REGULAR MEETING - MONTICELLO PARKS COMMISSION
Wednesday, March 17, 1993 - 7 p.m.
Members Present: Fran Fair, Bruce Thielen, harry Nolan, Dick Frie, Roger Carlson,
Brad Fvle
Members Absent: None
Shelly Johnson, Kay Douglass, Joel Vel, and Cheryl Fuller were in attendance to
discuss their plans for development of a restroom facility adjacent to the Pinewood
Playground. Joel Vel stated that about a year ago he drew up a plan for restroom
facilities for the facility. The design of the structure is very simple. It can he
constructed at minimal cost. It is also designed to he vandal -proof He expects that
the total cost of the facility will amount to approximately $8.000.
Dick Frie asked if the facility will he seasonal and wondered if the industrial arts
class could assist with construction of the facility. Shelly Johnson stated that school
district could take a look at having the industrial arts class work on the project. He
noted that the school district itself can handle funding of the project. He stated that
the facility will also be used on a seasonal basis. It will include two stalls, each of
which being unisex stalls. Finally, Johnson noted that providing sewer access to the
facility is the difficult issue.
After discussion, a motion was made by Bruce Thielen and seconded by Fran Fair to
support the plan to develop a restroom at the Pinewood School site and include such
support within the details of the comprehensive plan for park development in the city
of Monticello. Motion carried unanimously.

Assistant Administrator O'Neill reviewed the proposed classification system
used to identify the different types of pedestrian and hikeway paths. The
classification system as proposed is a system used by many other communities
in the state of Minnesota. A Class I path is an 8-(t wide bituminous pathway
used for both pedestrian and bikers. A class If pathway is an on -road path, on
a paved and striped shoulder. Generally, no parking is allowed within the
striped area. A class I IS pathway is one in which a paved shoulder exists for
bikers, and a separate sidewalk is available for pedestrians. The class III
pathway is simply it city street with a sign designating the street as a bike
route with no on -mad striping;. Also, parking is generally allowed on a
class III pathway as opposed to a class 11 pathway where parking along the
bikeway is discouraged in most cases.
O'Neill went on to review individual pathway segments contained within the
overall plan. ['arks Commission reviewed the segments in detail. O'Neill
noted changes to the segments identified as the discussion progressed.

O'Neill went on to review the information he received regarding the potential
of obtaining grant funds through the Intermodal Surface Transportation
Efficiency Act. O'Neill informed the Parks Commission that $7 million to $10
million in federal funds have been obtained by the State of Minnesota for
distribution to local units of government to be used with development of
pathways and bikeways. O Neill went on to outline the proposal to construct
a major portion of the proposed pathway system through acquisition of federal
dollars.
The Parks Commission reviewed the grant application form, which included
qualifying criteria and priority criteria. It appeared evident that a city
bikeway project along the Creat River Road would meet many of the qualifying
criteria and would score high in most of the priority criteria categories.
O'Neill stated that in order to meet the time lines for submittal, the City
Council will need to review the grant application at their meeting on April 12,
1993. Therefore, there is a need to call a special meeting of the Parks
Commission for Wednesday, April 7, at 4:30, for the purpose of reviewing the
application in detail and making final changes prior to submittal to the City
Council and MN/DOT.

After discussion, a motion was made by Fran Fair and seconded by Larry
Nolan to approve the concept of developing an application for ISTEA grant
funds and to call for a special meeting on April 7, 1993, for the purpose of
reviewing and making recommendation to City Council regarding the final
grant application.
There being no further business, a motion was made by Roger Carlson and seconded
by Bruce Thielen to adjourn. Motion carried unanimously.
