Planning Commission Agenda Packet 08-22-1983 SpecialAGENDA SPECIAL MEETING - MONTICELLO PLANNING COMMISSION August 22, 1983 - 6:45 P.M. Members: Jim Ridgeway, Fd Schaffer, Joyce Dowling, Richard Carlson, Don Cochran. 1. Call to Order. 2. Approval of the Minutes of the Meeting Held on August 9, 1983. Public Hearing - James Powers - Front and Rear Yard Setbacks and Parking Space Requirements. Mr. Powers submitted a new set of plans for the layout of his proposed building and parking lot with the number of required spaces for parking on it. Mr. Powers is requesting a variance of 20 feet, front and rear yard setbacks, and ordinance re- quires a 30 foot setback. His proposed building would be within 10 feet of the front and rear property lot line. Mr. Powers has indicated to me that he intends also,to put in a driveway off of old Hwy 25 to service the back part of his building, thus not relying on the private access currently used by Dr. Joel Erickson at his vat clinic. Mr. Powers plans indicate that he will have parking facilities for 201 parking places, which 147 will be standard size, 48 would be compact car size and 6 spaces for the handicapped. Ordinance requires one parking space per gross floor area, liar 150 square feet of useable space, one space per 80 square fact of kitchen area, ono apace per 40 square feet of bar and lounge arca. Using the above mentioned parking space requirements to floor area, we would come up with a total of 215 required parking spaces, which would leave Mr. Poweru 14 spaces short of the required amount, therefore, noccoaitating a variance for the number of parking opacou required. However, if we considered his total building as a health center, first and second floor, the total number of opacou required would be 190, therefore, lie would exceed the number of parking spaces by a total of 11. On the enclosed map, down in the southeast corner, he has 13 opacea provided. He dean intend to put curbing along that area, except for an area left out to provide for overflow parking out in a grassed arca which in on the lot currently adjacent to this ono and belongs to Mr. Longley of the Glans Hut. In the northeast corner of the map, it will allow that ho has 48 opacou deuigned to have the blacktop run up to and abutting Mr. bongloy'o bituminous parking lot, and therefore it could be shared by both affeetod property owners. - l - MINUTES REGULAR MEETING - MONTICELLO PLANNING COMMISSION August 10, 1983 - 7:30 P.M. Murphy, representing the Americ-lan, presented his proposal for an addition onto his present building. kr. Murphy is requesting a front yard variance of 12 feet to build the proposed addition to the building to within 18 feet of the front property line. Mr. Murphy indicated that he had reduced the number of rooms from 38 to 36 and that possibly he could get by with a 10 foot variance setback, which would leave no with a 20 foot front yard setback. Anderson aunmitted to the Planning Commission for their review a letter from Reinert Homes, Inc., the property owners for Hi llnide Phase I, in which they stated thou opposition to the approval of the front yard variance requost. They ntatad that the new propoued addition to the existing building would calls, a hindrance to the vi:.,bility oL the inturoaetion of Cedar Stroat and laurinq 1linu. Also, with the number of chiLdrnn that May in the arca, the reduced vi:iibility would be a hazard to Lhe children. Mr. Murphy's Luilding is going to be net in 10 feet from the prooenl building to the west, which would help the vi:,ibility to the souLh. Cammiouion members, taking into consideration the viaihi lity queation, answered that there baing only two buildings on that block with the 10 foot encroachro nt into the tront yard uetbacl, not being a dotiiment to the other affected property, a motion wan made by Don Cochran, ueennded by Joyce Dowling to approve the variance request for a 10 font front yard setback. Mr. Ibberson indicated that Blocher Outdoor Advertising is currently in the process of purchasing the property and stated that the highest and beat use for the property is not the outdoor advertising signs itself, but that the beat proposed use is for the development of the property for industrial purposes. Mr. Ibberson indicated that Blocher Outdoor Advertising's position is to develop the property and not to hang on to the property for its sign purposes. 7Te owner indicated the high cost of the purchase of the land and therefore, it would not be practical to hold onto the parcel for just the location of the advertising sign. The intent of the original ordinance that was adopted was to eliminate al 1 signs on the freeway, and this request is not only a relocation of a sign but is basically constituting a now sign request. Mr. Larry Carter,of MacCarlund Plaza , was also present and indicated to the Planning Commission members that they wo zo in the negotiating stages of selling this property to Blocher outdoor Advertising for the purpoue of having Me two signs located hero but with the otipulation that the property is to be developed at acme point in time. Thu parking require- ments being hard surfacing of the lot, curb and gutter and the number of parking spaces being installed, but with one condition attached to the motion that the church committee after three years set up a meeting with Planning Commission Members for an overall review of the completion of the project.
