L MINUTES REGULAR MEETING - MONTICELLO CITY COUNCIL Monday, April 28, 1986 - 7:30 p.m. Members Present: Arve Grimsmo, Fran Fair, Jack Maxwell, Dan Blonigen. Members Absent: Bill Fair. 2. Approval of Minutes. Motion was made by Blonigen, seconded by Maxwell, and unanimously carri.od to approve the minutes of the April 14 Council meeting as presented. 4. Consideration of Ratifying Union Contract. City Administrator Eidem informed the Council that he has been negotiating with the Union representatives on a new 2 -year labor contract which represents seven cambers in the City's Public Works Department. A final offer was recommended by the ,dministrator which included language changes in the grievance procedures, a language change in respect to compensation time in lieu of cash payment for overtime, the inclusion of $25.00 per month for dental insurance for the employee, an additional one holiday for Martin Luther King Day, an additional 24 hours of vacation time for an employee with 13-15 years of service, a language change permitting the City to place an employee on unpaid, inactive status when determined to be medically unfit to do the full job. In addition, the contract recommended would increaso wages 604 per hour during the first year and 42t per hour the second year of the contract. The Administrator noted that prior to the meeting, the Union representatives rejected the proposed now contract and requested that the second year of the contract include an additional 10c par hour raise to 52c rather than 42t. It was the Administrator's recommendation that the salary package and changes in the contract were equivalent to what was recently granted to non -Union omployeas and recommended that no further increases be granted. It was also the consensus of the Council members that the proposed now contract was similar to what non -Union personnel received during 1986 and didn't fool an additional increase in salary the second year of the contract wan appropriate. As a result, motion was made by 8lonigon, seconded by Fran Fair, and unanimously carried to instruct the Administrator to notify the Union representatives that the offer presented would be the City's final offer in regards to language changes and salary increases and to notify the Union that they could proceed with mediation if they am douirad. Council Minutes - 4/28/86 5. Discussion Item - Orderly Annexation. Council members briefly discussed the Orderly Annexation Study and the upcoming meeting with the Monticello Township Board on Tuesday, April 29, at 8:00 p.m. It was noted that it was the Council's desire that hopefully orderly annexation is a workable approach and can be agreed upon between the Township Board and the City Council. 6. Consideration of Bills for the Month of April. Motion was made by Fran Fair, seconded by Blonigen, and unanimously carried to approve the bills for the month of April as presented. REFERENCE AND BACKGROUND: Under current state law, the Minnesota Charitable Gambling Control Board issues licenses for permanent or annual gambling licenses for the various devices charitable organizations might use. Current law still provides for local control of temporary or single event licenses. The Alano Society, as they have in the past, wishes to conduct a single event raffle this year. This single event request requires local approval, but not state approval. The fee that has been established is based on the fee schedule adopted by City Ordinance earlier. This application has been approved in the past and has presented no problems. A simple motion granting approval would be appropriate. B. ALTERNATIVE ACTIONS: 1. Grant the single event license. 2. Deny the single event license - A reason for denial should be stated for the record. C. STAFF RECOMMENDATION: Staff recommends that the license be granted. D. Consideration of Granting. a Seasonal 3.2 Beer License to the Monticello Softball Association. (R.W.) A. REFERENCE AND BACKGROUND: The Softball Association has again requested a 3.2 beer license to sell at the softball fields. With the exception of one year that we issued the license to the Jaycees, the Softball Association has been the holder of this seasonal license. The Softball Association will be presenting a letter of intent to acquire dram shop liquor liability insurance, but they cannot actual receive the insurance coverage until the City approves issuing the license. As a result, the Council can approve this license contingent upon receipt of the Certificate of Insurance for liquor liability and the appropriate fees, which last year were $125.00. B. ALTERNATIVE ACTIONS: 1. Grant the license contingent upon receipt of necessary insurance documents and fees. 2. Deny the license - Some rationale should be stated for denial. C. STAFF RECOMMENDATION: ( Staff recommends that the license be granted, again contingent upon proper insurance coverage being presented. D.
