MINUTES MONTICELLO HOUSING AND REDEVELOPMENT AUTHORITY Wednesday, February 12, 1992 - 7:OOPM City Hall MEMBERS PRESENT: Chairperson Al Larson, Lowell Schrupp, and Ben Smith. MEMBERS ABSENT: Everette Ellison and Tom St. Hilaire. STAFF PRESENT: 011ie Koropchak. STAFF ABSENT: Rick Wolfsteller and Jeff O'Neill. 1. CALL TO ORDER. Chairperson Larson called the HRA meeting to order at 7:03 AN. 2. CONSIDERATION TO APPROVE THE JANUARY 18, 1992 HRA MINUTES. Lowell Schrupp made a motion to approve the January 11.5, 1992 HRA minutes, seconded by Ben Smith and with no corrections or additions the minutes were approved as written. 3. CONSIDERATIOP OF AN UPDATLK ON REQUAST FOR PPOPOSAL FOR ABOVR GROUND CLEAN-UP AND TANK REMOVAL/ SAMPLING OF THE GILLS PROPERTY. Koropchak reported of her conversation with the County Auditor regarding the property tax forfeited Gille Parcel. The County Planning Commission Is checking on PCA guidelines, and on liability and Environment Assessment issues. At this time, the City has not been notified of the land use, land classification, or land valuation. After land valuations are determined, it is the intent of the County Auditor to hold one Public Sale for all forfeited property. Koropchak further reported of her conversation with Catherine Serier (297-8879) of the PCA office. Inorder to comply with the State's requirement, Koropchak has requested a current list of certified contractors to mail a requeot for proposal for the removal of fuel tanks and necessary samplings. An Environmental Assessment should include a history of the property, a view of the property, a work plan, and estimated costs. These costa are not covered by the Petro Fund but are the liability of the responsible party. Fuel tank leak/contamination clean-up costs can be recovered up to 90%. if PCA Guidelines are followed. HRA MINUTES 2-12-92 For other contamination such as fuel or oil spills from a body shop business is referred to as "solvents" and those clean-up costs are not covered by the Petro Fund. Those costs are covered under the Super Fund Law which does not reimburse costs but allows the State to go after the responsible party for payment or collection. This is with the Property Tax Technical Assistance Program, Jerry Stackey, 297-1459. The HRA agreed on the need to follow the PCA's requirments and not to duplicate any County research therefore recommended staff contact qualified contractors for estimates to complete an Environmental Assessment and to follow up on the Super Fund Law. 4. CORSIpERATION TO DETERMINE SITE LOCATIONS FOR THE COTTEOE HOME HOUSING CONCEPT. Koropchak informed the RRA that Ben Smith and herself had viewed several sites as a preliminary start for the HRA to consider as possibilities for the cottage home housing concept development. Koropchak felt inorder to market a development of upscale quality the location becomes an important factor. Additionally, to establish a TIF Redevelopment District it must meet the substandard (blight) requirements and to establish a base value the property would require one year HRA ownershlr. Costs for the project would include property acquisition, demolition, and relocation. A preliminary figure of estimated taxes to be generated by seven homes with a estimated marks t value (EKV) of 8103,700 would be approximately $9,000. Based on the site plan shown the HRA the previous month by Prestige Builders, seven cottege homes were developed in a straight line on a parcel 75 feet by 330 feet or on 24,750 sq ft. Therefore, a Monticello parcel of one street length 330 feet and two 66 ft lots for a total of 43,560 sq ft should be sufficient for development and to comply with Monticello setbacks (Example Block 33). One-half block would consist of one street length 330 feet and 165 feet for 54,450 sq ft. With the use of a+n overhead, the HRA reviewed the information on Blocks 54 and 55 along River and Front Streets between Walnut and Linn. Lots 1, 2, 3, 4, and 5, Block 55 consists of four property owners and has a total EMV of 6212,600, this was earmarked as the most attractive area by the HRA. Next, the HRA reviewed the information on Blocks 9, 10, and 11 along Fifth Street between Linn and Vine. Smith and Koropchak Page 2 HRA MINUTES 2-12-92 considered this area, of those viewed, to beat fit the blight requirements and the EMV's were comparatively lower. The easterly Lots of Block 33: Lots 4, 3, 6 were earmarked by the HRA as the most convenient location to the commercial areas. The redevelopment would consist of three property owners and has a total EMV of 9139,800. Block 29 had been viewed by Smith and Koropchak, however, not presented to the HRA. The HRA was most interested in the areas of Block Sb and Block 33 and agreed to further look at sites along East Broadway and Block F. b. coxsrDERATZON TO ELECT 1992 HRA OFFICERS: CHAIRPERSON AND VICE CHAIRPERSON. The HRA appreciated the well-prepared reports and acknowledged having received the Star City required reports. The HRA noted the number of times property taxes were mentioned. 6. OTHER BUSINESS. Reference and Backaround. On Monday, March 9, Mr. Tom Scherer, a representative for Dr. Charles Ehlen of St. Cloud visited my office on a referral from Chairperson Larson. Dr. Ehlen is the owner of the Monticello Post Office Building which currently has an estimated market value of $193,900 and generates annual taxes of $6,888.98. It is my understanding that Mr. Scherer is looking for city/HRA/group recommendations and support to the location of the Post Office and requested to be on the HRA agenda. The current facility located along West Broadway is approximately 3,600 sq ft. The proposed site on East 7 Street (east of Burger King) Is approximately 8 acres with the intent of the US Government to construct a 7,000 sq ft building (tax exempt). Some thoughts for the HRA to consider: 1. Potential vacant building in downtown area. 2. Lose of downtown pedestrian traffic and Impact to downtown businesses. 