EDA Minutes 04-11-2018 (Workshop Meeting)MINUTES WORKSHOP MEETING - ECONOMIC DEVELOPMENT AUTH011 ETY (EDA) Wednesday, April 11th, 2018 — 4:30 p.m. Academy Room, Monticello Community Center Commissioners Present: Steve Johnson, Bill Tapper, Jon Morphew, 011ie Koropchak-White, and Lloyd Hilgart Commissioners Absent: Jim Davidson Staff Present: Jim Thares, Angela Schumann and Wayne Oberg 1. Call to Order Steve Johnson called the workshop meeting of the EDA to order at 4:30 p.m. 2. Roll Call 3. Consideration to review for comment draft Guidelines and Application for a Downtown Facade Improvement Loan Grant program Angela Schumann explained that at the prior meeting the EDA approved the drafting of an illustration that would showcase the type of fagade improvements that businesses in the downtown could make. The companion to that project was a set of draft guidelines that were provided to the EDA Commissioners. Schumann envisioned that a marketing piece would be created to showcase the fagade improvement program. A number of promotion ideas, including personal delivery, mailings, and social media, would be used to explain the program. Interested property owners could then meet with City Staff to discuss their needs and wants from the program, while incorporating ideas identified in the illustration and guidelines. A draft of the proposed "Downtown Facade Improvement Loan Fund" guidelines were distributed. EDA and City Staff further discussed criteria and potential work components of the proposed loan -grant program. Schumann summarized that she would pull apart the loan program to include a tenant loan and property owner loan program. In addition, the EDA attorney will also review the proposed guidelines for any legal issues. The geographic boundaries would also be revised as suggested. Schumann also noted that the general fund would likely be the best fund to utilize for the program, but that it would be fleshed out during the next set of revisions with a pilot amount for the total fund. Steve Johnson suggested $200,000. IT was consensus among the EDA members to move forward with the proposed loan - grant program. Economic Development Authority Minutes — April 11, 2018 Page 112 4. Discussion Regarding Rehabilitation Loan urogram The EDA agreed that the priority for now is to first get the Downtown Fagade Improvement Loan Grant going before formulating a rehabilitation loan program concept. 5.
