Public Hearing for the diSmsition of lands described as 1310 West Broadway and the
a=val relating thereto.
A. Reference and Back$mund:
PUBLIC HEARING
This a public heating, Chairperson Larson shall open the public hearing for comment
and questions.
Prior to the HRA selling property, a public hearing must be held for the disposition
of those lands. The notice for this public hearing appeared in the Monticello Times,
on June 20 and 27. 1996. The described lands are located within the boundaries of
Central Monticello Redevelopment Project (CMRP) No. I and will be utilized for
redevelopment and the construction of twin -homes. The disposition of the lands
meets the objectives and goals of the HRA and the City's Comprehensive Plan.
As you will recall. 1310 West Broadway includes the PID#s of 155.5(X)-0334(12 and
155-500-033400. These are the City -owned parcels previously known as the Gille
property. 'Rte City will deed the parcels to the HRA via a Quit Claim Deed and the
HRA will deed the parcels to the redeveloper. John Komarek dba Cedrus Creek
Craftsman. Inc., via a second Quit Claim Deed. The HRA will purchase the parcels
from the City for S40,(XX) ($25.(X10 from non-restrictive funds and $15.(XX) from
restrictive funds) and sell the parcels to the redeveloper for 51.00. The Prairie West
Project Analysis determined the Praire West 2nd Addition was not financially
feasible without the assistance of TIF and the City -owned parcels. Parcel# 033402
will be located within the TIF District and parcel# 03341X1 will be located outside
the TIF District but within the CMRP boundary.
The 540,000 is payable at time of closing (scheduled for July 1) or in no case later
than August I. 1996. Said closing will be simultaneously with the closings of the
Hanawalt. Banyai, and Katzmarek properties. Construction of minimum
improvements in Phase I and II of Prairie West Ist and 2nd Addition shall be
completed by December 31.2(X11.
If the terms and conditions for conveyence of piny as described within the
Private Redevelopment Contract are met, the redeveloper hopes the closings will
take place directly following this public hearing.

After hearing comments and questions, the public hearing should be closed. The
HRA shall then consider the following alternatives.

Contract between the HRA, the City, and Cedrus Creek Craftsman, Inc.

The Housing and Redevelopment Authority (HRA) in and for the City of Monticello is a
rive -member commission appointed annually by City Council whose role is to coordinate.
facilitate, and implement proposals and commitments of current property owners, new
developers, and investors who wish to reinvest or invest in the area's future. Significant and
appropriate projects may receive financial assistance for certain types of development costs
through a tool known as Tax Increment Financing (TIF). Among the purposes of TIF are
the redevelopment of blighted areas, the construction of housing for low -and moderate -
income individuals and families, and the stimulation of economic activity in our community.
Recceotly, the HRA provided TIF assistance to the following projects: Mississippi Shores
(49 -unit senior housing), River Mills Development (elimination of gravel pit), and numerous
industrial development and expansion projects. Additionally, the IIRA hired the firm of
Hoisington Koegler Group, Inc. to assist the Monticello Community Partners (MCP) in
preparation of the Monticello Downtown and Riverfront Revitalization Plan. Currently.
the HRA is considering TIF assistance for an identified redevelopment project area.
