•genda Item 2. Consideration of Rezoning, Ordinance Amendments and Conditional Use
Permit - Mr. Mel Worth. 1,V) �Jes.
J<< Mr. Worth has purchased a parcel of land approximately four (4) acres
`� in area just south of the recently proposed Sandberg South Plat (see
� 5J� enclosed map). Following are the items that will have to be addressed
Le relative to this issue. It is recommended that action on any one
0� item be delayed until all items are reviewed.
Public Hearing - Rezoning from R.3 (Medium Density Residential to
B-3 (Highway Business).
Mr. Worth is proposing to build a commercial storage building for
the purpose of leasing out space to store such items as boats during
the winter, snowmobiles during the summer and antique cars for
example.
Current zoning of the area proposed for this use is R-3 and it would
be necessary to rezone to B-3 provided the amendment to our ordinance
is approved to allow such a use within a B-3 area. However, the
current draft of the revised comprehensive plan indicates the area
as commercial so regardless of the specific use of the property, it
appears the parcel should be zoned to B-3.
Public Hearing - Ordinance Amendment.
Currently according to the city's ordinance, the only allowable area
for a business that provides co®ercial storage is an industrial
zoned area. In order to allow such a use in the area proposed, it
must be either rezoned to industrial or rezoned to commercial and
the use added by means of an amendment to our ordinances. 'Mese
alternatives were mentioned to Dick Dwinell and it was felt it was
more appropriate to have the area zoned as B-3 and to amend the
ordinance to allow "commercial storage contained entirely within a
building" so a permitted uoo within such a zone.
It should be noted that it is proposed to limit the permitted use
section of the ordinance only to storage contained entirely within
e building. The current city ordinance does allow open and outdoor
storage as a conditional accessory uoe and thio item io reviewed in
the next oeetion.
Public Hearing - Conditional Uoe Permit - Doan or Outdoor Storage -
Mr. Mol WorEh.
Mr. Worth hao propooed to have an arca of hio parcel devoted to outdoor
storage and so previously mentioned, a conditional uoo permit la
neceooary. Following tiro the conditiono of the permits
1. The area io fenced and screened from view of neighboring
reoidential u000 or if abutting an "R" diotrict in compliance
with Section 10-3-2 (G) of thio Ordinance.
2. Storage is screened from view from the public right-of-way
in compliance with Section 10-3-2 (G) of this Ordinance,
which requires it be constructed of masonry, wood, brick or
steel. It shall not be a chain link fence and it shall be
a fence that provides a solid screening affect.
3. Storage area is grassed or surfaced to control dust.
4. All lighting shall be hooded and so directed that the light
source shall not be visible from the public right-of-way
or from neighboring residences and shall be in compliance
with Section 10-3-2 (H) of this Ordinance.
5. Does not take up parking space as required for conformity
to this Ordinance.
6. The provisions of Section 10-22-1 (E) of this Ordinance are
considered and satisfactorily met. These provisions are as
follows:
1. Relationship to municipal comprehensive plan.
2. The geographical area involved.
3. Whether such use will tend to or actually depreciate
the area in which it is proposed.
4. The character of the surrounding area.
5. The demonstrated need for such use.
There io concern over outdoor storage since this may tend to depre-
ciate other property in the area and as a result outside storage
areas should be closely scrutinized.
Plans for the building should be ready by Tuesday's meeting and it
maybe well to consider the site plan and how it may affect adjoining
property.
Building Permit.
Mr. Worth's contractor in to meet with our building inspector on
Friday and plano should be available at Tuesday's meeting.

Benda Item 3.
Consideration of Front Yard Setback Variance - Richard Guille.
This item was reviewed at the Planning Commission's October 18, 1977
meeting (see minutes of 10-10.77 item 5). The item was tabled until
the next regular meeting of the Monticello City Planning Commission
to allow members to review the property.
In summary the question is whether to allow the variance from the
30 foot normal front yard setback for a deck within 6 feet of the
front property line.
It should be pointed out the lot is only 67.5 feet deep and additionally
there are trees on both sides of the house obstructing view of abutting
residences, however there is no guarantee the trees will always remain.
The house is quite a bit ahead of the house immediately to the east
and the deck only increases this difference.
POSSIBLE ACTION: Consideration of variance.

Agenda item 4. Consideration of Variance - Souare Footage Requirement - Pylon Sian -
Moon Motors.
Denton Erickson of Moon Motors, Inc. is requesting a variance from
Monticello Ordinance Section 10.3-9 (E) -(4) -III limiting the square
y footage of a pylon sig: to 50 square feet. The area of a pylon sign
�Oy is determined by the type of road and the speed limit.
Mr. Erickson is proposing a 100 square foot area eignage allowance
V consisting of four signs of approxi tely 25 square feet. Since they
are on the same poles it is allowable to have more than one sign
but the square footage roquiremento still have to be met.
/ Reason for the request, Mr. Erickson indicates, is that three of the
signs are just being moved from his former location where they were
grandfathered in as allowable non -conforming signs. Additionally,
a fourth one is advertising a now product line.
