Parks Commission Minutes 12-02-1992MINUTES SPECIAL MEETING - MONTICELLO PARKS COMMISSION Wednesday, December 2,1992 - 7 p.m. Members Present: Fran Fair, Dick Frio, Larry Nolan, Roger Carlson Members Absent: Bruce Thielen; Brad Fyle, Councilmember The December 2 meeting minutes are a continuation of the agenda prepared for November 18, 1992, The Parks Commission began their discussion with item #4 of the November 18, 1992 agenda. 4. Review nreliminary draft of comnrehensive plan introduction/park inventorv. Assistant Administrator O'Neill reviewed the draft of the comprehensive plan introduction and park inventory. The Parks Commission made adjustments to various sections of the introduction and inventory and directed City staff to amend the document accordingly. At this point a general discussion ensued regarding the nest phase of the comprehensive plan preparation, which includes preparation of data identifying park and recreation needs in the city of Monticello. After discussion, the Parks Commission directed staff to prepare information relating to the following areas. Facilitv Guidelines O'Neill was asked to review city facilities in terms of national guidelines established by the National Parks and Recreation Association and compare city facilities to the recommendations made by the LCMR. This information will help the Parks Commission determine which city facilities match the standard minimum requirements. Citizen Survev O'Neill was asked to include a summary of the survey findings in this section of the report. This information can identify facility needs. Page 1 Special Parks Commission Minutes - 1212192 Demoeraohic Trends O'Neill was asked to provide an analysis similar to that completed in the Otsego Comprehensive Plan, which analyzes facility development needs in terms of trends in the growth of the population. An analysis of the impact on parks and recreation due to the demographic trends was requested by the Parks Commission. Finally, O'Neill was asked to prepare a graph of a proposed listing of park and recreation needs. This listing will be then reviewed by the Parks Commission at the next meeting.
