City Council Minutes 05-10-1989 Board of ReviewMINUTES CITY OF MONTICELLO - BOARD OF REVIEW Wednesday, May 10, 1989 - 7:00 p.m. Members Present: Ken Maus, Shirley Anderson, Dan Blonigen, and Fran Fair Members Absent: Warren Smith Staff Present: Gary Anderson, City Assessor; Doug Gruber, Wright County Assessor The Monticello Board of Review was called to order by Chairperson Ken Maus at 7:00 p.m. Chairperson Ken Maus opened the Board of Review meeting with some opening statements as to the procedures with which the Board of Review would be handled this evening. The appointments will be taken first in the order in which they were received by the Wright County Assessor's office; and any additional property owners which had not applied for an appointment could do so by signing the sign-up sheet in the front of the room by the Board of Review members. Chairperson Ken Maus asked for the City Assessor, Gary Anderson, or Doug Gruber, County Assessor, to highlight the procedure used for the 1989 assessment. Mr. Gruber explained that the residential replacement cost new house schedule had been increased approximately 2 percent in the cost per square foot figures. He indicated he would turn it over to Gary Anderson, City Assessor, to explain the procedure which he used for the 1989 assessment. Mr. Anderson explained in residential properties the area most concentrated on this year was the inner-city of Monticello, including the Original Plat Addition, the Lower Monticello Addition, and the Riggs Addition Plat within the city of Monticello. The land values in these areas were brought in line with comparable residential lot land values. In the commercial properties, the land values were raised in the downtown business district all the way out to the end of the business district near Martie's Feed Store complex. The value per square foot applied to the downtown business district property was $3.50; and from the Third Street area out along Highway 25 or Pine Street to the Tom Thumb/Monticello Ford area, $3.00 per square foot was applied to the square footage of each of the commercial properties. With no further explanations from City Assessor, Gary Anderson, or County Assessor, Doug Gruber, Chairperson Ken Maus started with the list of appointments. 1. The first one was Mori Malone, 319 East Fourth Street, Monticello, MN, #155-019-005031. Ms. Malone's 1989 estimated market value was $48,600, of which $12,000 was applied to the land and $36,600 was applied to the buildings. Ms. Malone indicated it was a considerable amount of increase from the previous year, with it being a $5,000 increase in property. She also indicated her house exterior siding is deteriorating very rapidly and will need replacement very soon. The recommendation of the City and County Assessors was to change the effective age from 1960 to 1952. Motion by Fran Fair, seconded by Shirley Anderson, to set the 1989 estimated market value at $54,100, of which $12,000 would be land value and $42,100 would be building value. Motion carried unanimously, with Warren Smith absent. 3. Mr. John Anderson, 401 West 6th Street, rental house, Monticello, MN #155-010-011050. Mr. Anderson's 1989 estimated market value was $24,000 of which $12,000 was land value and $12,500 was building value. The suggestion made from the City and County Assessors was to change the land value from $12,000 to $7,800 in that the lot is approximately 75% of a standard 12,000 sq ft city buildable lot. Motion by Dan Blonigen, seconded by Fran Fair, to change the 1989 estimated market value to $20,300, of which $7,800 would be land value and $12,500 would be building value. Motion carried unanimously, with Warren Smith absent. 4. Mr. Olson's 1989 estimated market value was $30,800, of which $12,000 was land value and $18,800 was building value. There were incorrect measurements in the garage size. Mr. Forsberg's 1989 estimated market value was $90,800, of which $18,700 was land value and $72,100 was building value. As noted in the assessment book, last year at the Board of Review we entered in an economic depreciation for this property due to the location. It was the suggestion of the City and County Assessors to give a 5%, or $3,500, economic depreciation to the property. Motion by Shirley Anderson, seconded by Fran Fair, to change the 1989 estimated market value to $87,200, of which $18,700 would be applied to the land value and $68,500 would be applied to the building value. Motion carried unanimously, with Warren Smith absent. 