PLANNING REPORT
APPLICANT: Perkins Cake and Steak
LOCATION: Northeast Corner of the Intersection
of State Highway 25 and Interstate 94
ACTION REQUESTED: Building Permit
PLANNING CONSIDERATIONS:
1. The subject property is approximately 1.4 acres, zoned B-3, Highway
Business District. The site plan does not indicate whether the
subject property is a lot of record or if it will require a sub-
division. It is suggested that the petitioner provide a survey
defining the land area.
2. The site plan indicates one building with approximately 4,930
square feet of gross floor area. The site plan does not distinguish
between "dining area" and "kitchen area". The Zoning Ordinance
requires one off-street parking space for every 40 square feet of
gross floor area in the dining area and one off-street parking space
for each 80 square feet of kitchen area. Although the site provides
99 off-street parking spaces, this should be measured against the
Ordinance requirements.
3. The site plan indicates that the entrance driveways at the "front"
of the building are 25 feet. (The scale indicates 24 feet.) The
driveway at the rear of the building is indicated at 30 feet. it is
recommended that thes"imensions be reversed, giving 30 feet to
the entrance drive and -25 feet to the exit drive. In addition, the
site plan indicates 25 foot drives between some parking spaces where
the actual scale measurement indicates 30 feet.
4. The site plan does not indicate provisions for accommodating trash
storage and pick-up. Unless the petitioner proposes to contain
trash storage and pick-up entirely within the building, the site
plan should indicate where the outside trash storage and pick-up
will be located and appropriately enclosed and screened.
5. The site plan does not indicate appropriate green space within the
parking lot and landscaping around the periphery of the property.
6. The site plan indicates the provision of one free standing sign in
the western corner of the property. However, there is no indication
as to the height or the size of such sign. In addition, a flag is
proposed for the front of the building situated within 16 feet of
the front property line.
7. In summary, the proposed restaurant is an appropriate use for the
property. With the technical issues noted above, the restaurant
will be a welcomed addition to the Monticello Business Community.

Agenda ]tem 3. Consideration of Building Permit.. Perkins Cake &
Steak, Inc.
Perkins Cake & Steak, Inc., of Edina, Mi-nnesota, is
proposing a restaurant at the southeast corner of the
intersection of Highway 25 and 7th Street in Monticello.
(See enclosed map.)
The proposed site is currently owned by Texaco, Inc.,
and Perkins Cake & Steak has a purchase agreement con-
tingent upon building permit approval.
Following is some relevant data on the proposed restau-
rant:
Lot Size: 62040 Squarc Feet. (188' x 330')
Approximately 11 acres
Building Size: 4800 Square Feet
(46' x 97' plus entryway)
Seating Capacity: Approximately 166
Signs: One Pylon Sign
32' high, approximately 120 sq. ft.
Siam on plan indicates height. of 15' but Perkins
Cake_ & Steak indicated they would adhere Lo ordi-
nance limitation of 32'.
Parking: 09 spaces.
It would appear that all zoning regulations arc heing
adhered to. J. W. Miller will be reviewing the plans
to determi rte whether they meet, the State Bu i I d i ng Code.

Purpose of this meet.ina is outlined on the cover lottrr
of the Comprehensive Plan prepared by Howard Dahlgren
14. Associates.
Attention should be directed to the Goals and Policies
Section, Chapter 3. This section attempts to clarify
and list the objectives of the City of Monticello and
as such should serve as and guide for future planning
decisions.
This section should be critiqued very carefully and
amendments and deletions can be reviewed at Tuesday's
meeting.
POSSIBLE ACTION: No specific action is necessary as
this is just a draft copy of the Comprehensive Plan.
After consensus is received on the draft document a
final Guide Plan statement will be prepared and
necessary revisions will be made to the map that
accompanies the Comprehensive Plan and the Zoning Map.
Public Hearing will be held to carry out this task.
