AGENDA SUPPLEMENT
Agenda Item 1.At the last meeting of the Planning Commission, Dr.
Kasper requested a public hearing to consider the
rezoning of a parcel 65' x 76' from R -B to B-4 for
a chiropractic office.
Purpose behind rezoning request is that in a B-4
(Regional Business) there are no lot size requirements
or setback requirements, whereas a R -B (Residential -
Business) zone requires a minimum lot size of 10,000
sq. ft. and setback requirements which would prohibit
the use of the lot for the kind of development Dr.
Kasper is proposing.
Additionally, Dr. Kasper needs to provide five off-
street parking spaces according to the ordinance for
a medical office. This is based on the floor area
definition which is the exterior dimensions of the
building less 10% or in Dr. Kasper's case 24 x 32
- 10% = 692 sq. ft. Requirements for a medical office
are three spaces plus one for every &0 sq. ft. with
any fraction over half requiring an additional space.
Enclosed, please find a sketch I drew up allowing for
Sik spaces. Each space should be 9' a 20' accord-
ing to out, ordinance.
POSSIBLE ACTION: After close of hearing, consideration
of recommendation to approve or deny request. If
request is approved the Planning Commission should
also consider approval of scolding permit..
Agenda Item 2.At the last meeting of the Planning Commission a
decision was tabled on a conditional use permit. re-
quest for Jay Miller's proposed four unit family
dwelling until the ordinance relative Co Lot, Area
requirements mould be clarified.
In talking to Howard Dahlgren, he indicated the
ordinance should read in Section 10-3-4-(B) that, a
Multiple Pamily Dwelling Unit, (more than 2 units
but, not including elderly projects) should have
10,01111 square feet plus 2,000 sq. feet per unit as
opposed to the present. readinu of that, section merely
requiring 2,000 square• feet, per unit. Jay Miller's
proposal complies with the present reading but. not. with
the recommended amendment, as his lot, size- is hb' X
I4r5' or 10,8()0 square feet..
POSSIBLE ACTION: Consideration of recommendation to
the City Council on (1) Ordinance Amendment;
(2) Conditional Use Permit for Jay Miller;
(3) If Conditional Use Permit is granted, a side
yard variance of 8 feet is necessary on the east side
towards Minnesota Street.
Agenda Item 3. On Wednesday, June 2, 1 976, the City Council will
hold a special meeting relative to the two proposed
elderly projects.
As you recall, the Planning Commission recommended
the proposed site for John Bergstad's project be re-
zoned to allow for his fifty unit complex and at
the last meeting the Planning Commission reviewed
Mr. Wally Houle's project and recommended a letter
be sent to the Minnesota Housing Finance Agency re-
questing the MHFA consi der funding of the project.
The Monticello City Council. now asks the Planning
Commission to review both sites as it appears certain
the city will not get two elderly housing projects.
POSSIBLE ACTION: Consideration of making a recommend-
ation to the City Council. The Planning Commission
may feel both sites are satisfactory and may want to
recommend to the council they rezone or grant a
conditional use permit as necessary to the site that,
is funded by MAPA.
