WORKSHOP MEETING - ECONOMIC DEVELOPMENT AUTHORITY (EDA)
Wednesday, August 9th, 2017 — 4:30 p.m.
Academy Room, Monticello Community Center
Commissioners Present: Bill Demeules, Bill Tapper, Steve Johnson, Tracy Hinz, Jon
Morphew, Jim Davidson, and Lloyd Hilgart
Staff Present: Jim Thares, Angela Schumann, and Jacob Thunander
1. Call to Order
Bill Demeules called the regular meeting of the EDA to order at 4:30 p.m.

3. Consideration of additional agenda items
None.
4. Discussion Retarding Real Estate Land Options
Jim Thares explained that the workshop meeting was educational. He stated that he met
with Martha Ingram the EDA's attorney regarding land options. He provided definitions
of real estate land options per the EDA's attorney.
The EDA talked about relocation costs and the use of TIF Districts. Thares stated that all
of the projects that he's been involved with regarding redevelopment efforts, when they
involve a public subsidy, the relocation expenses as defined under the Uniform
Relocation Act (URA) do kick in. The EDA discussed how it would like to use its
money when purchasing property (for relocation costs or not).
Further discussion ensued regarding option agreements and if relocation expenses would
need to be paid in such scenarios.

LLOYD HILGART MOVED TO ADJOURN THE MEETING AT 5:00 P.M. STEVE
JOHNSON SECONDED THE MOTION. MOTION CARRIED, 7-0.
