Members present: Stanley Hall, Gene Walters, Arve Grimsmo,
Dan Blonigen.
Member absent: Con Johnson.
1. Consideration of Building Permit - Perkins Cake & Steak, Inc.
Perkins Cake & Steak of Edina, Minnesota proposed a restaurant
at the SE corner of the intersection of Highway 25 and 7th Street
in Monticello.
The building plans have been reviewed and approved by the building
inspector and planning commission.
D. Blonigen made a motion, seconded by S. Hall and unanimously
carried to approve the building permit requested by Perkins Cake
and Steak, Inc.
2. Consideration of Rescinding Contract on Warming House for 4th St.
Park.
A construction contract for a 201 x 30, concrete block warming house
for the 4th Street Park was awarded in November 1976 to Heskin
Electric in the amount of ^$12,613.00.
A completion date of 1-20-77 was set but inclement weather along
with possible consideration of rescinding the contract had delayed
the construction progress.
Even though the West Bridge Park skating rink had been reopened
for use, the 4th Street Park will probably receive a substantial
amount of use due to the hockey program.
S. Hall entered a motion, seconded by A. Grimsmo and unanimously
carried to proceed with the construction of the warming house with
completion in 90 days. The city will also purchase a new furnace
for use in the warming house since the West Bridge Park warming
house furnace is still in use.
3. Consideration of Awarding Dog Pound Contract.
The City Council received proposals for the construction of a
1. dog pound in November 1976, but a contract was not awarded at
that time due to higher costs than expected.
It was decided at that time to have J. W. Miller further review
the plans with the city engineer to determine if revisions could
he made to reduce the costs. i
After reviewing the plans, it was felt that the sewage grinder J
pump could be eliminated along with reducing the specifications
on the roof trusses resulting in a savings which was partially
offset by adding concrete to the outside run area for the dogs.
However, Mr. Miller's bid originally included a $1100.00
allowance for fencing which Mr. Miller now estimates will
cost approximately $3100.00 bringing the cost of the pound to
$15, 996.00.
The council discussed other alternatives to the Dog Pound
problem such as participating with Big Lake in a pound, using
the county pound in Annandale and the possibility of private
pound being operated by a local veterinarian.
S. Hall made a motion, seconded by G. Walters to award a
contract for a dog pound to J. W. Miller with the specifications
to include 2x4 trusses and a concrete dog run less fencing at
a total cost of $12,596.00. Voting in favor: S. Hall, Gene
Walters; opposed: A. Grimsmo, D. Blonigen. r l
Council consensus was to table this item for two weeks to U
enable the administrator to check on the feasibility of the
other alternatives discussed.
4. Approval of minutes.
The minutes of February 18, 1977 were approved as presented.
S. Preliminary Review of the 1976-1 Improvement Project Assessments.
John Badalich, city engineer, reviewed with the council. the
preliminary assessments for the individual parcels improved
the by 1976-1 Improvement Project.
The assessments per parcel varied with the location and whether
the property received curb and gutter, storm sewer, etc., along
with sewer and water.
A typical residential lot would have an assessment of $3,217.33
for sewer and water. Parcels that had a new street constructed
when none existed before or where a gravel base existed will
have assessments varying between $845.56 and $918.00, depending
on location. Other parcels which had a bituminous street that
was restored would be assessed 50% of the cost or approximately
$270.33. Some parcels along Mississippi Drive and in Ritze
Manor Addition would also be assessed for storm sewer at $309.00
for a half assessment to $617.98 for a full assessment.
Total individual assessments for the 76-1 project would vary
between $3,511.00 and $4,876.00 depending on location and
improvements (see supplement 2-28-77 #1.)
An assessment hearing will be held within the next 60 days to
finalize the proposed assessments.
6. Discussion on Cemetery Property.
Council again discussed the progress on the Masonic Lodge's
proposal of the city taking over the operation and maintenance
of the Riverside Cemetery. The Lodge was to submit an appraisal
of the property for council review but to date had not done so.
Council consensus was to have Stan Hall, Doug Pitt and Gary
Wieber meet and report back to the council by April 1, 1977.
D. Blonigen made a motion, seconded by S. Hall, unanimously
carried to adjourn.
