City Council Minutes 09-25-1973Regular meeting of the Village Council - September 25, 1973 - 7:30 P. M. The meeting was called to order at 7:30 P. M. in the Village Hall by Mayor Bill Sandberg. Council members present: Blonigen, Martie,. Markling. Absent: Rowan. JThe minutes for the meeting of September 11, 1.973 were approved as read. An estimate was presented for the New Street repair project from Meyer- Rohlin, Inc., in the amount of $4,314.00. After discussion, a motion to approve the New Street repair project at a price of $4,314.009 in. cluding the performance bond, was made by Dan Blonigen, seconded by Dick Martie. Voting in favor: Blonigen, Mark'Ang, Martie, Sandberg. Opposed: None. Absent: Rowan. Motion carried. A discussion was held concerning Plat Plan #4. In this regard, a motion was made by Dick Martie, seconded. by Dan Blonigen, to adopt a resolution "receiving report and cal -ling for a hearing on improvement." This resolution set a hearing date of November 159 1973 at 8:00 P, M, Voting in favor: Blonigen, Markling, Martie, Sandberg. Opposed: None. Absent: Rowan. Motion carried. (Copy of resolution attached .as Encl. 1). A discussion was held concerning► paragraph 6-4 (SIGNS) of the Monticello Zoning Ordinance. Mr. Kevin Kjellberg presented a petition signed by approximately 40 individuals which states "the ordinance asrainst over- hanging si7ns be abolished. We feel the ordinance is unfair, unjust and detrimental to many of the bizsinesses in Monticello." (Copy of petition attached as Enclosure 2). Lloyd Lund presented an unsigned statement from the Downtown-'lannin7 Committee statim "the Downtown Planning Committee supports the Council and the Villa?e Planning Com- mission in the ordinance governing overhead signs. 'We also recommend that existing signs will be allowed to remain a specified reasonable amounts of time, to allow the owner to recover his investment, as long as the sign is kept in good repair. After several suggestions had been discussed, a motion was made by Dick Martie, seconded by Walt Markling, to set a public hearing date of November 15, 1973 at 9:00 P. M. with the purpose of setting December 31,, 1976 as the cut-off slate% after which no overhanging suns will be allowed. At this public hearing, the council will attempt to initiate a sign permit fee of $5.00 which will be collected by the village building inspector. This same motion authorized theli.ssuance of a sign permit to Kevin Kjellberg at the $5.00 fee for an overhanging sign at Mr. Kjellberg's business location (corner of Broadway & highway 25). Voting in favor: Blonigen, Markling, Martie, Sandberg. Opposed: None. Absent: Rowan. Motion carried. (Copy of Planning Committee's recommendations attached as Enclosure 3). A short discussion was held concerning the draining of air conditioners into sanitary sewers. Administrator instructed to check on the legality of this. No action taken at this time. G�Council member Walt Markling submitted his resignation from the council, effective September 26, 19?3, in view of the fact he no longer resides in the village limits of Monticello. His resignation was accepted. Certificates to be not over one year and to be in $1,000.00 denominations. voting in favor: Blonigen, Markling, Martie, Sandberg. Opposed: None. Absent: Rowan. Motion carried. A short discussion was held concerning a village dog impoundment policy. No final decision reached on this matter. A discussion was held concerning the assignment of a village plumbing inspector. The administrator was instructed to contact a potential aonlicant for this position. Council member Dick Martie reported that he had seen a 10 to 12 year old youngster on ton of the villave water tower. The council instructed the administrator to have ?halt Mack enfence the area properly to vre- vent this tvoe of incident from occurring again. The council concurred to have a budget neetine on Monday, October 8, 1973 at 7:90 P. M. Walt MArklinr, mentioned a traffic problem by the new clinic, across from the Wright. County State Bank. Bill Sandberg stated he would review the nroblem to see what tune oP signs should be placed there and to see if it will be necessary to paint the curbing yellow. The council approved, no vote, a letter nrenared by the village office that will be sent out to the vil.laae property owners who have diseased trees on their nrooerty. The administrator was instructed not to mail out the letter until the contract is signed. R7SOLUTION RECEIVING REPORT AND CAT T ING HEARING ON Iy.PR01TF1V?..NT SHEREAS, pursuant to resolution of the Village Council, adopted May 22: 1973, a report has been prepared by Meyer-Rohlin. Inc., with reference to Preliminary Plat Plan #4 for the improvement of an area encompassing Co. Road 118 & Highway 25 and from the Burlington Northern railroad tracks to Interstate 94. This report was received by the Villave Council on Sentember 25, 1973• NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MONTICELLO, MINNESOTA: 1. The Council will consider the improvement in accordance with the report by Meyer-Rohlin, Inc., and the assessment of a- butting property for all or a portion of the cost of the im- provement pursuant to Minn. Stats., Secs. 429.011 to 429.111 (Laws 19.53, Ch. 398, as amended) at an estimated total cost of the improvement of $ 2;, A public hearing shall be held on such proposed improvement on the 15th day of November, 1973 in the council chambers of the Village Hall at 8:00 P. M., and the cleik shall give mailed and published notice of such hearing and improvement as re- quired by law. Adopted by the council this 25th day of September, 1973.
