MINUTES
P REGULAR MEETING - MONTICELLO PARKS COMMISSION
l December 16, 1992 - 7 p.m.
Members Present: Bruce Thielen, Roger Carlson, Dick Frie, Fran Fair
Members Absent: Larry Nolan
1. Consideration of aauroval of meetine minutes of meetine held December 2,
1992.
After discussion, a motion was made by Roger Carlson and seconded by Fran
Fair to approve the meeting minutes as submitted. Motion carried
unanimously.
2. Continued discussion of the Monticello Comnrchensive Plan for Park
Develoument.
Dick Frie mentioned that the agenda for the meeting should follow the agenda
provided at the previous meeting. The group then made the following general
conclusions with regard to policies and goal setting within the comprehensive
plan. Assistant Administrator O'Neill reviewed a park inventory worksheet
and asked for Parks Commission comments. Parks Commission comments
were as follows:
• No land under power lines or wetland should be accepted as park land.
• No parks landlocked in back yards should he accepted as park land. All
parks should have street access on at least two sides.
• Montissippi Park should he taken out of the City's inventory of available
parkland.
• There is a need to develop undeveloped park land in order to achieve a
proper level of park land developed per person within the city. Cardinal
Hills Park is a major candidate along with Outlot A of Meadow Oaks.
Progress on development of Cardinal Hills Park should be accomplished
in 1993, and in 1994 the budget should reflect development of Outlot A
of Meadow Oaks. The park inventory prepared should also include a
provision for rating each park. It was noted that the quality of
neighborhood parks will have a hearing on where future park resources
are focused and pathway development should be developed in areas
where park facilities are poor. Pathways developed would lead to areas
within the community where parks are of higher quality.

• It was recognized that the total number of ballfields used for softball,
baseball, soccer, football, etc., appears inadequate; however, it was also
recognized that perhaps scheduling could be improved to fully utilize
each facility.
• The group discussed the manner in which the present fields are being
utilized. It was determined that the field efficiency is brought on
somewhat because of the fact that most of the organized play during the
summer occurs during after hours when parents are available. If
coaches were brought on to assist with programming, the fields could be
utilized during the daytime, thereby reducing the pressure to develop
more fields. The Parks Commission discussed the potential need to
develop a park program at some point in the future.
The comprehensive plan should promote the use of existing fields for multiple
use, including soccer and football but keep in mind the possibility of dedicating
some fields for specific uses as the need arises.
The comprehensive plan should identify a policy for working cooperatively with
the Hockey Association for development of an indoor ice arena if the arena
proposal is consistent with needs and cost limitations as identified in the
csurvey.
l• Alter discussion, a motion was made by Fran Fair and seconded by Roger
Carlson to continue the discussion of the comprehensive plan to the special
meeting of the Parks Commission scheduled for December 29, 1992, at 4 p.m.
Motion carried unanimously.
