- SPECIAL MEETING - MONTICELLO PLANNING COMMISSION
March 8, 1984 - 7:00 P.M.
Members Present: Jim Ridgeway, Don Cochran, Richard Carlson,
Ed Schaffer.
Members Absent: Joyce Dowling
Staff Present: Gary Anderson
The meeting was called to order by President Jim Ridgeway at 7:16 P.M.,
March 8, 1984.
President Jim Ridgeway opened the meeting for public input regarding
Metcalf and Larson's office retail building application for a
Conditional Use to allow more than two signs to be placed on the
building. John Sandberg was present indicating that he was not
objectionable to amending the Ordinance by the public hearing
process, but he did object to circumventing the Ordinance by
initiating an interim rule. Mr. Jim Metcalf, along with the owner
of David's Photography, was present to explain come background in
regard to their Conditional Use Application and to apologize to
Planning Commission members for being so late with the application,
not realizing in looking at the Ordinance that he would need a
Conditional Use to have more than two signs on his building. Mr.
Metcalf indicated that the sign Ordinance is a vary touchy issue
and he is only asking that they look at the Ordinance to possibly
grant him a Variance under Option A or Option B the number of signs
needed for his building and an appropriate amount of square footage
for each sign. Motion by Richard Carlson to act a public hearing
date for March 26, 1984, 6:30 P.M., to hoar public testimony to the
Ordinance Asnndment for Section 10-7-9, Subdivision E District
Regulations, 02, Sublotter B, N1 Option A, 12 Option B, and Y1
Conditional Uueo. Motion was ascended by Don Cochran. Motion carried
with Jim Ridgeway, Richard Carlson, Don Cochran, and Ed Schaffer
voting in favor. Joyce Dowling absent. Motion was then entered by
Ed Schaffer, seconded by Don Cochran to adjourn the mooting. Members
voting in favorh Ed Schaffer, Don Cochran, Jim Ridgeway, and Richard
Carlson. Member Abocnt: Joyce Dowling. Mooting adjourned at 7h48 D.M.
Chairman Jim Ridgeway asked that the meeting be reconvened at 8101 D.M.
Chairman Jim Ridgeway indicated he would like to have recorded in the

minutes a tentative date for a special Monticello Planning Commission
meeting and the public hearing on tax increment financing for
Fulfillment Systems. Motion by Don Cochran, �uconded by Ed Schaffer,
to set the special Monticello Planni ng Commission meeting date for
March 26, 1984, 6:00 P.M., to hear public testimony on Fulfillment
Systems. Members voting in favor: Wn Cochran, Ed Schaffer, Jim
Ridgeway, kiehard Carlson. Motion by Ed Schaffer, seconded by
Richard Carlson, to adjourn the meeting. Members voting in favor:
Ed Schaffer, Richard Carlson, Jim Ridgeway, and Don Cochran. Mumbor
Absent. Joyce Dowling. Meeting adj ourned at 8:09 P.M.

AGENDA SUPPLEMENT
3. Public Hearing - Variance Request to Allow More Siqn Heiqht than
Maximum Sign Heiqht Allured, Applicant - Stuart Hoqlund. (G.A.)
A. REFERENCE AND BACKGROUND:
Mr. Hoglund would like to put up an identification sign in excess
of 32' high. The proposed sign is to be located on the new site
for his motel building to be built. This would be within 800 feet
of the freeway, but it doesn't abut the freeway.
B. ALTERNATIVE ACTIONS:
1. Approve the Variance for additional sign height.
2. Deny the Variance for additional sign height.
C. STAFF RECOMMENDATION:
Staff recommends approval of additional height to allow Mr. Hoglund
to put up the proposed sign.
D. SUPPORTING DATA:
Copy of the propoued site to where the motel sign is to be located.

4. Public Hearing - Variance Request to Allow More than the Maximum
Width for a Driveway Access, Applicant - Pump 6 Meter Service. (G.A.)
A. REFERENCE AND BACKGROUND:
Pump and Meter Service will be putting in the new self-service pumps
on the property just east of the existing Tom Thumb building. Tom
Thumb would like to expand to the land next to them to allow truck
traffic, using the same existing entrance into Tom Thumb and exiting
out onto Cedar Street. To exit out onto Cedar Street to come to the
stop sign at the corner of Cedar Street and County Road 17, it would
require an additional driveway width to make the turn onto Cedar Street.
B. ALTERNATIVE ACTIONS:
1. Approve the proposed additional driveway access width from 24 feet
to 40 feet.
2. Deny the proposed driveway access width from 24 feet to 40 feet.
C. STAFF RECOMMENDATION:
Staff would recommend approval of the additional width in the driveway
access from 24 feet to 40 feet but stipulate it with the condition
that once the turn is made that the truck upon approaching the stop
sign would be in the easterly most portion of the driving land on
Cedar Street.
D. SUPPORTING DATA:

5. Public Hearinq - Conditional Use Request to Allow a Pet Shop in
a B-4 Zone, Applicant - Joel Erickson. (G.A.)
A. REFERENCE AND BACKGROUND:
Mr. Joel Erickson, Monticello Area Veterinarian, would like to put
in a pet shop in the now Metcalf and Larson building. Pet shops
are only allowed an a Conditional Use in a B-4 Zone. I don't see
any problems with the pet shop, except that he would have to work
out whatever problems there would be with the owners of the building.
B. ALTERNATIVE ACTIOt].S:
1. Approve the Conditional Use Request to alloy a pet stere in a
B-4 Zone.
2. Deny the request to allow a pet store in a B-4 Zone.
C. STAFF RECOMMENDATION:
The staff recommends approval of the pet store in the B-4 Zone,
with any problems with noise and/or odor from the animals to be
worked out with the owners of the building.

6. Public Heari nq - Variance Request to Allow a 6'6" Open Porch and a
• 2' Garage Encroachment into the Front yard Setback, Applicant -
Larry Kohnert. (G.A.)
A. REFERENCE AND BACKGROUND:
Mr. Kohnert would like to build an attached garage and an attached
open porch onto his existing house. The house is currently set back
from the right-of-way 30 feet, which is allowed in R-1 Zoning. Nr.
Kohnert is seeking a 6'6" Variance for the open porch and a 2 ' Variance
for the garage to extend into the front yard area.
B. ALTERNATIVE ACTIONS:
1. Approve the open porch and garage additions to the house to
encroach into the front yard setback.
2. Deny the open porch and the garage Variance request to encroach
into the front yard setback.
C. STAFF RE CO'/MEN DATIONS :
City staff would recommend approval c f the front yard Variance to
allow the porch and the garage to extend into the front yard eetback.

7. Public Hearing - Conditional Use Request to Allow More than Five,
Includinq Family's Own Children, in One Foster Home, Applicant -
Michael Dahmen. (G.A.)
A. REFERENCE AND BACKGROUND:
Mr. Dahmen currently has five children of his own and would like
to take on one more child, a foster child. In our Ordinance, we
only allow in R-1 Zoning five children, including one's own, for
foster care. Nr. Dahmen is asking for an Ordinance amendment and
also to allow it as a Conditional Use to have more than five children
including one's own in a foster care home.
B. ALTER14ATIVE ACTIONS:
1. Approve the proposed Ordinance amendment and to allow it as a
Conditional Use, more than five children in one foster care home
including one's own children.
2. Deny the proposed Ordinance amendment and to allow it as a
