City Council Minutes 07-10-2017 SpecialMINUTES SPECIAL MEETING — MONTICELLO CITY COUNCIL Monday, July 10, 2017 — 5:30 p.m. North Mississippi Room City Hall - Monticello Community Center Present: Brian Stumpf, Jim Davidson, Bill Fair, Charlotte Gabler, Lloyd Hilgart Absent: None Others: City staff. Jeff O'Neill, Wayne Oberg, Angela Schumann, Shibani Bisson, Rachel Leonard, Tom Moores, Sarah Rathlisberger, Tracy Ergen, Matt Theisen, Carolyn Granger, and Jim Thares 1. Call to Order Mayor Brian Stumpf called the special meeting to order at 5:30 p.m. 2. 2018 Budget Introduction Wayne Oberg, Finance Director, introduced budget discussion for 2018. He led the presentation with a projected schedule for the budget process, levy information, and potential budget impacts. These impacts include the possibility of additional police hours and new hires of Public Works Director, Engineer, and Full-time Fire Chief. The forinat for budget presentations will relate to the newly developed strategic goals. The goals are: Create and Preserve Sustainable Livability; Build a Connected Community; Strengthen Our Image as a Destination; Support a Vibrant Economy; Be a Regional Leader; and Invest in People. 3. Budget Presentations Wayne Oberg presented the Hi -Way Liquors budget. The presentation touched on the liquor store's involvement in the community and Chamber of Commerce, the contribution to city funds, and workload measures. Carolyn Granger, Deputy Registrar Manager, presented the DMV budget. She revealed perfonnance measures for the DMV along with measurable workload items. Wayne Oberg commented that the DMV processes more transactions with fewer hours worked versus previous years due to the good management of the department. 4.