7. John Symington, 201 West River Street, Monticello, MN, #155-010-054030. Mr. Symington represented B B & S Properties. Their 1989 estimated market value was $241,400, of which $28,000 was land value and $213,400 was building value. Mr. Symington indicated that there was probably an error in the age of the building than what was noted in the field book. Mr. Gruber, County Assessor, refigured the assessment formula for valuing apartment buildings on the income approach and came up with a recommendation of $178,200 for an estimated market value on the buildings. Motion by Fran Fair, seconded by Shirley Anderson, to set the 1989 total estimated market value at $206,200, of which $28,000 was applied to the land value and $178,200 was applied to the building value. Motion carried unanimously, with Warren Smith absent. 8. Carl Bauer, 149 Riverview Drive, Unit #12, Monticello, MN, #155-037-010060, #155-052-001070, and #155-052-001080. Mr. Bauer felt the value on his townhouse was higher than what most of the other townhouses were in his neighborhood. Also, Mr. Bauer considered the garages to be over -valued in that he paid less than the market value which was placed on the property for both of his garages. The recommendation of the City and County Assessors was to leave the total estimated market value for Mr. Bauer's townhouse at $69,000 and to reduce the estimated market value on both of his garage units to a total of $3,500. Motion by Dan Blonigen, seconded by Shirley Anderson, to set the 1989 estimated market value at $69,000 for his townhouse unit, of which $13,500 was applied to the land value and $55,500 applied to the building value; and to set the total 1989 estimated market value on one of his garages at $3,500, of which $1,000 would be applied to the land value and $2,500 would be applied to the building value; and to set the 1989 estimated market value on the other garage unit to a total of $3,500, of which $1,000 would be applied to the land value and $2,500 would be applied to the building value. Also, a part of the motion was that the other detached garage units be valued the same as Mr. Bauer's two garage units. Motion carried unanimously, with Warren Smith absent. 3 Board of Review Minutes - 5/10/89 9. Jack Maxwell, 149 Riverview Drive, Unit #51 Monticello, MN, #155-052-003010, #155-052-003020, #155-052-003040, #155-52-003050, #155-052-003060, #155-052-003070, #155-052-003080, #155-052-003090, #155-052-003100, #155-052-003120, and #155-052-003130. Mr. Maxwell felt that his should be lowered less than what the previously lowered garage values were in that he does not have electricity running into each of his garage units. The suggestion from the City and County Assessors was to leave the values as they were reduced with the other individual detached garage units. It was the consensus of the Council members present to leave the value as indicated with the other values for the garage units, that being a total of $3,500. Consensus came from the four Council members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson. 10. Wineinger, Inc., 100 West 6th Street, Monticello, MN, #155-010-005060. The Dairy Queen's 1989 estimated market value was $179,000, of which $96,500 was applied to the land value and $82,500 was applied to the building value. Mr. Wineinger felt that the increase was rather significant in that it was a $48,500 increase in estimated market value. Comparison increases of other restaurants and businesses within the surrounding area of the Monticello Dairy Queen were explained to Mr. Wineinger. The suggestion from the City and County Assessors was to leave the value as presented. Consensus of the four City Council members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, was to leave the 1989 total estimated market value at $179,000. 11. Scott Hill, 1320 West River Street, Monticello, MN, #155-023-001030. Mr. Hill's total 1989 estimated market value was $71,200, of which $18,500 is land value and $52,700 is building value. Mr. Hill explained that he would like some consideration for the area in which he lives, which is very near to the entrance of the Don Heikes mobile home park. The recommendation from the City and County Assessors was to add a 5% economic depreciation to the property, which would give it a total estimated market value of $68,600. Motion by Fran Fair, seconded by Shirley Anderson, to reduce the total estimated market value to $68,600, of which $18,500 would be land value and $50,100 would be the building value. Motion carried unanimously, with Warren Smith absent. 12. John Miller, 105 and 107 Kevin Longley Drive, and 129 and 131 Jerry Liefert Drive, Monticello, MN, #155-048-001150, and #155-048-001160. Mr. Miller indicated these properties are built for investors to purchase for rental property only and not for one unit owner occupied and the other unit rental. The suggestion of the Wright County Assessor, Doug Gruber, was to set up an appointment with Mr. Miller to go out and look at the property. It was the consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, to have the County Assessor go out and look at the property with the City Assessor. 