REGULAR MEETING - MONTICELLO PARKS COMMISSION

3. Consideration of annroval of minutes of the snecial meeting held
February 3. 1993.
After discussion, a motion was made by Larry Nolan and seconded by Bruce
Thielen to approve the meeting minutes as submitted. Motion carried
unanimously.
4. Consideration of recommendation to Cit.v Council reeardine alternatives for
Citv uarticioalion in funding of an ice arena.
Dick Frie reviewed the recent history relating to this matter. He noted that
a few nights ago, a group representing the Hockey Association, School Board,
Cand City met at the high school to discuss options for financing an ice arena.
He noted that representatives from Lindstrom did an excellent job of
presenting an overview of how their community developed an ice arena. He
also noted that according to the City Bond Consultant and according to
experiences of other communities, it appears that revenue from an ice arena
can support operations expense.
Frie went on to note that the Parks Commission puts great faith in the
community survey and that the Parks Commission is motivated to prioritize
projects that are consistent with the desires of the community as outlined in
the survey. At this point in the meeting, Rick Wulfsteller reviewed the
possible alternatives for funding the arena. The Parks Commission and
representatives from the Hockey Association discussed at length possible
alternatives for funding the ice arena. Bruce Thielen was concerned that the
rest of the Parks Commission was not in attendance to discuss this matter.
Larry Nolan was concerned that approval of City funding of the ice arena
would draw away from funds available for other recreation activities that
might be more widely supported by the community.
After discussion, a motion was made by Bruce Thielen and seconded by Larry
Nolan to recommend that Council adopt the attached resolution granting
r conditional authorization to conduct the general refcrenrium on the issuance
of jail bonds for community arena as follows. Motion carried unanimously.

Review revisions to Oak Ridge Preliminary Plat.
Assistant Administrator O'Neill provided a copy of the grading plan and
preliminary plat of Oak Ridge development. He noted that some of the
changes recommended by the Parks Commission at their February 3, 1993,
meeting have been incorporated into the revised plat. For instance, Oudut A
was enlarged by extending it deeper into lots along Meadow Oak Drive; access
to Oudot A was approved by cutting an opening into Outlot A between Lot 12
Block 3 and Lot 1 Block 6. He also noted that city staff is working with the
developer toward redesigning the grading plan in a manner that will allow
preservation of as many trees as possible, details of this plan to be worked out
with the Planning Commission.
There being no further discussion, the meeting was adjourned.

RESOLUTION GRANTING CONDI IO A O \RIZATION
TO CONDUCT A GENE FERENDUM
ON THE MUANCE OF .0. ONDS FOR

WHEREAS, Monticello City CouncihAi Parks Commission have reviewed various
options for development and 6nancind of a community arena; and
WHEREAS, based on the fmancial performance of other similar arenas, it has been
determined that facility design and construction features necessary to attract users
and thereby generate revenue requires a capital investment of $1,000,000 in the
primary structure and fixtures; and
WHEREAS, Monticello City Council has received a recommendation from the Parks
Commission to approve this resolution based on its research on the matter.
LET IT, THEREFORE, BE RESOLVED THAT the Monticello City Council hereby
commits to authorizing a general referendum on the sale of general obligation bonds
Cin the amount of $850,000 at such time that the following steps are achieved.
1. The Hockey Association must obtain a legally binding commitment from
the Township to pay die City an amount equal to the tuwaship's share
of debt service on $450,000 based on relative market values of the City
and Township.
2. The Hockey Association shall secure $100,000 in cash and donations to
supplement the $850,000 bond and shall commit a minimum of $50,000
in sweat equity labor toward construction of the facility.
3. The Hockey Association shall pay for the cost to conduct the general
referendum.
4. The Hockey Association shall obtain a commitment from the School
District to provide the City of Monticello with the proposed 10 -acre
community arena site located at the northeast corner of the school
campus area.
5. The Hockey Association shall obtain written commitments from various
associations and organizations that desire to rent ice from the facility.

6. Land use issues regarding zoning, conditional use permits, and site plan
design shall be resolved prior to authorization to conduct the
referendum.
7. A plan for funding yet undetermined expenses associated with
construction of the facility such as utilities construction, parking lot
development, site preparation, and other miscellaneous expenses must
be established and approved by Council.
LET IT ALSO BE RESOLVED THAT potential funding of park facilities development
associated with Parks Commission planning and priorities shall be set apart from the
Monticello Community Arena program and will not be affected in the event the
general referendum is successful.
