City Council Minutes 03-20-1973 SpecialVILLAGE OF MONTICELLO Monticello, Minnesota 55362 Phone (612) 295-2711 March 20, 1973 Special meeting of the Village Council - March 20, 1973 - Village Hall The meeting was called to order by Mayor Bill Sandberg. Councilmen present were: Blonigen, Markling, Martie and Rowan. The minutes for the meeting of March 13, 1973 were approved with three corrections: 1. The voting for the transfer of $1,075.94 from the Liquor Store Fund to the General Fund was not shown. Should be: Voting in favor: Blonigen, Markling, Martie, Rowan and Sand- berg. Opposed: None. 2. The voting for the issuance of cigarette licenses to Dick's "66" Service and Stella's Cafe was not shown. Should be: Voting in favor: Blonigen, Markling, Martie, Rowan and Sand- berg. Opposed: None. 3. Discussion held concerning use of Xerox machine. One statement deleted. Two interviews were conducted by the Villa7_e Council with applicants for the Liquor Store Manager position. A motion was made by Walt Markling, seconded by Dan Blonigen, to ap- prove the issuance of cigarette licenses to the following establishments: Red's Mobil Service ---- The Steak Hut Restaurant Voting in favor: Blonigen, Markling, Martie, Rowan and Sandberg. Op- posed: None. A motion was made by Dick Martie, seconded by Jeff Rowan to approve payment of the following bills: LIQUOR Minnesota Distillers - $103.09 Johnson Bros. - 174.23 Ed Phillips & Sons - 443.15 Famous Brands - 171.52 GENERAL Big Lake Gravel Co. - $532.55 Gross Industrial - 48.20 Voting in favor: Blonigen, Markling, Martie, Rowan and Sandberg. Op- posed: None. A presentation was made by Axel Rasmussen in regard to the need for a Village Plumbing Inspector. No decision reached. Mr. Rasmussen instructed to obtain more information. Special meeting of the Villa7e Council March 2 0, 1973 Page 2 The Village Council held a discussion with representatives of Yonak Sanitation. The contract to commence May 1, 1973 was not signed at this time as the Performance Bond requirements have nct yet been fulfilled. Yonak Sanitation instructed to appear at the next regular Village Council meeting, March 27, 1973. A discussion was held by the Village Council concerning the employment of a Liquor Store Manager. A review of liquor store applications was made. A motion was made by Dan Blonigen, seconded by Jeff Rowan to hire Ralph J. Eichten as the Monticello Municipal Liquor Store Manager at a salary of $900.00 per month, commencing May 1, 1973• Voting in favor: Blonigen, Markling, Martie, Rowan and Sandberg. Opposed: None. A discussion was held concerning the 4th Street ball park. No de- cisions reached at this time. A discussion was held concerning school hookups and assessments. Bill Sandberg stated a policy has been set, however, nothing has been done about collecting. After discussion, a motion was made by Jeff Rowan, seconded by Dan Blonigen, to refer hookup charges for School District 082 to cover the Pinewood School, Monticello High School and the Junior High School to legal counsel, William C. Hoffman, for processing. Voting in favor: Blonigen, Markling, Martie, Rowan and Sandberg. Opposed: None. A motion to adjourn was made by Jeff Rowan, seconded by Dick Martie. Carried -- all in favor.
