Public Hearing - Consideration of granting a condi-
tional use permit. to Dr. Joel Erickson for a pet
clinic in a B-3 district.
At the last Planning Commission meeting, Dr. Joel
Erickson discussed his intentions of opening a
pet clinic in the Monticello Mall and requested the
approval of the Planning Commission.
The proposed location would have a separate out-
side entrance and would not be connected with the
inside Mall area. Also, sound proofing walls would
be constructed to keep noise to a minimum.
Dr. Erickson has indicated that none of the Mall
tenants polled were opposed to this type of business
being located at the Mal I. His intentions are to
operate an outpatient type clinic performing basic
services, with no overnight storage of animals.

with last Planning Commission agenda).
Since our current zoning ordinances do not. have
pet clinics classified as either a permitted or
conditional use in any zoning, district, it would
have to be added as either a permitted or condi-
tiona 1 use.
In discussing this request, with Howard Dahlgren,
his opin.i on was that, animal or pet rl inics should
be al lowed as it conditional use in a 13-3 or B-4
district.
He did not feel, however, that, n shopping center
was the, best, location for an animal pet clinic,
but, he would rather see such an operation located
independc-ntly of other business becauso of noise
and other problems that could arise with such a
business.
POSSI BLE ACTION: After close of Public Hearing,
consideration of adding animal clinics as a condi-
tional use in a 11-3 district. if an animal clinir
is added as a conditional use in a B-3 acne, con-
sideration of approving or denying Dr. Erickson's
request. Por a conditional use permit..
Agenda Item 3. Public Hearing - Consideration of Rezoning a 9
acre parcel south of I-94 between Highway 25 &
Marvin Road.
Mr. John Sandberg, for owner Clara Sweiven, is
requesting that approximately 9 acres located
south of I-94 and west of Highway 25 be rezoned
from R-3 (medium density residential) to B-3
(Highway business). (See enclosed map for
location of property).
Mr. Sandberg is the agent for Clara Sweiven and
is trying to sell this property for her. Pre-
sently, he has no specific business interested in
locating on this property, but he feels that the
property is not really suited for apartment houses
and would be more compatible with the surrounding
area zoned B-3.
Howard Dahlgren has previously indicated that all
areas adjacent to the freeway or major thorough-
fare should not automatically be zoned commercial
as there would not be enough demand for this type
of property. Previous committee consensus was
that parcels of property should not be rezoned
until such time as a specific business proposal
or use was established.
POSSIBLE ACTION: Approval or denial of rezoning
request.

There will be no Veterinarian available at Monticello,
at least to start irith; However there will be a
receptionist at the Monticello Pet Clinic on these
days to make appointments.
2. PErWNM:
a. One veterinarian will be on duty during regular office
hours on Monday, .lednesday, FridgjW and Saturday at the
Monticello Yet Clinic.
b. A receptionist will be on duty six days a week at the
Monticello Pet Clinic.
at The Anoka swat Pet Hospital will be available to the
L:onticello area clients on Tuesdays and Thureidaye.
d. There will no 24 hour a day, 365 days a year emorgancy
service available to the Llonticello Pet Clinic clients
through the combined emorgenop service of the Monticello
Pet Clinic and the Anoka acct Pot Hospital.

a. The Elective surgeries will all be schedbled to be perforced
at the Anoka West Pet Hospital on tuesdays and thursdays.
All such patients will be transported by a veterinarians
or assistant in separate transport cages from the Monticello
Pet Clinic at StOO a.m. ; and returned the same evening
at 6:00 p.m.
b. Seriously Ill or Injured Pets- These patients will either be
transported by the veterinarian on duty during the lunch hour
or at 6:00 p.m.; or by the Pet Owner directly to the Anoka
(lost Pet Hospital.

for extended periods of time in our lobby by following
a closely adhered to appointment schedule system.

Lbnticello Mall facilities wo are more than prepared to
install a charcoal air filter system vented to the exterior
of the building. However with the type of outpatient service
to be uacd in the operation of the Vonticello ret Clinic

to have their pets on leashes or in pet carriers. -'.le

SUBJECT: Housing for the elderly under Section S.
Recognizing the long standing need for low cost
housing for the elderly in this area, we find either
of the proposed projects, the Cedar and 4th Street
project of John Bergstad or the Ridgemont project
of Wally Houle acceptable.
However, we would like to state a unanimous pre-
ference for the Cedar and 4th Street project for the
following reasons:
1. Location.
Itis closer to the downtown area and the
proposed Senior Citizen Center.
It would be a definite addition to the neighbor-
hood; up -grading the area.
It would not add to the traffic at the Ridge-
mont si.to.
It would not require bussing by local merchants
or other groups.
-. Construction.
Itwould have more units - SO vs. 36.
It has Cho kitchen and community room in the
same building.
It would have a high quality of construction with
amenities such as individual balconies, outdoor
recreation area and Uood laundry facilities.