3. Convenient and within walking distance. 6. Central location. 6. Vehicle traffic. 6. Future needs of poet office. 7. Adequate site size. 8. Expand at location or new downtown location. 9. Time frame. Information will be available at the HRA meeting as to the boundary linea of TIB Redevelopment District e2. Dr. Ehlen and Mr. Scherer were present at the City Council meeting of Monday evening, March 9th. The council adopted a resolution in support of the two parties (Dr. Ehlen and the US Poot Office) working together to retain the local post office In a downtown location. They further suggested that the Individuals complete a public survey of the citizen's desire. Again, Mr . Scherer Is looking for a recommendation and support to the location of the poet office. A. Reference and Backaround. Last week Al Larson, Everette Ellison, and Boropchak toured Monticello for additional potential sites for redevelopment and construction of the cottage home housing concept. The enclosed may and information of property owners, estimated market values (EMV), and property size has been color -coded for your convenience. After the HRA has agreed to earmark two or three locations, then I suggest we invite Prestige Builders to take a look at the locations for adequate development size, compliance with city ordinances, and marketing features. In the same time, preliminary numbers for costs and TIF assistance will be determined. I assume once the NRA and the developer has determined the project's location, agreed upon the level of TIF assistance, and the project area has qualified as a Redevelopment District; the HRA or the developer may want to meet with the property owners regarding the project concept. Recommendation is for the HRA to earmark two or three locations for Prestige Builders to consider. Enclosed is a copy of the letter mailed March 6 to certified tank removal contractors and a list of those contractors. March 6, 1992 Service West Contracting P 0 Box 31 Elk River, MN 88330 Dear Sir: On behalf of the Monticello Housing and Redevelopment Authority (HRA), I ask your company to submit a response to the HRA's request. The HRA requests a cost estimate for the completion of an Environmental Assessment or Property Inventory of a 1.77 acre site which would meet both the Minnesota Pollution Control Agency (MPCA)/Petro Fund and the Environmental Protection Agency(EPA)/Super Fund Law requirements. Prior to the opening of Interstate 94, the mayor route between the Metro and St. Cloud was Highway 182 and during those years the property housed a cut-rate gas station and repair facility. It is my understanding, that the gao station sold diesel, regular, and premium gasoline. I have been told the underground tanks were pumped dry and filled with sand, however, this has never been verified. I believe the concrete islands still remain. The property has never been served with City sewer and water, consequently, a private well sand septic system exist somehwere on the site. The residential properties to the Immediate east and west also have private oyetemo. In about 1977 the property changed ownership and a auto repair and restoration shop was in operation until about a year ago. At one time nearly one -hundred vehicles were parked on the site. Currently, the property has been forfeited to the State of Minnesota by the Wright County Auditor's Office for property tax forfeiture. I don't believe the underground tanks have ever been registered at the County or the PCA. Service West Contracting March 6, 1992 Since the propety is located in the City of Monticello, the HRA is interested in this parcel for a possible Redevelopment District, but they have no plans to be the responsible party for tank removal, sampling/boring, or clean-up costs. However, at this time they are requesting cost estimates, only, for completion of a required Environmental Assessment or Property Inventory Study which will be used as a planning aid. As a MPCA Certified Underground Storage Tank Contractor, please submit cost estimates to complete the following: I. Property Audit (History) II. Environmental Assessment and/or Property Inventory: A. Locate and show location all underground tanks and state number of underground tanks. B. Verify if the underground tanks were pumped dry and filled with sand. C. Locate gas dispenser islands and state number of Islands. D. Estimate costs for tank(s) removal including permits and disposal, concrete removal, and site restoration. E. Determine the number of soil samplings, borings, or tests required to determine soil contamination due to petroleum tank leaks and due to solvent leaks or spills such as battery lead, oil/brake fluids, and metal scraps as required by law. F. Estimate costs for number of soil samples/boringe/tests (lateral and/or vertical) Including a qualified technician's time, equipment rental, certified chemistry or lab testing/analysis and paper/reporting costs as required by law. 0. Locate existing water wells on the property. H. Determine the number of water samplings, borings, or testa required to determine contamination of ground water or nearby drinking water inclusive of estimated costs. I. Estimate the costa for completion of an Environmental Tank Cloeure Report. J. Determine and estimate all costs, not limited to the above list, which may be required by the PCA or EPA for underground tank removal and sampling to determine contamination of soils due to petroleum or solvent leakage/spillage.
