Approval of Minutes - February 20, 1979 regular meeting. C v AGENDA SUPPLEMENT 1. Public Hearinq - Consideration of Subdivision of Lot - James Refriqeration. James Refrigeration Company has made an application to subdivide the lot they own on South Highway 25 where the Tom Thumb Store is being built. Currently zoned B-3. Their proposal is to make two lots of the following sized - Parcel "A" 39,465 sq. ft., and Parcel "B" 32,670 sq. ft. Both lots would exceed the 100' front width requirement. One item which should receive particular attention is that which is shown on the enclosed plat plan. In the NE corner of Parcel "A", the proposed driveway would require an easement to get off from Parcel "A" onto County Road #117. At this point, without an easement from Parcel "B", Parcel "A" would be landlocked. Possibly, a consideration should be made to change the lot line to be as shown on the suggested proposal in the reference map. Also, the 10% park dedication fee should be considered. POSSIBLE ACTION: Consideration of recommending approval or denial of this request. REFERENCES: See enclosed map and plat plan. APPLICANT: James Refrigeration Company 2. Consideration of Variance Request from Pylon Siqn ordinance Requirements - Rosawood Corporation. Rosewood Corporation, owner of the Monticello Mall, is requesting a variance to allow the expansion of an existing pylon (free-otanding) sign from 108 square foot to approximately 160 square feet. A variance is necessary in that the Monticello Ordinance only allowo one pylon sign per business, and the shopping center already has two pylon signs. It should be noted, of course, that the two pylon signs that currently exist would be grandfathered in, but the provisions of the ordinance provide that any non -conforming use cannut be expanded or enlarged without a variance. Furthermore, it should be pointed out that a shopping center is allowed to advertise all the individual buoinesocs within the center complex itself through means of wall signs, but the provision that only one pylon sign is allowed in the same as for any other business. Planning Commission - 3/20/79 Enclosed, please find a schematic drawing which indicates the existing sign and the expansion of the sign that is being planned. It should be pointed out that this sign is currently located between Country Kitchen and Kentucky Fried Chicken. In talking with representatives from the shopping center, I did inquire whether they would consider taking down the second pylon sign that now exists, which is just to the southeast of the shopping center complex and visible from I-94. It was felt by the shopping center representatives that they would rather ask for a variance. Monticello City Ordinances do allow a 200 square foot sign that is 32' high in this area, and if approved, the sign plus the addition would still meet the provisions of the Monticello City Ordinance relative to height and square footage requirements of a pylon sign. Consideration of a Variance Application - Electro Industries. Mr. William Seefoldt, of Electro Industries, has applied for the following variances: A. Setback of 16'0" rather than 40'0" as required in an I-1 zone; and B. Waive the hardourfaced parking requirement and only be required to have portiono of the concrete curbing required. As you aro probably aware, the property discussed here lo on the I-94 doadend of Weot River Street, which is a rural typo gravel road, with no sower or water or storm sewer oervice. Mr. Soofoldt io proposing to build a now cold storage warehouoe building, and connoquently, would be required to install hardourfaced parking and concrete curb barriers. however, hio feeling is that an long as thin area is rural in nature with no aorvicen and a gravel road, and that there will be no development on the NSP property across from hio location, that the City would consider waiving the mentioned roquiremento. Mr. Seefoldt to aloo asking that he be granted a variance to build his now building 16'0" from the property lino, rather than the 40'0" required by Monticello ordinance in an I-1 cone. Consequently, Gary Wieber and I have discussed this project in detail with Mr. Seefeldt, and hope we have covered any subjects on which you may have some questions. Additionally, Mr. Seefeldt is going to call City Ball at approximately 8:20 P.M. on the night of the meeting, in case you may want more information from him. Consideration of a Variance to Allow a Garaqe within - 6" of the Proserty Line - Donald 0. Smith. Mr. Donald Smith, of 425 West River (Lots 1 5 10, Block 56), requested a variance to build a garage within 6" of the easterly property line - currently zoned R-2. He wants to replace an existing older garage with a newer one and wants to stay as close as possible to the sideyard property line in order not to obstruct his view of the River from his home and also to prevent removal of a large Oak tree. The abutting property owner presented a letter stating no objection. Ed Schaffor made a motion, seconded by Dave Bauer and passed unanimously to recommend granting this variance. 6. Public Hearinq on Consideration of a Subdivision of Propertv - William Seefeldt. Mr. William Seefeldt of Electro Industries submitted a subdivision request to sell a 1.28 acro parcel to the Monticello Arca Alano Society. Motion was made by Dave Bauer, seconded by Fred Topel and all voted in favor to recommend this request. 7. Monticello Alano Society Requested variances. Monticello Alano Society wants to establish a meeting hall in the building on the 1.26 acres of property they are planning to purchase from Electro Industries (see agenda item 6 above), and they would need the following variances, as requested by Mr. Richard Osowski, representing the Alano group, A. To allow a mooting room within an I-1 zone. B. To allow a septic system on loss than 25 acres, or on 1.28 acres. C. Not having hardourfaced parking and concrete curb barriers. On Item A. the Commiosion felt that the aecluded area would allow for more privacy for the group making the request, and voted unanimously to recommend approval of this item on a motion from Fred Topol, with Bauor'a second. on Item B, the fooling was that the area is aparooly settled and that there probably wouldn't be any further development in that area until sewer and water was available, and at the time sowor was available, hookup would be mandatory. Therefore, Dave Bauer made a motion, ooeondod by Dick Martio and unanimously carried to rocommond this variance request be granted. On Item C. the request for rolieving the hardourface parking and curb barriero requirement was also recommetrdod for granting unantmoualy on a motion from Ed Schaffer, seconded by Fred Topol. The reason for this recommendation was that the use of thio property Lo infrequent and that it is not for the gi.r eral public' o uso.
