City Council Agenda Packet 11-01-1995 SpecialAGENDA SPECIAL MEETING - MONTICELLO CITY COUNCIL Wednesday, November 1, 1995 - 7 p.m. Mayor. Brad Fyle Council Members: Shirley Anderson, Clint Herbst, Brian Stumpf, Tom Perrault Call to order. Public hearing to consider amendments to the Wastewater Treatment Plant Facilities Plan. Adjournment. Special Council Agenda - I VIM5 Mento (R.W.) In order to meet advance publication requirements, a public hearing was scheduled for November 1 at 7 p.m. to allow the Council the opportunity to further discuss whether any changes should be made to the Wastewater Treatment Plant Facilities Plan. Primarily, the Mayor and staff were trying to anticipate whether the Council wanted to reconsider the treatment process we had originally selected based on test results that should be available from Sunny Fresh Foods. In addition to the hourly sampling results from Sunny Fresh, the staff did not know whether our scheduled tours to visit other plants would provide additional information that the Council would want to consider before giving the final go-ahead to HDR on the plant design. At the previous meeting, Council had originally planned on simply opening up the public hearing and continuing the hearing to another date because of Shirley's anticipated absence from this meeting. If this is still the plan, Council members may want to consider continuing the meeting to Thursday, November 2, or possibly Monday, November 6, if the Council feels further discussion is necessary. It is anticipated that the sampling data from Sunny Fresh will be summarized and fazed to the two major SBR manufacturers, Aqua Aerobics and Jet -Tech, so that they can review the data and get back to us with whether or not they feel their original equipment proposals are still accurate. This Sunny Fresh data should give the manufacturers an opportunity to determine whether larger air blowers or tank size should be altered to accommodate the expected loadings. If the manufacturers still feel we're on the right track, this information may help the Council determine once and for all the typo of treatment facility we should be building. Regardless of which treatment process we go with, the second issue the Council needs to address is whether we are pursuing additional land acquisition as part of the original design or whether we build on the property we own. These aro the two issues we need to decide once and for all so that HDR can begin in earnest their design work so that we can keep on schedule for bid -letting in spring of 1896. The staff should have an indication from the SBR suppliers, their comments on our Sunny Fresh testing, Wednesday night so that the Council would be able to schedule the date fbr continuing the public hearing, if necessary.
