Monday, November 7, 1977
PLEASE NOTE TIMET -- 7:00 P. M.
Purpose of Special Meeting is to review and consider approval
of building permit request by Monticello Ford, Inc. and
related issues.
Since the issues are reiated, it may be best to review
all issues before action is taken on anyone issue. It
is also suggested that each issue be voted on separately
and in the case of the variance requests, reasons indicated
for approval or denial.
Following are the issues:
Subdivision of Land
The site proposed for Monticello Ford, Inc. is
4.71 acres just southwest of the I-94 inter-
change on Highway 25. (See enclosed map). This
parcel is a part of a larger tract of land of
about 17.71 acres and as such the following
requirements are necessary under our subdivision
ordinance:
1. Certificate of survey on 4.71 acre parcel
2. Review by Planning Commission
3. Review and approval by City Council
4. Park dedication requirements.
Any further subdivision of the remaining acreage
would have to adhere to the subdivision ordinance
requirements, i.e. public hearings, preliminary
and final plat review and approval, etc.
Monticello Ford, Inc. has had a survey prepared
on the property and is aware of the park dedi-
cation requirements.
Public Hearing - Conditional Use Permit Request.
Under Monticello Ordinance Section 10-13-4-(E),
a conditional use permit is necessary for "open
or outdoor sales in or from motorized vehicles"
In a B-3 (Highway Business) zoning district.
As such, a hearing is held by the Planning Com-
mission to review the permit.
Following are the conditions of the permit:
1. Outside services, sales and equipment rental
connected with the principal use is limited
to thirty (30) percent of the gross fl oor
area of the principal use. This percentage
may be increased as a condition of the cordi-
tional use permit. (6-27-77 #31).
2. Outside sales areas are fenced or screened
from view of neighboring residential uses
or an abutting "Rn district in compliance
with Section 10-3-2-(G) of this ordinance.
3. All lighting shall be hooded and so direct -cd
that the light source shall not be visible
from the public right of way or from neighbor-
ing residences and shall be in compliance
with Section 10-3-2-(H) of this ordinance.
4. Sales area is grassed or surfaced to control
dust.
5. Does not take up parking space as required
for conforming to this ordinance.
6. The provisions of Section 10-22-1-(E) of
this ordinance are considered and satisfactorily
met.
Monticello Ford is proposing a 12,000 squaro foot

mentioned In item 1 above, this percentage, if
approved. would be a condition of the conditional usit
permit.

A floor plan, site plan, and elevation plans and
landscaping plans have been submitted and are avai_i-
able for review at Monticello City Hall. Mr. I arry
Flake, president of Monticello Ford, Inc., is Lo meet

and for a general review of the building permit,
application.

Variance Request - 2 Pylon Signe.
Y Monticello Ordinance Section 10-3-9 allows aonly
y Y 2 wall signs or one wall sign and one pylon sign.
Monticello Ford, Inc, is requesting one wall and
op two pylon signs (one for new cars and one for
NV11used cars). Mr. Flake indicated that the necessity

�• Monticello Ford is requesting that one of the
C pylon signs. be approximately 40 feet high. Reason-
ing for request is that this is a standard size
that Ford Motor Co. provides its dealers. Mr.
Flake indicated Ford Motor has 3 sizes of signs,
r approximately 30 feet, 36 feet and 40 feet and
V Monticello Ford, Inc. can qualify for the 40
3 foot size based on criteria established by Ford
Motor Co.

riance Request - Curb Barrier
Monticello Ordinance Section 10-3-5-(0) requires

atreet parking area. Monticello Ford, Inc., is
requesting a variance to provide a curb barrier
V only along the entryway to the site but not the

necessitate tearing up portions of the curb barrier.

Mr. Hib Hill, representing the Monticello Country Club,
indicated that he would like to discuss with the Co„nt.r.
Club Board of Directors the possibility of plotting t.hi,
land into residential lots. If these 12 lots were ad,l,•,t
to the existing 27 assessable parcels. the individual
assessment could be reduced to approximately $3,400.0-,
each.
Mr. Howard Gillham. who owns 17 of the 27 assessable t,,,
