Public Hearing: Consideration of an amendmentto the Subdivision Ordinance pertaininq to recent amendments to the Residential Development Standards. Applicant: City of Monticello. (NAC) A. Reference and Background. Attached is a proposed amendment to the Subdivision Ordinance that would accompany the residential standards adopted last month. These changes have been discussed generally, and are intended to affect the way new plats are laid out. Neighborhood design is often as important as lot and housing design in maintaining the City's objectives for higher quality housing. The amendments are relatively simple, and would establish an ordinance basis for the City's recommendations on subdivision design, which typically is based on the number of lots that a parcel can yield, and engineering decisions relating to sanitary sewer, water, and stormwater control. . B. Alternative Actions. 1. Motion to recommend approval of the Subdivision Ordinance amendments, based on a finding that the amendments support the Comprehensive Plan goals of higher quality housing development. 2. Motion to recommend denial of the amendments, based on findings to be developed by the Planning Commission. C. Staff Recommendation. Staff recommends the amendments for the reasons stated. Whereas the recently adopted zoning regulations will affect subdivision design on a lot by lot basis, many issues relating to successful neighborhoods can occur at the platting stage. Where practical. ponds should be located with street frontage to provide public views. and allow the area to take advantaqe of the visual . benefits of the water or open space. Generally, ponds that are tucked behind lots \~ . . . shall not be considered to be acceptable design. 11-5-7: STEEP SLOPES - no changes --- 11-5-8: WETLAND SYSTEMS - no changes u_ 11-5-9: OPEN SPACE AND LANDSCAPING (A) Every subdivision shall include a landscape plan that identifies areas of public value, including significant views, natural veqetation, or watercourses, even where said features may be located upon private lots. The landscape plan shall provide for the addition trees, shrubs, and groundcovers or grasses that achieve the following objectives: lc 2. 3. Establish naturalized woodland areas in large spaces. Establish naturalized areas around stormwater ponds. Establish naturalized woodland areas at the edges of subdivisions, particularly in areas of land use chanqes or where the subdivision abuts a major roadway, utility line, or railroad. (8) The landscaping plan shall be accompanied by a reliable estimate of installation costs. The subdivider shall provide a financial security that guarantees live growth of the plant materials for a two (2) year period from the date of installation. In the event the plant materials under this plan must be replaced due to death, disease, or other reason, said financial security shall be extended to cover an additional two (2) years from the date of replacement. \L.\