2 Board of Review Minutes - 5/10/89 13. Russell Lovegren, 1205 West Broadway, Monticello, MN, #155-012-002080. The 1989 estimated market value of Mr. Lovegren's property was $89,800, of which $13,500 was the land value and $76,300 was the building value. Mr. Lovegren indicated he had purchased the property a couple years ago for $79,000. In having it appraised, the mortgage company appraised it at $84,000. The recommendation from the City and County Assessors was to leave the 1989 estimated market value as is at $89,800. He did receive a good deal when he purchased the house. If he would like to appeal it, he could certainly appeal the decision to the Wright County Board of Review. Taking that information into consideration, it was the consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, to leave the 1989 estimated market value at $89,800. 14. Rod Dragsten, 1226 West River Street, Monticello, MN, #155-020-001020. Mr. Dragsten's 1989 estimated market value was $117,000, of which $18,500 was land value and $98,500 was building value. With comparisons of other properties, the City and County Assessors recommended reducing the grade of Mr. Dragsten's house from a D-8 to a D-7.5, which would result in a total 1989 estimated market value of $111,300. Motion by Fran Fair, seconded by Shirley Anderson, to set the 1989 estimated market value at $111,300, of which $18,500 is land value and $92,800 is building value. Motion carried unanimously, with Warren Smith absent. 15. Arlan Pocklington, 406 West 6th Street, Monticello, MN, #155-010-080030. Mr. Pocklington felt that with the apartment project being constructed in the rear of his property that his property value should be reduced rather than increased. The recommendation from the City and County Assessor was the leave the 1989 estimated market value at $58,100. It was the consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, to leave the 1989 estimated market value at $58,100. 16. Daryl Tindle, 1707 West River Street, Monticello, MN, #155-013-001150. The 1989 estimated market value was $115,800, of which $11,500 was land value and $104,300 was building value. Mr. Tindle felt that with the addition of the second story to his existing one-story house that the Board of Review should look at the location of his property and consider some change to compensate for that. The recommendation of the City and County Assessors was that they would like to take a look at the property. The consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, was to recommend that the City and County Assessors take a look at the property. 5 Board of Review Minutes - 5/10/89 17. Ken Larson, 305 Washington Street, Monticello, MN, #155-015-032061. Mr. Larson's 1989 estimated market value was $110,100, of which $12,700 was land value and $97,400 was building value. Mr. Larson felt that his property was valued too high, as it had been on the market for over a year, and he has still been unable to sell the property. The recommendation of the City and County Assessors was to reduce the grade value from a D-7 to a D-6.5, which would bring the 1989 estimated market value at $105,300. Motion by Dan Blonigen, seconded by Shirley Anderson, to set the 1989 estimated market value at $105,300, of which $12,700 was land value and $92,600 was building value. Motion carried unanimously, with Warren Smith absent. 18. Layton Zimmerman, 126 Marvin Elwood Road, Monticello, MN, #155-026-003070. Mr. Zimmerman's 1989 estimated market value was $51,600, of which $12,500 was land value and $39,100 was building value. Mr. Zimmerman indicated that with the increase of $4,600 from what he had originally paid of $47,000, in talking to real estate people, he indicated he would have a tough time getting back his initial investment of $47,000. The recommendation of the City and County Assessor was to leave the 1989 estimated market value at $51,600. The consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, to leave the 1989 estimated market value at $51,600. 19. Leon Greenslit, 409 Linn Street, Monticello, MN, #155-010-019010. Mr. Greenslit indicated this was the land that was left over after he sold off the majority of it to Vaughn Veit. The recommendation from the City and County Assessors was to change the classification of the property from -X-C to V --O and to reduce the total market value to $5,900. The consensus of the Board of Review members present, Ken Maus, Fran Fair, Shirley Anderson, and Dan Blonigen, was to change the 1989 total estimated market value to $5,900. 