C SPECIAL MEETING • MONTICELLO PARKS COMMISSION
Wednesday, January 13. 1993. 7 p.m.

Dick Frie noted that the regular meeting of the Parks Commission has been changed
today's date due to scheduling conflicts.
Review Hockev Association plans for development of an ice arena.
Terry Nelson was present to discuss the Hockey Association's plans for
development of an ice arena. He noted that the Hockey Association is
committed to installing some kind of enclosed facility ranging from a simple
bubble to it standard ice arena. Nelson went on to outline potential scenarios
for funding ice arena development. Under one scenario, a $1.2 million facility
could be constructed with the Hockey Association paying $400,000 of that
amount through it loan obtained from local lending institutions. $200,000 of
the amount could be financed through contributions of sweat equity during the
construction of the project. $400,000 - $600,000 would need to be acquired
Cthrough a City issuance of G.U. Bonds. Under this scenario, the facility would
be city owned, however, the operations would be managed by the Hockey
Association. Nelson went on to note that the location of the ice arena would
he on the 10 -acre site north of the school, which would provide adequate room
left over for a water park complex at some point in the future. Cost savings
could be achieved through use of the parking for both the ice arena and the
water park.
Nelson went on to note that in Chisago, the ice arena brings 20,000 people into
the city each winter that wouldn't of otherwise come to town. It also keeps
people in town that would otherwise go out of town to play and watch hockey.
Nelson identified other uses for the community arena which would include:
tennis courts, horse shows, auto shows, basketball, indoor soccer, indoor
walking, etc. In the next few months, the Hockey Association will he seeking
contributions from individuals interested in assisting with financing of the
project.
Dick Frie noted that the Parks Commission is committed to following guidance
provided by the community survey. He is concerned about making any specific
recommendation at this time and recommends that the issue be studied
further. Perhaps a decision on a recommendation to the council could be made

C2. Review the status of the Evergreens, Oak Ridee, and Cardinal Hills plats in
terms of park develoument.
Assistant Administrator O'Neill explained that the park identified in the
Evergreens plat has received approval from the Planning Commission and
Parks Commission (1988 or 1989), and that at this time identification of park
areas with the Evergreens has been already been established. However, the
precise manner in which the Evergreens park will he developed has not been
established. The Parks Commission will play a major role in designing this
facility. O'Neill went on to note that the development of the plat itself is at a
standstill and that it is not known at this time if the project as designed is
viable at all. Therefore, it is possible at some point in the future if the plat is
not developed, the Parks Commission could he given the opportunity to review
the area again for park development under an alternative plat design.
O'Neill informed the Parks Commission that a portion of the Meadow Oaks
subdivision, originally intended for planned unit development, is being
proposed for development under an R- I design (single family). As part of their
proposal, a 12 acre parcel of land will he created in the interior of the
development. The 12 acre parcel is a combination of wet land, storm drainage
areas, and upland areas. In the next few weeks or months, the Parks
Commission will be asked to review the plan in more detail and determine
recommendations with regard to development of Outlot A. O'Neill went on to
note that the park requirement associated wit h the Oak Ridge plat has already
been met with the development of the Meadow Oaks Park and with conveyance
of Outlot A to the City for future use for park purposes. Therefore, the
development has met the park requirement and there is no formal request to
obtain more land with the Oak Ridge plat for development of park areas.
Finally, O'Neill noted that the design of the Oak Ridge plat must he consistent
with the original plan unit development which allowed pedestrian access from
points on the south side of the Meadow Oaks area to park areas located in the
north.
Phase 111 of the Cardinal Hills subdivision was reviewed. It was noted that no
parks are planned with Phase 11 l of the development, and that at some point
in the near future the City Council will need to make a final determination as
to the adequacy of the park area planned with the balance of the Cardinal
Hills subdivision. City Council will he looking to the Parks Commission for
guidance.
Dick Frio noted that the storm drainage retention pond has been used well as
a skating area.

G3. Review trail components of comprehensive olan.
Assistant Administrator O'Neill reviewed a table outlining possible pathway
segments within the city of Monticello. After discussion, the Parks
Commission requested that the trail segments include an implementation
component which would include: time frames, cost estimates, and a segment
prioritization. Larry Nolan requested that the narrative description of the trail
segments be labeled, and that the label be placed at the appropriate position
on a base map. Atter discussion, it was the consensus of the Parks
Commission to conduct a special meeting February 3, 1993. Motion carried
unanimously.
There being no further discussion, the meeting was adjourned.
