SPECIAL MEETING • MONTICELLO PARKS COMMISSION
Tuesday, December 29, 1992 • 4 p.m.
Members Present: Dick Frie, Bruce Thiclen, Roger Carlson, Fran Fair
Members Absent: Larry Nolan
Also Present: Mark Fluharty and Jerry Nelson
Receive uudate from Monticello Hockev Association.
Mark Fluharty and Jerry Nelson were in attendance to review recent research
that they have conducted on development of enclosed skating facilities. They
noted that they ore planning to take a trip to Marshall, Minnesota, to look at
an ice sheet enclosed by an inflatable bubble. They hope to obtain detailed
information as to cost to construct this type of facility.
In their presentation they noted that the Hockey Association will he striving
to develop a low cost facility ranging from $500,000 to $800,000. It is their
view that the funds for ice time and the gas money spent when using facilities
in other communities could he sufficient to pay for a major portion of an arena
located in Monticello. Nelson and Fluharty emphasized that they are not
C trying to strong arm the Council or the Parks Commission into agreeing to any
particular plan and they want to make sure that the Parks Commission and
City have the opportunity to be involved if they feel that it is in the best
interest of the City to work cooperatively on the matter. Nelson indicated that
it is imperative that the Hockey Association develop an ice arena in Monticello.
Driving has just become too excessive. They are not looking for a fancy
building and are willing to do it on their own. Their goal is to have ice by next
fall. They want to educate people about the benefits of hockey. If we can get
something out of it, that would he great.
Dick Frie thanked Nelson for his presentation. It was the consensus that the
Parks Commission would be open to listening to the results of further research
being conducted by the Hockey Association on design and methods of financing
ice arenas.
2. Continue discussion • comprehensive plan.
Assistant Administrator O'Neill reviewed the inventory and needs analysis
worksheet with the Parks Commission and made modifications and changes
as the narrative was reviewed. O'Neill noted that the suggestions made by the
Parks Commission will be included in the next revision of the worksheet.
Comments on the worksheet are as follows:
CFallon Avenue Park serves a useful purpose by providing a park arca for
nearby high density apartment areas.

• The Fast Bridge warming house should be completed in 1993 along with
the redesign of the skating area.
• It is not necessary to enlarge the parking area at 4th Street Park.
• The City should look at developing a park somewhere in the vicinity of
the Brennen property which would serve the southwest district and
southwest corner of the central district.
The City should consider converting the site of the bulk oil Lanka to a
central park.
A motion was made by Fran Fair and seconded by Bruce Thielen to adjourn the
meeting and continue comprehensive plan discussion to an upcoming meeting.
