SPECIAL MEETING — MONTICELLO CITY COUNCIL
Wendesday January 25, 2006
Members Present: Wayne Mayer, Tom Perault, Glen Posusta and Clint Herbst
Members Absent: Brian Stumpf
Also Present: Rick Wolfsteller, Jeff O'Neill and Fred Patch
1. Consideration of releasing Fred Patch as Chief Building Official for violation of
ordinance governing outside employment by certain City Officials.
Mayor Herbst asked Fred Patch if he had any comments to provide in addition to the
comment made at the previous meeting on this topic. Fred Patch indicated he did not have
anything to say or add.
Glen Posusta noted that if the vote is for termination it was for non-compliance with the city
ordinance and not because of incompetence. He also noted that his direct supervisor (Jeff
O'Neill) said that Fred Patch is not doing A work but C or B work. Glen Posusta went on to
say that development of the ordinance was not directed at Fred Patch but was enacted to
eliminate potential for confusion and perception of conflict of interest among the public that is
created when a city employee in a leadership position also works for another city.
Jeff O'Neill reported that Fred Patch's formal evaluations show that through his years of
employment his job performance has exceeded minimum job standards by various degrees.
MOTION WAS MADE BY CLINT HERTBS TO RELEASE FRED PATCH FROM HIS
POSITION AS BUILDING OFFICIAL BASED ON THE FINDING THAT FRED PATCH
IS WORKING FOR OTHER CITIES IN VIOLATION OF THE ORDINANCE. MOTION
SECONDED BY TOM PERRAULT. MOTION CARRIED UNANIMOUSLY.
During discussion Tom Perault noted that working for other communities spreads ail employee thin.
As a salaried employee you need to be devoted to one city.
