M1. with Ron Schleif, Richard Martie, James Maus, William Sandberg present. Walter Markling arrived later. Also Present were Dan Rlonigen, A. Jeff Rowan, !-'alter M:ack,, Bill Elliott and Thore Meyer. Minutes of previous meetings were discussed and acted on as follows: October 21, 1971 - motion for annroval by R. Martie, seconded. by J. Maus. In favor: Schleif, Maus, Martie. Against: Sandberg. November 9. 1971 - motion for anntroval, by R. Martie, seconded by J. Maus. All in favor. November 1?, 1-P71 - motion for annroval J. ?haus, seconded by D. Martie. In favor: Schleif, Maus, Martie. Against: Sandberg, November 23, 1971 - motion for approval by J. Maus, seconded by R. Martie. In favor: Schleif, Ylartle, Maus. A7,pinst: Sandberg. Decembers, 1971 - motion for approval J. Maus, seconded by R. Martie. All in favor. December 2. 1971 - motion to aprrove by J. Maus, seconded by Nralter Marklinly".. Carried, all in favor. December 14, 1 . 971 - motion to approve by R. Martie, seconded by Walt Markling. All in favor. Contract for police service for 1972 by IWIright County Sheriff's Dept. was presented, calling for $21,600.00 for 16 hours daily patrol. Motion by Walter Markling to accept contract and request a deputy to attend one meeting a month to report on activities. Seconded by R. Martie. Carried all in favor. Final billing Presented by Standard Construction for work on Walnut St. sever project for $99652,58. Recommendation by engineer that $2,000.00 be retained for putting 'Walnut St, in shape, thereby paying $7,652-58. Motion by Walt Markling to nay $7,652-58, seconded by R. Martie. In favor: Schleif, 'Maus, Markling, Martie. Against: Sandberg. Carried. Billing Presented by Rarbarossa and Sons,, Inc. in the amount of $19,635.55. Recommendation to hold t7s500-00 for unfinished work on street. Motion by R. Martie to pay $12t135-55, seconded by J. Maus. Carried - all In favor. Billing Presented by McCarthy '°rel -1 Co. for pump installation of t5,014.46. Motion by Walter 'darkling, seconded by Dick Y -Artie to nay billing as full and final. Carried - all in favor. Billings for extra charges of t255.87 not honored. Rillin,a nresented by J. W. Miller Construction for numn house in the amount of $7,295.41. Motion to Pay bill, less $500-00 retainer for unfinished work rade by Walter Markling, seconded by James Maus. Carried - all in favor. Billing presented by Standard Contractin7 for $S,741-50 for sewer work on West Third' and Locust and parking area in Block 53. It was recommended that retainer of $2t185-38 be held for unfinished work. Motion by `.'alter Markling to nay $6t556.12, seconded by R. Martie. In favor: Schleif, Maus, Martie, Markling. Against: Sandberg. Reason: It is illegal for village to pay bills for service on private property. Thore Meyer presented bills for engineering services for pump house, pump, sewer projects and water project totaling $9,413.59• Motion by Walter Markling, seconded by James Maus to approve bills for pay- ment. Carried - all in .favor. Ron Schleif reported on followup of proposal regarding placing of sewer and water carrier lines through I-94 as proposed at previous meeting. Memo from attorney indicated that this action was feasible and could be done. Fiscal advisor stated that project can be funded several ways. Lotion by R. Martie to direct Thore Meyer to Droceed with plans and specifications to provide for one sewer and three water carrier Lines through I-94. Seconded by Walter Markling. Carried. Council requested that 14alter Mack nrovide them with a schedule for rodding all sewer lines in the village. Motion by Walter Markling, seconded by R. Martie, to transfer $79500.00 from the water fund to the water sinking fund for bond payment. Action on $2,650.00 billing from the Monticello Public Schools - District #8P2 for ,point summer recreation nroaram for 1970 and 1971 tabled. Motion by W. Markling that Bill Sandberg be annointed to meet with the school board to look into joint year round recreation program and re- port to next meeting. Seconded by R. Martie. Carried.