20. Joseph LaFromboise, 700 and 714 Lauring Lane, Monticello, MN, #155-050-001010, #155-050-001020, #155-050-001030, #155-050-001040, and #155-050-001050. The recommendation of the County Assessor was for him to review the income statement that was submitted. by Mr. LaFromboise, and if he felt there were any changes needed that he would have them in time for the Wright County Board of Review. But basically at this time, with the information that he has had a chance to glance at, he looks for no recommendation of any change in 1989 estimated market value. It was the consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, to have the County Assessor review the information submitted from Mr. LaFromboise and take his recommendation to the Wright County Board of Review. If Mr. LaFromboise would like to appeal the decision, he could appeal it to the Wright County Board of Review. A Board of Review Minutes - 5/10/89 21. Robert Mosford, 305 Cedar Street, Monticello, MN, #155-010-071090. Mr. Mosford's 1989 estimated market value is $225,100, of which $32,700 is land value and $192,400 is building value. With Mr. Mosford not present, the recommendation from the City and County Assessors was to leave the 1989 estimated market value at $225,100, as the increase in his 1989 estimated market value was to the land only, and not to the building. It was the consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, to leave the 1989 estimated market value at $225,100, and instructed the City Assessor to contact him and let him know that the value increase was to the land only and not to the building. 22. It was the recommendation of the City and County Assessors to leave the 1989 estimated market value at $90,500. It was the consensus of the Board of Review members to leave the 1989 estimated market value at $90,500, of which $20,000 was land value and $70,500 was building value. It was also their recommendation to send Mr. Adams a letter in regards to this action. 23. Tom Holthaus, 223 and 225 Marvin Elwood Road, Monticello, PST, #155-035-004120 and #155-500-113200. The 1989 total estimated market value on the duplex was $91,800, of which the land value was $15,700 and the building value was $76,100. It was the recommendation of the City and County Assessors to leave the 1989 estimated market value at $91,800. In regards to the unplatted tract of land which was not subdivided, the explanation was made by the County Assessor that it was up to the property owner, Mr. Holthaus, to collect his share of the taxes that are to be paid by the new owner of this subdivided parcel. It was the consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, to leave the 1989 estimated market value at $91,800 on the duplex, with $15,700 applied to the land value and $76,100 applied to the building value. Also, the change had not occurred with the lot split on the unplatted tract of land prior to the 1989 assessment, even though it was recorded prior to the 1989 assessment, there are certain cut-off dates that the owner is obligated to collect the portion of taxes that are derived from the other one-half of this parcel from the new property owners. 24. George DeMars, 410 Maple Street, Monticello, MN, #155-010-020010. Mr. DeMars' 1989 estimated market value was $39,300, of which $12,000 was land value and $27,300 was building value. The recommendation by the City and County Assessors on the older house property was to reduce the total estimated market value to $36,800. 7 Board of Review Minutes - 5/10/89 Motion by Fran Fair, seconded by Shirley Anderson, to set the 1989 total estimated market value at $36,800, of which $12,000 was applied to the land value and $24,800 applied to the building value. Motion carried unanimously, with Warren Smith absent. 25. Patricia Sipe, 1305 East Oakwood Drive, Monticello, MN, #155-500-142401. Mrs. Sipe's total 1989 estimated market value was $94,700, of which $27,500 was applied to the land value and $67,200 was applied to the building value. It was the recommendation of the City and County Assessors to reduce the land value to be comparable with the other land values on the Oakwood Industrial Park properties immediately east of the Sipe property with the new 1989 total estimated market value at $83,800. It was the consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, to set the 1989 estimated market value at $83,800, of which $16,600 would be land value and $67,200 would be building value. 26. Marilyn Springborg, 207 Kevin Longley Drive, Monticello, MN, #155-048-001070. Mrs. Springborg's 1989 estimated market value was $106,100, with $18,700 being the land value and $87,400 being the building value. The recommendation from the City and County Assessors was to rework the figures on this property and report back to Mrs. Springborg with their results. It was the consensus of the Board of Review members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, that the City Assessor and the County Assessor rework the figures on the Springborg property and respond back to Mrs. Springborg with their results. With no further action needed from the 1989 Monticello Board of Review, the consensus of the members present, Ken Maus, Fran Fair, Dan Blonigen, and Shirley Anderson, to adjourn the 1989 Monticello Board of Review meeting.
