AGENDA SUPPLEMENT
Lem I. Consideration of Park Development Plans.
After five meetings since commencing the work on the
project, the Street and Park Commission has reviewed and
recommends to the council the adoption of the Park Devel-
opment Plan prepared by Howard Dahlgren and Associates.
Arve Grimsmo. chairman of the Commission, will be at
Monday's meeting to present the recommendations of hi -s
commission. EssentiaL:% thty include in addition to the
adoption of the park plan the establishing of priorities
as follows:
Priority `I. Grading and planting program for
bridge parks and 4th Street' park
with emphasis on bridge parks.
Priority ?^-. Playground eyuilanent for the parks.
Priority #,3• Parking improvements.

Unclosed please find a sheet indicating possible sourer
of funds and pre.limi.nary cost estimates for the present
four parks ranging in total from $63,563 to $75,514,
depending on options for a warming house and material
for roads.

indicated that his group would Like to see city water extended
into fourth Strect Park to flood the rinks without pulling
p11t of hose across the road and to the rinks.

Enclosed for your information, is a price list from Nelson.
Average estimated cost for variety of shade trees 2" - 21't
in diameter and 15 feet in height would be $35 - $40, bal led
and burlapped or $25 for a bare root tree. These prices in-
clude planting.
In 1074 and 1975 almost 140 trees were removed as a part
of the Dutch Elm Disease Control. Program and it i,--; antici-
pated that about 100 will be removed .in 1976.
Average cost to the city in removing a tree was $150 in
1075 and assuming this will be in the neighborhood of $165
for 1070, adding the cost of a replacement tree of $35 would
bring the total. cost to $200. If the property oweier were to
be assessed $70 for each tree removed, i.nc.l.ueling $10 for a
replacement. tree, the breakdown on costs would be as follows:

Zn Wly of 1973 the Monticello City Council received a
petition from property owners along Nest County Road 39.
west of the NSP building for sewer and water extensions.
At the Lime of the pet.i.Li.on, the comprehensive plan for
rrt.ili.ties had not been completed and it was felt this
should be clone before a hearing was held as i t appeared
a iiPt station was necessary for the sanitary sewer. Now
that the comprehensive plan is completed, it indicates it
IM station would be needed until such time as the pro-
posed sanitary sewer corridor was to be constructed.
Since the Cosi: of a .l.i.ft station is yo to costly, approx-
imately $30,000, Johtt Iladal-ich recommends the project he
delayed until the sewer corridors can he completed .in the
:e -ea. Ifowever, since filo petition has been s.i gtted try owners
of more than 35 per cent of the frontage, a hcariug is required
C ou the project.

item 6. Consideration of deletion of Ordinances on Contractors'
License Requirements.
As you may recall, the council appointed Stan Hall and Jay
Miller as a committee to review a revised ordinance with
local. contractors on registration rcqu.ircments.
At a subsequent meeting, Stan Hall reported that: the local
contractors were unreceptive to the regi.strati.on require-
ments and felt that the proposed ordinance and the current
ordinance on I.i.censing requirements for local contractors
Would be eliminated, except for excavation work and pumping
of septic tanks.
Possible Action: IF comc,il concurs, deletion of ordi.nanco
Sections 3-B-1 through 3-11-S on l.icensi.ng requirements.

- This is a fund earmarked for capital expenditure
items, a portion of this could be transferred to
the park fund for improvements.
Obviously the city will not be able to carry out the
improvement program In one year and it may be well to
break down the improvements over a five year span.

to recommend the acceptance of the Park Development
Plan and set up a timetable for it completion.

Dear :Mayor Johnson:
It is a pleasure to advise that your Step 1 wastewater treatment works appli-
cation for Federal grant funds under the provisions of the Federal Water
Pollution Control Act has been approved in the amount of $77,025.
The grant is 75 percent of the estimated costs for the allowable project scope,
all as defined in the Grant Agreement (EPA Form 5700-20) enclosed in triplicate.
Your attention is invited apecifieally to the Special Conditions contained in
Part Iv of the Grant Agreement including the grant payment achcdule. In accord-
ance with Special Condition 5, it should be clearly understood if the infiltration/
inflow analysis task of the facilities plan concludes possible excessive In
exists, you should obtain written approval from the State and this Agency before
undertaking any sewer system evaluation survey tasks. Failure to comply will
preclude the costs of such survey tanks from possible future grant consideration.
Relative to engineering fees, the service contract, and the grant, there aro some
matters to he explicitly understood. Specifically, this award is not an approval
of the service contract, the Grant Agreement amounts aro maximums notwithstanding
the terms of that contract, and consideration of any change Is subject to a
Stato-endorsed request identifying additional cervices to be rendered, their
necessity and the haaia of com()utation, llowover, as discussed with lir. Wolfstoller,
your Assistant City Administrator, the required oubagreement provisions identified
in Special Condition 4 must be included in the service contract.
After the Agreement is reviewed, the original and one copy should be signed by the
appropriate official and returned to us through the Minnesota Pollution Control
Agency within three weeks of the data of this transmittal. The second copy is for
your records. necoll3t of a written refusal or failure to return the properly
executed documento within the specified time will subject the Grant Agreement to
cancellation consideration.

DE 1T RESOLVED, by the City Council of Monticello
as follows:
1. it is hereby found and determined that notice
of hearing on March 23, 1976 on the Sanitary Sewer and
Watermain Extension portion of the 1976-1 Improvement
Project was duly mailed un March 11, 1976 and published
in the Monticello 'rimes on March 11, 1976 and March IS,
1976, as required by Minnesota Statutes Chapter 429. and
as ordered by motion of the council passed March S. 1976
2. it is also hereby determined that notice of
hearing an the Ground Storage Water Reservoir System
will be mailed ten days in advance of the public heating
to be held April 26, 1976 and published in the Monticello
Timcs on April 15, 1976 and April 22, 1976 as required
by Minnesota Statutes, Chapter 429, and as ordered by
resolution of this council adopted April 0, 1976
