work and pumping of septic tanks. Possible Action: IF comc,il concurs, deletion of ordi.nanco Sections 3-B-1 through 3-11-S on l.icensi.ng requirements. A —4' C a +l STREETS & PARKS COMMISSION MEETING March 31, 1976 Available funds for Park Development City Levy for Capital Outlay Fund in 1976 S40,857 Levy for playground equipment in 1076 1,000 - This is a fund earmarked for capital expenditure items, a portion of this could be transferred to the park fund for improvements.
