City Council Resolution 2018-17CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2018-17 APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR TURN LANE IMPROVEMENTS AT THE INTERSECTION OF GILLARD AVENUE AND CSAH 39 WHEREAS, pursuant to resolution approved by the City Council on October 9, 2017, the City Engineer has prepared plans and specifications for the turn lane improvements at the intersection of Gillard Avenue and CSAH 39 as described as follows: • Twelve -foot wide separated right turn lane for eastbound CSAH 39 to Gillard Avenue in order to improve sight lines and visibility for safety purposes. • Extend left turn lane for westbound CSAH 39 to Gillard Avenue. • Construction of a 6 -foot wide paved shoulder on the north side of CSAH 39 for the on -road Mississippi River Trail route. • Installation of a metal plate beam guardrail along the north side of CSAH 39 for safety purposes where the existing slope towards the river is steep. WHEREAS, the City Engineer has presented such plans and specifications to the Council for approval; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA: 1. Such plans and specifications, a copy of which is on file in the office of the City Clerk, are hereby approved. 2. The designated authority shall prepare and cause to be inserted in the official paper and in the Star Tribune and/or Construction Bulletin or Finance & Commerce paper an advertisement for bid upon the making of such improvement under such approved plans and specifications. The advertisement shall be published no less than three weeks before the last day for submission of bids, once in the City's legal publication and at least once in either a newspaper published in a city of the first class or a trade paper. To be eligible as a trade paper, a publication shall have all the qualifications of a legal newspaper except that, instead of the requirement that it shall contain general and local news, such trade paper shall contain building and construction news of interest to contractors in this state, among whom it shall have a general circulation. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City for 5% of the amount of such bid.
