CONSIDERATION TO REVIEW MCP RECOMMENDATION FOR APPROVAL TO ENTER INTO A CONTRACT WITH HOISINGTON KOEGLER GROUP INC. 3. OTHER BUSINESS. 4. ADJOURNMENT. HRA AGENDA .L APRIL 11, 1996 At the HRA meeting of April 3. 1996. HRA members were updated on the progress for hiring a consultant firm for the purpose of preparing a study/plan for the redevelopment of the community/riverfront. HRA members were informed of the agreement and recommendation made by those members present from the HRA and MCP on April I, the agreement and recommendation was for the HRA, Lois Maus, and Bob Bowen meet with the consultant firm of Hoisington Koegler for the purpose of defining the scope of services and negotiating a not -to -exceed fee of the contract. Said meeting date was set for Friday. April 5, 1996, 1:00 p.m. Additionally, at the April 3 HRA meeting, HRA members approved a motion requesting the MCP Chairperson provide a written recommendation to the HRA recommending the HRA consider approval to enter into a contract with a said - named consulting firm. Following preparation of the contract, HRA Attorney Bubul i to review the contract. HRA members Al Larson and Roger Carlson, MCP members Blob Bowen, Lois Maus, and Dick Frie, and Assistant Administrator Jeff O'Neill met with Michael Schroeder of Hoisington Koegler on April S. As per the agreement of those individuals in attendance, Hoisington Koegler was to prepare the contract. It is anticipated that the prepared contract will be faxed to the City on Thursday. April It. Assuming receipt of the letter of recommendation from MCP Chairperson Bowen. the HRA should consider the following alternatives. B. Alternative Action: A motion authorizing the Monticello IIRA to enter into a contract with the consulting firm of Iloisington Koegler Group, Inc. for the purpose of preparing a study/plan for redevelopment of an area to he determined, inclusive of the downtown and riverfront. Motion subject to review and approval of the contract by IIRA Attorney Bubul. HRA AGENDA APRIL 11, 1996 2. A motion denying the authorization to enter into a contract with Hoisington. A motion to table any action. C. Assuming the contract has been prepared as agreed upon by those in attendance at the April 5 meeting, recommendation is for Alternative Action No. I. The recommendation coincides with the HRA objective to complete a plan for redevelopment of an area to be determined, inclusive of the downtown and riverfront. As part of this mission we request that the Monticello HRA enter into a contract with the consulting firm of Hosington Koegler Group, Inc. (HK91) for the purpose of assisting the MCP in preparing a plan for redevelopment of our community. We met with Michael Schroeder, V.P. HKgI on Friday, April 5 and he agreed to a process for integrating MCP Committee tasks Into HKgi's proposal. We look forward to your decision.
