Members Present: Roger Carlson, Larry Nolan, Bruce Thielen, Fran Fair, Steve
Andrews.
Staff Present: Jeff O'Neill, Roger Mack, Wanda Kraemer
1. Call to order.
The meeting was call to order by acting chairperson Larry Nolan.
Welcome Steve Andrews. newly anointed Park's Commissioner.
Appoint chairperson and actine chairperson.
Before the nomination there was discussion on how long the term of
chairperson should be. It was agreed that each year at the 1st meeting in
January the chairperson be elected.
FRAN FAIR MADE THE MOTION TO NOMINATED BRUCE THIELEN
TO BE THE CHAIRPERSON FOR THE PARKS COMMISSION.
SECONDED BY ROGER CARLSON. Motion passed unanimously.
BRUCE THIELEN MADE THE MOTION TO NOMINATE LARRY NOLAN
FOR ACTING CHAIRPERSON. SECONDED BY FRAN FAIR. Motion
passed unanimously.
Consideration of addinUvenda itemq.
Roger Mack, Park Superintendent, brought to the attention of the
commission that he had received a phone call from a resident in the
Cardinal Hills area inquiring about the possibilities of building a BMX bike
track in a city park and would like the commission to comment on this item.
Consideration of approving the minutes for the meetings held Februsrq
15th and March 15th.

LARRY NOLAN MADE A MOTION TO APPROVE THE MARCH 16TH
MEETING MINUTES WITH THE NAME CORRECTION. SECONDED BY
ROGER CARLSON. Motion passed unanimously.
6. Consideration of allowine Battle Rapids Townhouse Association to "brush
out" the Battle Reoids Park.
Jeff O'Neill, Assistant Administrator, received a phone call from a resident
of the Battle Rapids Townhouse Association asking permission for the
association to improve their view of the river by thinning the trees and
brush in the park. They would also like to clear the deadwood and create a
more manicured look.
After discussion it was agreed that the park should be left in the natural
state. The heavy brush and foliage is a habitat for wildlife and is needed
for erosion control along the riverbank Roger Mack, Parks Superintendent,
would inspect the area for deadwood and decided if this should be removed
by the public works department.

A LETTER DENYING THE REQUEST OF THE BATTLE RAPIDS
1 TOWNHOUSE ASSOCIATION BECAUSE THE BRUSH AND FOLIAGE IS
A HABITAT FOR WILDLIFE AND IS NEEDED FOR EROSION CONTROL
ALONG THE RIVERBANK SECONDED BY STEVE ANDREWS. Motion
passed unanimously.
7. An update gn the ioint olannine meetine between the citv and the school
arse rd'no the community center.
The committee which consisted of Bruce Theilen, Parks Commission; Clint
Herbst, City Council; Dick Frie, Planning Commission; and Jeff ONeill,
Assistant Administrator met with the school board on possibilities of joint
facilities. ONeill and Thielen reported the meeting went well and they did
plan to attend future meetings. The next meeting is Wednesday, April 26th
at 7:00 at the school.
8. Comprehensive plan update.
Jeff ONeill, Assistant Administrator, reported to the Commission that there
would be a comprehensive plan meeting with the Planning Commission,
City Council, HRA, and the Parks Commission. There will be five or six

C major topic areas that will be studied in depth. It would be beneficial for
the parks commission members to attend. The group was concerned that
the council chambers would be too small for this meeting. Larry Nolan,
Parke Commissioner, would check into the training center for the joint
meeting.

The bids were let on April 11, 1995 with Buffalo Bituminous and City
Council will awarded the project on Monday April 24.
10. Sir program update.
Jeff O'Neill gave an update on the soccer program. There were 260 children
that signed up which will involve about 20 teams using 10 fields at each
practice. The middle school will accommodate most of the fields and the
Dahlheimer Distributing Company has given permission to use their arcs
for two more fields. As the program grows there will be a need for a larger
site. ONeill reported that the number of players interested was very
encouraging and the couchs and players seem very enthusiastic.

A. BMX Bike Trail Request
Roger Mack, Parks Superintendent, received a call from a resident
that expressed interest in a BMX bike track. The BMX bike tracks
are usually built in an area with hills and rough terrain. After
discussing what type of track the BMX bikes would need it was
decided thet this activity would not be a priority at this time. If
there is a group request in the future a more in depth study could be
done.
B. Tour of Monticello City Parks
Fran Fair suggested a tour of the park areas. This would help the
entire group inventory each park and also have a realistic view of
future budget items. The tour of the parks will be at the next
meeting May 17th at 4:30.
