Carried. Art McIntire presented a police report of activities during the last month. Art asked why a D.W.I. case had been turned over to the County Attorney. Explained that Smith & Pringle had originally been defending attorneys for the case prior to being retained as village attorney. Had to drop defense at that time and referred to another attorney. Therefore, handled by County Attorney for pro- secution. Question charges to Village by Smith & Pringle re: case. To be checked and deleted. McIntire further requested the Council haveZ,etterberg property inst;ected as a fire hazard. Also requested that Council give consideration to adopting an ordinance to control erratic driving. Greg Smith, representing Gary Pringle, Village Attorney, stated that numerous villages have adopted similar ordinance. Would get copy of ordinance as adopted by neighboring village for study. Bob Mossford analyzed the Liquor Store audit for period ending September 30, 1970. Sales volume up over last year with net profits down. Increased operating costs contributed to lower net profit. Recommendation that on -sale prices of drinks be increased by five cents on October 15th, 1970. Richard Hesley reported on activities of Liquor Store. Discussion on tree removal resulted in some dissension regarding method of raising funds to pay costs. General taxation, special assessment, property oirrer pay own costs were discussed. Attorney to study and suggest revision to ordinance to cover distinction between_ private and public properties. Motion that we ask for bids .for removal of all diseased trees on public street and park lands with removal of stumps made by James Maus. Seconded by Richard 'Martie. Carried. At time contractor is selected, public notice to property olomers that they may con -tract for tree removal with village contractor. Bids for Village pick-up truck were opened and reviewed. .Action tabled because specifications considered by bidding parties were not the same in all cases. Jades Maus to review and report back. Layne-Minnesota submitted first bill on portion of work on well. Motion by James Maus to approve and pay. Seconded. by Dick Martie and carried. One bid received on work to be done on Senior Citizens Center and the Liquor `tore. Bid did not contain a comprehensive detail of work to be done. Ron Schleif to investigate and report back. James Maus made motion, seconded by Franz Swanberg that Lawrence LaBree be hired as skating rink supervisor this winter at $2.70 per hour. Carried. Conan Philbrook, Hospital Administrator, reuested information regarding by- pass valve on water system at Hospital. '�,Talter Mack to investigate and report. Mr. Philbrook complimented Monticello Police Dept. on efficient and prompt res- ponse to calls when needed. He stated that Police reliability was a great sense of security to the hospital staff -- especially night shifts. George Yonak presented problems of operating village dump; asking a $350.00 a month fee. Action tabled for furtfier study. Thore Meyer reported that State Highway Dept. is proceeding with minor engineering changes and negotiations to determine costs for storm sewer service interchange. Several Councilmen not satisfied with work performed by Maintenance Department. Request meeting of Maintenance crew with Councilmen on Wed.., Oct. 14 at 4 P.M. Motion by Franz Swanberg to pay bills as presented. Seconded by Richard Martie. Carried. William Sandberg suggested that billing to School District for water arid sewer hook-up be resubmitted with 7% interest charge added. In view of Attorney Gen- eral's report, Village Attorney requested to study method and procedure. Wm. Sandberg and Jay Miller to work -vrith Attorney. Council advised of three parcels of tax delinquent property in Village to be sold in near future. One parcel of interest to Village. Attorney to study description and title. Council advised of Assessor's Conference to be held in St. Cloud in November. Lando Kirscht authorized to attend. Some time spent discussing annexation proceedings. No action taken.
